This article contributes to ongoing attempts to broaden out theorizations of secrecy from an intentional and willful act of concealment to a cultural and structural process. We do so by fostering a conversation between secrecy and curiosity. This conversation is enabled through a review of central themes in secrecy studies and curiosity studies, but also through an examination of a collaboration between the science center “We the Curious” and a network of academic researchers. This article discusses how to deal with secrecy and limited access in ethnographically inspired research of security fields. Drawing inspiration from recent debates about secrecy in Critical Security Research and from Franz Kafka’s The Castle, we propose to treat access limitations and the secrecy we encounter as methodological tools that provide insights into social relations and power structures of security fields. We develop the argument in two steps. First, we argue for a more fine-grained taxonomy of secrecy, that allows to distinguish between mystery, concealment and the relational dimension of secrecy. State secrecy and disclosure practices are often treated as processes of intentional and strategic human agency, and as forms of political time management (Bok 1982; Horn 2011). Through a critical analysis of the United States government’s disclosure practices in the context of their discourse around the cybersecurity “Vulnerabilities Equities Process” (VEP), this paper will present a two-fold argument against these conventional treatments of secrecy and disclosure. Many scholars have treated the inscrutability of technologies, secrecy, and other unknowns as moral and ethical challenges that can be resolved through transparency and openness. This paper, and the special issue it introduces, instead wants to explore how we can understand the productive, strategic but also emancipatory potential of secrecy and ignorance in the development of security and technologies. This paper argues that rather than just being mediums or passive substrates, technologies are making a difference to how secrecy, disclosure, and transparency work. What is secrecy? What is a state secret? Which state secrets deserve protection from disclosures? How are state secrets protected from disclosure? In this review, I use these questions as an organizing framework to review the richness of a very disparate, largely US-centric, but also multidisciplinary literature. In doing so, I highlight the social nature of secrecy - that it is a social construct with social effects and consequences - and the need for further research to unveil those rationalities that specific discourses on state secrecy put forward to legitimize the nondisclosure of state secrets.

In 2013, journalist Glenn Greenwald met with Edward Snowden, who leaked the most documents in the history of the U.S. National Security Agency (NSA). Greenwald reported on these documents and proved that the NSA spied on millions of American citizens. However, he also provided commentary about the state of journalism and argued that journalists are often complicit in the keeping of state secrets. Using a rhetorical analysis of Greenwald's writings in The Guardian and his later book, this essay argues that journalists function as a technical audience that debates professional standards for leaking secrets. This paper examines the damaging effects of felony disenfranchisement on American democracy. The premise of American democracy is to include citizens in government processes, thus, felony disenfranchisement is inherently anti-democratic. The first section analyzes the historical timeline of the origins and prominence of felony disenfranchisement dating back to Ancient Greece. The paper considers the legal standing of felony disenfranchisement by examining relevant court cases, such as Richardson v. Ramirez (1974). Following this, a case study of the states that practice distinct levels of felony disenfranchisement, ranging from the most punitive states to the most permissive, is presented. The paper then …

In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. The paper examines this specific episode in India–Pakistan deterrence dynamics, focusing on the nomenclature ‘surgical strikes’. The paper argues that the choice of the term itself is new and …

In recent decades, modernization theory has been challenged. Studies have found that richer countries are more likely to maintain democratic rule, but that the initial transition to democracy is unrelated to economic development, or that even the former relationship is spurious, disappearing once country fixed-effects are accounted for. Others counter that the relationship between development and democracy is restored if historical data stretching back to the nineteenth century is incorporated, if different estimators are used, or when conditioning the relationship on institutional or leadership changes taking place. How does democracy develop throughout a country once leaders in the national capital introduce or expand civil liberties and hold competitive elections—in other words, after democratic transition? The subnational democracy literature has shown that non-democratic subnational political regimes can endure within countries even after democratic transition. Yet, the democratic consolidation literature has not addressed how these enclaves are eliminated throughout the country or the territorial consolidation of democracy. This paper offers an explanation for the territorial consolidation of democracy. According to our on-line survey conducted during the Winter and Spring of 2017, between 2012-2016 the number of workers threatening to strike was 199 percent higher than the number who actually did strike according to the Bureau of Labor Statistics. In our analysis of 48 on-line survey respondents and 10 in depth phone interviews we found that while the number of strikes has continued on a steady decline over the past few decades, the evidence points to more workers ready and willing to strike. Under this banner, the report includes any law that is withheld from the public, regardless of whether it may be shared among agencies or with certain members or committees of Congress.” Goitein’s underlying goal is to propose procedural and substantive reforms. Secret Law is a deeply-researched and highly valuable policy brief with an aim of making specific policy recommendations. And readable to boot.

Murky Projects And Uneven Information Policies: A Case Study Of The Psychological Strategy Board And Cia, Susan Maret

This case study discusses the Truman and Eisenhower administration's (1951-1953) short-lived Psychological Strategy Board (PSB). Through the lens of declassified documents, the article recounts the history and activities of the Board, including its relationship with the Central Intelligence Agency (CIA) and clandestine projects that involve human experimentation. Primary documents of the period suggest that institutional secrecy, coupled with inconsistent information policies, largely shielded CIA's BLUEBIRD, ARTICHOKE, and MKULTRA from the Board. This subject has not been previously reported in the research literature, and supplements existing historical understanding of the PSB's mission under the broad umbrella of psychological warfare.

According to Yale historian Paul Kennedy, the crux of grand strategy lies in the “capacity of the nation’s leaders to bring together all of the elements, both military and nonmilitary, for the preservation and enhancement of the nation’s long-term (that is, in wartime and peacetime) best interests” (Kennedy 1991:5). Although the elections were suppressed during the Estado Novo, some politicians gained valuable experience with techniques that would later be called populism. This article describes the creation of this style by Mayor Pedro Ernesto and the careers of six other leaders called populists. We conclude that the Vargas regime really helped the rise of populism.
