งานวิจัยฉบับนี้ ผู้วิจัยมุ่งเน้นศึกษาลักษณะและความแตกต่างในระบบการเมืองการปกครอง รวมทั้ง ระบบเลือกตั้ง พรรคการเมือง ของประเทศสมาซิกอาเซียนทั้ง 10 ประเทศ เนื่องจากประเทศสมาซิกอาเซียนทั้ง 10 ประเทศ มีพื้นฐาน'ทางลังคม การเมือง และเศรษฐกิจที่แตกต่างกันแต่หากยังสามารถมารวมตัวกันเพื่อก่อตั้ง สมาคมแห่งภูมิภาคหรืออาเซียนได้ และยังพัฒนาร่วมกันมาอย่างต่อเนื่อง ดังที่นักวิชาการจำนวนมากกล่าวว่า อาเซียนนั้นก่อสร้างตัวด้วยความเป็นหนึ่งเดียวบนความแตกต่าง หรือ “unity in diversity” ดังนั้นในการศึกษา ระบบการเมืองการปกครองของประเทศสมาซิกอาเซียน ผู้วิจัยได้แยกศึกษาประเทศต่างๆ ตามพื้นฐานทางระบบ การเมืองการปกครองเป็นสำคัญ โดยในการศึกษาครั้งนี้ผู้'วิจัยได้แบ่งกลุ่มประเทศในการศึกษาการเมือง การปกครองของทั้ง 10 ประเทศโดยยึดหลัก ระบบการเมืองการปกครอง (political system) คือ ระบบ การปกครองแบบประชาธิปไตย อำนาจนิยม และคอมมิวนิสต์ ผลการวิจัยแสดงให้เห็นว่า แม้ระบบการเมือง จะมีความแตกต่างกันประเทศสมาชิกอาเซียนก็ยังสามารถร่วมมือกันในการขยายความร่วมมือสู่ด้านต่างๆ ทั้งทางด้านความมั่นคง เศรษฐกิจ และลังคม จนถึงปัจจุบัน

This paper reviews the policies and practices of renewable energy development and biomass power projects in Thailand. Thailand has allowed private power producers to generate energy from biomass, as an important source of renewable energy, in order to increase energy security and to reduce CO2 emissions. However, some biomass projects in Thailand have resulted in negative environmental effects and social problems, such as air pollution and health problems for villagers near the projects, which thus create environmental injustices. Electricity from renewable sources produced by Very Small Power Producer (VSPP) is a promising scheme that not only strengthens energy security, but also provides solutions to the problem of sustainability and environmental governance. In the future, community's VSPPs will be an important contributing factor for Thailand's 25 percent Renewable Energy production to be met, but currently this issue received inadequate attention. Indonesia is one of the largest sending countries of migrant workers in the Southeast Asia Region. There are approximately 4.3 million documented and 1.7 million undocumented Indonesian migrant workers living abroad (U.S. Department of State, 2012). This article is set out to understand the nature of Modernization theory by arguing that the widely used concepts of modernization theory in a study of Thai politics have failed to explain the behavior of the middle-class and the emergences of authoritarianism in the last decade. สถาบันตุลาการไม่ได้แค่บังคับใช้กฏหมายแบบภววิสัยโดยไม่สนหน้าอินทร์หน้าพรหมอะไร งานศึกษาเชิงวิพากษ์จำนวนมากเน้นย้ำข้อเท็จจริงที่ว่าผู้พิพากษานั้นมิได้เป็นเพียงผู้เชี่ยวชาญทางเทคนิค พฤติกรรมและรูปแบบการตัดสินใจของพวกเขามักถูกกำหนดโดยปัจจัยหลากหลาย นอกเหนือไปจากปัจจัยทางกฏหมาย ด้านนหนึ่ง “ตัวแบบเชิงทัศนคติ” เจาะจงไปที่อิทธิพลของแรงจูงใจส่วนบุคคล อย่างค่านิยมเชิงอุดมการณ์ เป้าหมายทางอาชีพ ความเชื่อทางศาสนา และการรับรู้เรื่องบทบาทหน้าที่ ขณะที่อีกด้านนหนึ่ง “ตัวแบบเชิงกลยุทธ์” โต้แย้งว่า ศาลมีแนวโน้มคำนวณ และประพฤติตัวแบบคิดหน้าคิดหลัง เพื่อปกป้องผลประโยชน์ทางสถาบันของตน ในเวลาเดียวกัน สถาบันตุลาการก็ยังฝังตัวอยู่ในระบบการเมือง ศาลในหลายประเทศได้เป็นดั่งผู้มีสิทธิขาดเหนือนโยบายสำคัญๆ ตั้งแต่ด้านนสังคมไปจนถึงด้านนการเงิน บทความนี้จะชี้ให้เห็นว่าสถาบันตุลาการทั้งหลายสามารถมีความเป็นการเมืองมากเพียงใด พร้อมกับทบทวนแนวทางเชิงวิพากษ์สำหรับทำความเข้าใจธรรมชาติทางการเมืองของสถาบันดังกล่าว

การสืบทอดอำนาจทางการเมืองจากรุ่นสู่รุ่นในวงสัตระภูลผู้นำทางการเมืองหรือการสถาปนา “ตระคูล นักการเมือง” นั้น เป็นปรากฏการณ์ที่สามารถพบเห็นไดในแทบทุกสังคมการเมือง บทความนี้มุ่งค้นหาคำตอบ ว่าการเป็นสมาซิกในตระภูลนักการเมืองทำให้ทายาทของตระภูลนักการเมืองมีโอกาสที่ดีในการได้รับการเสือกตั้ง เป็นสมาซิกสภาผู้แทนราษฎรหรือไม่ อย่างไร อาศัยการวิเคราะห์ข้อยูลสมาซิกสภาผู้แทนราษฎรแบบแบ่งเขตที่ได้รับการเสือกตั้งเมือวันที่ 3 กรกฎาคม 2554 เฉพาะสมาซิกสภาผู้แทนราษฎรที่ได้รับการเลือกตั้งเข้ามาเป็น ครั้งแรก หรือที่บทความนี้เรียกว่า สมาซิกสภาผู้แทนราษฎร “หนำใหม่” โดยอาศัยวิธีการทางสถิติ ได้แก่ การวิเคราะห์เปรยบเทียบค่าเฉลี่ย (00๓กลโ6 ๓©ลก) และการวิเคราะห์ความสัมพันธ์ของตัวแปรครั้งละหลายๆ ตัว (๓ฟใ!Vลโเลใ© ลกลเVร15) บทความนี้ค้นพบว่าสมาซิกสภาผู้แทนราษฎรหนำใหม่ที่เป็นทายาทของตระถูลเ นักการเมืองได้รับการเสือกตั้งเข้ามาด้วยคะแนนนิยมโดยเฉลี่ยสูงกว่าสมาซิกสภาผู้แทนราษฎรหนำใหม่ที่ไม่มี สายสัมพันธ์แบบตระภูลนักการเมือง นอกจากนี้การเป็นสมาซิกในตระคูลนักการเมืองยังเป็นปัจจัยที่มีผล ต่อการได้รับคะแนนและสัดส่วนคะแนนที่สูงของสมาซิกสภาผู้แทนราษฎรเคียงคู่กับปัจจัยอื่นๆ ได้แก่ พรรคการเมืองที,สังกัด และพื้นที่ที่ลงสมัคร สะท้อนให้เห็นว่าการเป็นสมาซิกในตระภูลนักการเมืองนั้นยังมี ความสำคัญต่อชัยชนะในการเสือกตั้งของนักการเมืองไทยอยู่ โดยเฉพาะสำหรับนักการเมืองที่เป็นทายาทของ ตระคูลนักการเมือง ถึงแม้ว่าจะมิใช่ปัจจัยเดียวและไม่ใช่ปัจจัยที่สำคัญที่สุดก็ตาม

แม้ว่ารัฐไทยจะมีการปรับโครงสร้างทางเศรษฐกิจการเมืองในช่วงทศวรรษที่ 1980 แต่โครงสร้างที่ ไม่เป็นทางการของสังคมหรือค่านิยมของสังคมไทยกลับยังคงไม,เปลี่ยนแปลง บทความนี้นำเสนอโครงสร้าง อำนาจที่เกิดจากระบอบประชาธิปไตยครึ่งใบของรัฐไทยในสมัยพลเอกเปรม ด้วยการอธิบายเปรียบเทียบ พัฒนาการเซิงสถาบันของระบอบประชาธิปไตยครึ่งใบ โดยใช้มุมมองจากแนวคิดสถาบันนิยมใหม่เซิง ประวัติศาสตร์เป็นหลัก เสริมด้วยแนวคิดความสัมพันธ์ระหว่างรัฐและสังคม และแนวคิดโครงสร้างนิยม จากการศึกษาพบว่ารัฐไทยมีการปรับโครงสร้างอำนาจในลักษณะเผด็จการที่มีการผนึกกำลังกันภายในระบบ ราชการระหว่างทหารกับเทคโนแครต (authoritarian military-technocratic alliance) อีกทั้งยังมีการดึงนักการเมือง และนักธุรกิจซนชั้นกลางที่ยอมรับได้กับอำนาจแบบเผด็จการเข้าร่วมสร้างความเข้มแข็งให้กับระบบราชการไทย ในทุกมิติ กลายเป็น "รัฐราชการแบบเปิด (open bureaucratic polity)" ที่มีโครงสร้างอำนาจใหม่ที่เรียกว่า "ระบอบประชาธิปไตยครึ่งใบ (semiขdemocratic regime)" ที่ไม่ใช่การประนีประนอมอำนาจด้งคำอธิบายชุดเดิม แต่เป็นการปรับตัวของรัฐไทยในภาวะวิกฤตที่ดึงเอากลุ่มพลังอำนาจนอกระบบราชการที่ยอมรับในอำนาจ เผด็จการเข้าสู่กระบวนการทางนโยบาย ส่งผลให้รัฐราชการไทยเข้มแข็งและมีการผลิตค่านิยมแบบศักดินา ราชูปถัมภ์ครอบทับลังคมไทยไว้ ระบอบนี้จึงใช้แก้ปัญหารัฐไทยในภาวะวิกฤต แต่ไม่อาจแก้ไขปัญหาทาง เศรษฐกิจ ความชอบธรรมทางการเมือง ความมั่นคง และการพัฒนาประชาธิปไตยของรัฐไทยได้อย่างมั่นคงและ ยั่งยืน

ปัญหาความไม่มีประสิทธิภาพในการทำหน้าที่ของฝ่ายนิติบัญญัติเป็นประเด็นสำคัญต่อการเมือง การปกครองของประเทศ ซึ่งประเทศอย่างอังกฤษ สหรัฐอเมริกา และแคนาดา ต่างตระหนักในปัญหาดังกล่าว ส่งผลให้มีการคิดค้นกลไกบางอย่างขึ้นเพื่อแก้ไขปัญหาความล้มเหลวในการปฏิบัติภารกิจของรัฐสภาผ่านหลักกฎหมายรัฐธรรมนูญอย่าง “การละเมิดอำนาจรัฐสภา” ที่ให้อำนาจรัฐสภาลงโทษผู้ขัดขวางการทำหน้าที่ของ รัฐสภาได้ จนกระทั่งในปัจจุบัน ทั้งสามประเทศนี้ได้รับการยกย่องจากนานาประเทศว่าเป็นประเทศที่มีฝ่าย นิติบัญญัติที่เข้มแข็ง ทำงานได้เป็นอย่างดีมีประสิทธิภาพ อย่างไรก็ดี เมื่อมาสำรวจตรวจสอบแนวคิดว่าด้วยการละเมิดอำนาจรัฐสภาในประเทศไทยแล้วกลับไม่ พบ แนวคิดและหลักการนี้จึงไม่เป็นที่รู้จักมักคุ้นเสียเท่าใด ยังมิพักที่จะต้องกล่าวถึงการนำเอาหลักการนี้มา ประยุกต์ใช้กับการทำหน้าที่ของฝ่ายนิติบัญญัติของประเทศที่ยังคงประสบปัญหามาโดยตลอด เพื่อแก้ไขปัญหา ความไม่มีประสิทธิภาพของรัฐสภาไทย ประเทศไทยจึงควรมีกฎหมายและกลไกต่างๆ รองรับแนวคิดและ หลักการว่าด้วยการละเมิดอำนาจรัฐสภา

กำเนิดและความย้อนแย้งของเสรีประชาธิปไตย* Origins And Paradox Of Liberal Democracy, สมเกียรติ วันทะนะ

งานวิจัยนี้ต้องการตอบคำถามสำคัญสองประการ คือ หนึ่ง ระบอบเสรีประชาธิปไตยมีกำเนิดมาจาก บริบทแบบใด และสอง ทำไมความเชื่อมั่นต่อระบอบนี้ของประซาซนในประเทศประชาธิปไตยชั้นนำทั้งหลายจึง ลดลงอย่างรวดเร็ว ในสอง-สามทศวรรษที่ผ่านมา วิธีวิจัยใช้การวิเคราะห์จากเอกสารเพื่อหาคำอธิบายที่แสดง ความเป็นเหตุเป็นผลในแบบประวิติศาสตร์เปรียบเทียบ ผลการวิจัยพบว่าบริบทที่เป็นบ่อเกิดให้แก'ระบอบเสรีประชาธิปไตย คือ รัฐชาติที่พัฒนาขึ้นก่อนในยุโรป ตะวันตกในศตวรรษที่ 19 และครึ่งแรกของศตวรรษที่ 20 หลังสงครามโลกครั้งที่สอง รัฐชาติในยุโรปตะวันตก ต้องทำสงครามเย็น (ค.ศ. 1950-1990) กับรัฐชาติในค่ายคอมมิวนิสต์ ทำให้แบบแผนของรัฐชาติแบบเสรีนิยม เปลี่ยนแปลงเช้าสู่แบบแผนของรัฐชาติแบบสวัสดิการซึงมีผลให้เกิดรัฐบาลขนาดใหญ่ (big government) หลัง สงครามเย็นยุติลง สภาพการแข่งขันกันอย่างรุนแรงระหว่างประเทศต่างๆ ภายใต้กระแสโลกาภิวัตน์และ การปฏิวัติทางการสื่อสาร ทำให้ทั้งรัฐชาติและระบอบเสรีประชาธิปไตยแบบเดิมกลายเป็นสิงที่แข็งกระด้างเกิน กว่าที่จะเช้ากับสภาพแวดล้อมแบบใหม่ได้ จึงเกิดสภาวะย้อนแย้ง (paradox) และความเคลื่อนไหวเพื่อหาทาง เลือกแบบอื่นๆ ในปัจจุบัน

กรณีวิกฤตการเมืองภายในกรณี Euromaidan ยูเครนส่งผลต่อความสัมพันธ์กับรัสเชียและการเมือง ภายในยุโรปนั้นมืที่มาที่ซับซ้อนเป็นผลจากปัจจัยด้านชาติพันธ์ ประวิติศาสตร์ ภูมิศาสตร์ และเศรษฐกิจ ปัจจัย ดังกล่าวทำให้ซาวยูเครนไม่เคยและไม่ได้เป็นหนึ่งเดียวกันโดยเฉพาะระหว่างยูเครนด้านตะวันตกและตะวันออก ยูเครนตะวันออก ภาคใต้ รวมถึงคาบสมุทรใครเมียมีความผูกพันกับรัสเชียอย่างมาก ต่างจากยูเครนตะวันตก ที่มองว่าประวัติศาสตร์ของตนนั้นแยกจากรัสเชียซัดเจน ทำให้ซาวยูเครนทั้งสองกลุ่มเห็นต่างกันในการดำเนิน ความสัมพันธ์กับรัสเชีย ในขณะที่รัสเชียมองว่าเกียรติภูมิในฐานะมหาอำนาจของรัสเชียอันถือว่าตนเป็น ศูนย์กลางของชาติพันธุ์รัสและนิกายออร์โธดอกซ์ตะวันออกมืเคียฟ ยูเครนตะวันออก และไครเมียร่วมอยู่ด้วย ตลอด ที่ตั้งทางภูมิศาสตร์ของยูเครนยังมีความสำคัญด้านยุทธศาสตร์ความมั่นคงและด้านเศรษฐกิจต่อรัสเชีย ด้วยเหตุผลดังกล่าวจึงทำให้แม้ยูเครนจะได้แยกตัวออกจากสหภาพโซเวียต (อันมีรสเชียเป็นศูนย์กลาง) เป็นชาติ เอกราชแต่รัสเชียยังคงต้องการคงอิทธิพลเหนึอยูเครนโดยมิอาจยินยอมให้มหาอำนาจอื่นใดเข้ามาสร้างอิทธิพล แข่งได้ วิกฤตยูเครนจึงเป็นวิกฤตการเมืองภายในที่ต่อเนื่องส่งผลให้เกิดวิกฤตภูรณภาพแห่งดินแดนที่เกี่ยวข้อง กับการเมืองระหว่างประเทศ

The Philippines and Vietnam valued their maritime connections with great powers during the Cold War and have continued to do so after if ended. In the bipolar context of the Cold War, both Manila and Hanoi eventually permitted Washington and Moscow to station naval forces on their coasts. As tension between Washington and Moscow diminished significantly in the early 1990s, maritime security interests of the Philippines and Vietnam changed. The Satoyama Agricultural Development Tool (SADT) is based on five perspectives identified by the International Partnership for the SatoyamaInitiative (IPSI). To determine itsefficiency in indigenous communities, case studies were undertaken inthree hilltribe com-munities: Mueang Ang, Nhong Lom and Pa Kea Noi, located in the province of Chiang Mai, northern Thailand. Satoyama analysis was conducted in each village by officers attached to the Royal Project Foundation (RPF) and the Highland Research and Development Institute (HRDI) operating out of the stations of Inthanon and Mae Hae. The paper also analyzes international legal instruments that constitute the international legal framework governing migration and trafficking to draw connections between these legal instruments and the status of Asian migrant domestic workers in Egypt. This paper is based on qualitative research conducted between 2012 and 2013 with 16 child migrant workers and 25 adult migrant workers selected using snowball sampling. This paper assessed physicochemical properties (temperature, pH, acidity, alkalinity, colour,odour, taste, EC, TDS, TH, turbidity, bicarbonate, phosphate, nitrate, Ca2+, Mg2+, Na+, K+, Cl-& SO42-as well as heavy metal concentrations heavy metals (Cd, Cr, Cu, Fe, Pb and Zn) of selected wells and borehole near textile industries in Ikorodu, Nigeria. The physicochemical parameters were analysed using standard methods by APHA, while heavy metals were analysedusing atomic absorption spectrometer (AAS). The pH of water from the boreholes and hand-dugwells ranged from 5.90 to 6.70. The well water had higher total hardness, calcium, magnesium, sulphate and chloride compared to the boreholes. This study investigates application of the reduction melting method to recover metals fromelectronic wastes. The study began with determination of the optimal conditions for metal recovery from cathode ray tube (CRT) glass by melting under various conditions. The reco-very of metallic lead and lead oxide (PbO) remaining in the glass residues for each set of melting condition were compared. It was found that the optimal condition for metallic Pb recovery from the CRT glass was melting the glass at 1200oC for 1 hand then soaking at precipitation temperature of 500oC for 1-2 h. Flooding remains a common environmental hazard worldwide, causing some of the most devastating natural disasters of the last century. This is why understanding public perception hasbecome such an important topic for policy makers concerned with flood risk management.This study investigated public perception of flooding events through analysis of risk communi-cation for Thailand's flood crisis in 2011. An online questionnaire was electronically distributed toresidents potentially affected by flooding in Bangkok. This studycompared thecontamination of the chemotherapeutic agent cyclophosphamide between using a conventional admixing procedure and closed system transfer devices (CSTDs). Surface wipes and urine samples were collected for two weeks before and two weeks after the CSTDs were used. The surface wipe samples were collected from critical areas in an aseptic dispensary unit and a chemotherapy patient care unit. The urine samples were collected from healthcare workers. Contamination from cyclophosphamide in the surface wipe samples was detected in fewer areas following the implementation of CSTDs.
