Are Public Officials Obstacles To Citizen-Centered E-Government? An Examination Of Municipal Administrators’ Motivations And Actions, Stephen Kwamena Aikens, Dale Krane

This study investigates why municipal officials have not fully taken advantage of the interactive features of the Internet to bring citizens closer to their governments. Studies show that although the Internet has great potential to improve government–citizen relations, many governments at all levels have not taken advantage of this potential to improve Web site deliberative features to enhance online citizen participation in the policy process. Based on the data analysis from a survey of local government chief administrative officers in five Midwestern states, the authors find evidence that city officials have not taken advantage of the Internet to bring citizens …

Inclusive Leadership And Employee Involvement In Creative Tasks In The Workplace: The Mediating Role Of Psychological Safety, Abraham Carmeli, Roni Reiter-Palmon, Enbal Ziv

This study examines how inclusive leadership (manifested by openness, accessibility, and availability of a leader) fosters employee creativity in the workplace. Using a sample of one hundred and fifty employees, we investigated the relationship between inclusive leadership (measured at Time 1), psychological safety and employee involvement in creative work tasks (measured at Time 2). The results of structural equation modeling (SEM) analysis indicate that inclusive leadership is positively related to psychological safety, which, in turn, engenders employee involvement in creative work.

Recent evidence indicates that contrary to some criminological theories, immigrants are less violent than native-born Americans. The relationship between immigrant status and reduced violence appears to hold at both the individual and neighborhood levels of analysis. This phenomenon has been referred to as the immigrant or Latino paradox. It has been suggested, although rarely examined, that cultural differences and strong social networks among immigrants account for their lower violence rates. These factors even appear strong enough to counterbalance the crime-promoting effects of economic disadvantage. This study investigates whether such patterns extend to intimate partner violence. Context-Dependent Peer Victimization: Are Physical And Relational Aggression Tolerated Differently In Mixed-Sex Versus All-Girl Schools?, Ana María Velásquez, Jonathan Bruce Santo, Lina María Saldarriaga, Luz Stella López, William M. Bukowski

Contextual differences in the association between different forms of aggressive behavior and victimization were studied with a sample of 197 boys and 149 girls from mixed-sex schools and in 336 girls from all-girl schools (M = 10.21 years of age) in two cities in Colombia. Results showed that boys generally engage in more physical than relational aggression, whereas girls engage in more relational than physical aggression. Among boys, the association between aggression and victimization was significant only for the measure of relational aggression, whereas, for girls, victimization was significantly correlated only with physical aggression. The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …

The Communication Model And The Nature Of Change In Terms Of Deforestation In China Since 1949, Dexin Tian, Chin-Chung Chao

This article explores the communication model and nature of change in terms of deforestation in China since 1949. Through Lasswell’s communication model and the theory of change and via historical analysis and extended literature review, we have discovered: First, Mao’s government adopted an effective one-way top-down communication model with Chinese characteristics during 1949 and 1978, which facilitated deforestation in China leading to massive economic dislocation and immense waste of resources. Second, the Chinese government’s change to practical ideology brought about new administrative practices of enacting forest protection laws and reorientating the relevant workforces to use available technologies for the production …

Predictors Of Completion In A Batterer Treatment Program: The Effects Of Referral Source Supervision, Sara J. Barber, Emily M. Wright

Domestic violence offenders who are court mandated to attend a batterer treatment program are more likely to complete treatment than offenders who voluntarily attend. However, few studies have examined the amount or severity of referral source supervision and its effect on treatment completion. This study uses data from three referral sources in South Carolina (i.e., pretrial intervention, criminal domestic violence court, and summary court) to determine whether higher levels of monitoring during a 26-week hybrid cognitive-behavioral batterer treatment program increase the likelihood of completion among batterers. Omaha was one of nine cities in the United States chosen by the Woodrow Wilson Center for International Scholars to explore immigrant civic and political participation. Lourdes Gouveia and the OLLAS team, along with Sergio Sosa of the Heartland Workers Center, produced this bilingual report based on interviews and a round table with broad-based participation by the immigrant and Latino community.

This article will discuss the role the academic library can play in increasing and maintaining student retention rates on campus. By focusing briefly on four main topics, including reaching out to students early and often, getting them in the library door and getting them to stay, the reader will be able to see the broad picture of how crucial libraries are to fighting student attrition.

We examined ethnicity and cultural orientation as predictors of parents' views of and involvement in children's education, using data gathered from the Latino (n = 74) and non-Latino (17 White and 13 ethnic minority) parents of children in an elementary school's dual-language program. Parents completed a questionnaire that assessed Latino and White American cultural orientations, importance of children's academic and social success, and self- and significant other involvement in children's education. Results indicated that Latino (and other ethnic minority) parents valued academic and social success equally and more strongly than did Whites and that Whites valued social success more …

A Pda Intervention To Sustain Smoking Cessation In Clients With Socioeconomic Vulnerability, Lynne Buchanan, Deepak Khazanchi

This article describes a pilot study to explore use of a personal digital assistant (PDA) to sustain smoking cessation after discharge in clients with socioeconomic vulnerability. The major aim is to describe technology acceptance (perceived ease of use, usefulness, and attitude), portability, technical difficulty, satisfaction, and use time. The sample includes 31 medical surgical clients with average age of 47.35 (±13.3), average household income of $13,629 (±8,204), average number in the household of 2.67 (±2.22), and average education of 11th grade. The results demonstrate mean use time of 9.28 (±3.23) hr, or about 1 hr over 8 weeks. Technology acceptance …

Organizational display rules (e.g., “service with a smile”) have had mixed relationships with employee emotional labor—either in the form of “bad faith” surface acting (suppressing or faking expressions) or “good faith” deep acting (modifying inner feelings). We draw on the motivational perspective of emotional labor to argue that individual differences in customer orientation will directly and indirectly relate to these acting strategies in response to display rules.With a survey of more than 500 working adults in customer contact positions, and controlling for affective disposition, we find that customer orientation directly increases “good faith” acting while it moderates the relationship of …

Objective: To compare the results of two different modes of using multiple groups (instead of one large group) in order to identify problems and develop solutions.

Background: Many of the complex problems facing organizations today require the use of very large groups or collaborations of groups from multiple organizations. There are many logistical problems associated with the use of such large groups including the ability to bring everyone together at the same time and location.

This final report summarizes the major findings of a Non-Profit Capacity-Building Survey conducted for the Omaha Community Foundation working in cooperation with the Non-Profit Association of the Midlands.1 The purpose of the survey is to help determine which functional capacity-building areas (and specific activities within each) pose the greatest challenges for non-profit organizations in fulfilling their missions.

Women’S Risk Factors And Their Contributions To Existing Risk/Needs Assessment: The Current Status Of A Gender-Responsive Supplement, Patricia Van Voorhis, Emily M. Wright, Emily J. Salisbury, Ashley Bauman

A growing body of scholarship faults existing risk/needs assessment models for neglecting the risk factors most relevant to women offenders. In response, a series of gender-responsive assessment models were tested for their contributions to widely used gender-neutral risk needs assessments. In six of eight samples studied, subsets of the gender-responsive scales achieved statistically significant contributions to gender-neutral models. Promising results were found for the following: (a) parental stress, family support, self-efficacy, educational assets, housing safety, anger/hostility, and current mental health factors in probation samples; (b) child abuse, anger/hostility, relationship dysfunction, family support, and current mental health factors among prisoners; and …

Previous research has examined the impact of the law on decisions made about social sexual interactions in the workplace in the context of a variety of individual difference variables including gender of the observer and sexist attitudes, as well as situational factors including legal standard and prior exposure to aggressive and submissive complainants. The current study continued this line of inquiry by testing whether hostile or benevolent sexist attitudes behaved differently under manipulated exposure to aggressive and submissive complainants. The Prebisch-Singer Hypothesis: Four Centuries Of Evidence, David I. Harvey, Neil M. Kellard, Jakob B. Madsen, Mark E. Wohar

We employ a unique dataset and new time series techniques to re-examine the existence of trends in relative primary commodity prices. The dataset comprises 25 commodities and provides a new historical perspective, spanning the 17th to the 21st centuries. New tests for the trend function, robust to the order of integration of the series, are applied to the data. Results show that eleven price series present a significant and downward trend over all or some fraction of the sample period. In the very long run a secular, deteriorating trend is a relevant phenomena for a significant proportion of primary commodities.
