Our institutions are changing all the time but for the most part these changes do not make a big difference, either because the results are confined to an isolated segment of the organization or because the environment is not responsive. To be considered truly transformational, the initiative must alter the culture of the institutions by changing select underlying assumptions and institutional behaviors, processes, and products; it must be deep and pervasive, affecting the whole institution; it must be intentional; and it must occur consistently over time (Eckel, Hill, & Green, 1998).

The following document outlines best practice in combining college and university work-study experiences with community service and service-learning. The principles were created by Erin Bowley and Marsha Adler for Campus Compact after conducting focus groups with practitioners from 52 colleges and universities in May and June, 2002. Ten principles that help construct an effective community service work-study program are listed below, then explained in greater detail with key points and specific campus examples. Representatives from the campuses used as examples are willing to be contacted for further information; their contact information appears at the end of the document.

This chapter explores the implications of treating water as an economic good within global markets. While economic valuation can promote efficiency, it raises concerns over equity, ecological protection, and cultural values. The authors define key concepts—globalization, privatization, and commodification—and examine tensions between market allocation and the universal right to water.

Examples range from bottled water sales to proposals for bulk transfers, analyzed within international trade frameworks like GATT and NAFTA. Historically, there has been a rich American tradition connecting service to politi­cal engagement. To test whether this pathway remains significant, research on the political outcomes of young people's service participation is reviewed. The author argues that most research operationalizes citizenship as a helping behavior, contributing to a perspective that service is an alternative to politics. The article Concludes with a set of recommendations for reinvigorating service to support more robust political participation.

This study investigated strategic information technology planning (SISP) at the statewide level. Even though thirty-eight states reported having a strategic information technology plan in place and ten reported having a plan in progress; analysis of the data shows that the executive and legislative or highest levels of state government are “not involved” in SISP. A lack of integrated statewide governmental strategic information systems planning (SISP) suggests that SISP as defined by private sector models may not be accomplished easily in the public sector. As the Advanced General Aviation Transport Experiments (AGATE) program completes its eight-year plan, the outcomes and industry effects reveal its successes and problems. AGATE engaged several different types of institutions, including federal agencies, business and industry, universities, and non-profit organizations. In 2001, the American Association of Community Colleges (AACC) conducted a national survey of community colleges to identify their community programs and services. Survey responses demonstrated a strong level of community college commitment to improving the quality of life in their communities and offering a place to pursue lifelong learning. Responding colleges indicated that they are engaged in a wide variety of programs and services designed to reflect the diverse needs of the communities they serve, with many partnering with local and state government, nonprofit organizations, and local schools.

Searching For The Meaning Of Youth Civic Engagement: Notes From The Field, Molly W. Andolina, Krista Jenkins, Scott Keester, Cliff Zukin

This article reports on the early lessons from a multiphase, multimethod study of youth civic engagement. It uses insights from expert discussions along with a series of focus groups to explore how young adults approach politics, volunteerism, community, civic duty, and generational identity. The study finds many of the distinguishing characteristics of today's youth to be subtle and nuanced, which poses unique challenges for qualitative research of the generation. The important implications of language are discussed in detail.

Post-communist transformations have been approached and interpreted differently by different academic disciplines and their respective subdisciplines. This paper provides a critical review of traditional and alternative views of changes in Central and Eastern Europe since the collapse of state socialism. In particular, it focuses on neo-liberal and neoclassical economic interpretations and neo-marxist state to private capitalism thesis as examples of traditional interpretations of post-communist transformations. Existing evidence demonstrates that sleep structure varies across the menstrual cycle in healthy women (1). These variations could be more severe in women suffering from premenstrual dysphoric disorder (PMDD) (2). In a previous study of healthy women, subjective sleep quality was shown to be constant across both phases of the menstrual cycle (3). The current study aims to test whether there exists a variation in subjective sleep quality of PMDD sufferers across the follicular and luteal phases of the menstrual cycle.

Responding to the National and Community Service Act of 1990, the California Department of Education developed the CaiServe Initiative to support K-12 service-learning partnerships that would enhance student academic achievement and civic responsibility, increase teacher effectiveness and satisfaction, heighten school district awareness of service-learning, and provide authentic service to the community. The 1997-2000 local evaluation process was designed to assist CaiServe partnerships in the collection of participation and impact data for their local service-learning activities. These partnerships can leverage both campus and community resources to address critical issues in local communities. Rural and non-metropolitan public-use and general aviation airports play a critical role in the economic development of communities in agricultural states and states with dispersed populations. Not only do they serve as a vital link to markets and resources for both agricultural and non-agricultural businesses operating in the community, small airports provide needed transportation options for area residents. These airports also perform an important function in providing needed health and medical transport services in non-metropolitan locations. Airports can be described as critical “public assets” with needed services to the local community (Penney 2003).

The answer is that for many areas the Census Bureau—with good reason—published more than one population number. This study is a qualitative analysis measuring community perceptions of college student volunteers and service learners. The purpose of the study was to examine college student service learning and volunteer activities from the community perspective through data gathered from community agency personnel who work directly with college student volunteers who are serving to meet the needs of youth.
