Operational Procedures For Releasing Police Records: A Process Evaluation Of California Law Enforcement Agencies’ Implementation Of Senate Bill 1421, Bianca Madrid
Master's Projects
This research intends to explain how law enforcement agencies in California have implemented operational procedures to comply with the CPRA pursuant to SB 1421 requirements. Because SB 1421 vastly expanded the CPRA, demand for law enforcement record requests has significantly increased in volume. Also, due to key components of SB 1421 which lack clarity in defining specific terminology, each law enforcement agency had to develop its own interpretation of how to implement requirements set forth by the statute. Law enforcement agencies have implemented new requirements to reflect the changes in SB 1421 by establishing working protocols for compliance, developing standard …

Cost Effectiveness And Hospitalization Rates Of Those With Mental Health Issues Using On-Site Versus Off-Site Job Coaching, Jerry Dattilo
Cost Effectiveness And Hospitalization Rates Of Those With Mental Health Issues Using On-Site Versus Off-Site Job Coaching, Jerry Dattilo
Master's Projects
The State of California’s Department of Rehabilitation has established a goal of reducing the rate of unemployment for people suffering from mental illness (Department of Rehabilitation, 2020). Sheltered workshops and short duration employment efforts have proven to be less effective than the Individual Placement and Support (IPS) or other supported employment models. Provided that they have the right support and strategies, those suffering from mental illness can maintain competitive employment and reduce their incidences of hospitalization, dependency, boredom, and lack of fulfillment. The alienation one suffers from lack of social connection and employment cannot be understated. Participants in supported employment …
California’S Proposition 47: The Safe Neighborhoods And Schools Act, Edith Garcia Fong
California’S Proposition 47: The Safe Neighborhoods And Schools Act, Edith Garcia Fong
Master's Projects
Proposition 47 made drastic changes to California’s criminal justice system. Critics and proponents of the measure have made sweeping claims about its impact on crime trends and the criminal justice system, in general. However, many of these claims are based on assumptions and are not based on actual data and research. Given the fact that California’s prison population is still subject to court oversight, it is essential that the effectiveness of Proposition 47 as a solution to this issue be evaluated. If the state hopes to maintain compliance with the court-mandated prison population caps, it must ensure to exhaust all …

This research will explore the implications of the wave of retirements of baby boomers from senior executive roles within the public sector, and analyze what Santa Clara County local government agencies are doing to prepare and develop the …
Sustainable Cannabis Policy In California: Addressing The Legal Cannabis Industry’S Carbon Footprint, Genevieve Yip
Sustainable Cannabis Policy In California: Addressing The Legal Cannabis Industry’S Carbon Footprint, Genevieve Yip
Master's Projects
As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). The addition of a new industry that is highly energy-intensive, such as the legalized cannabis industry, is a problem for California. …

The Ability Of Vitreous Metabolite Concentration To Determine Time Of Death, Victoria Wiggins
The Ability Of Vitreous Metabolite Concentration To Determine Time Of Death, Victoria Wiggins
Themis: Research Journal of Justice Studies and Forensic Science
This paper analyzes the ability of vitreous fluid to determine time of death. The high variability in current methods used to establish post-mortem interval (PMI), or the amount of time between death and post-mortem examination make it difficult to obtain an accurate estimation. The concentration of metabolites found within vitreous fluid, such as potassium (K+), hypoxanthine (Hx), and magnesium (Mg), are the most researched alternatives to traditional methods in PMI determination because of the relative isolation of vitreous within the body and its ability to withstand degradation. There is no clear consensus on which metabolite provides the most accurate data …

With Liberty And Justice For Some: How Felony Disenfranchisement Undermines American Democracy, Kiley Staufenbeil
Themis: Research Journal of Justice Studies and Forensic Science
This paper examines the damaging effects of felony disenfranchisement on American democracy. The premise of American democracy is to include citizens in government processes, thus, felony disenfranchisement is inherently anti-democratic. The first section analyzes the historical timeline of the origins and prominence of felony disenfranchisement dating back to Ancient Greece. The paper considers the legal standing of felony disenfranchisement by examining relevant court cases, such as Richardson v. Ramirez (1974). Following this, a case study of the states that practice distinct levels of felony disenfranchisement, ranging from the most punitive states to the most permissive, is presented. The paper then …
