Impact Of Community Investment In Safety Net Services On Rates Of Unsheltered Homelessness Among Veterans, Ann Elizabeth Montgomery, Jamison Fargo, Thomas H. Byrne
The Journal of Sociology & Social Welfare
Unsheltered homelessness among veterans has declined rapidly since 2009; however, more than one-third of veterans experiencing homelessness stayed in places not meant for human habitation during 2014. Research has identified a negative relationship between federal spending on the social safety net and community level rates of homelessness, but not specifically for veterans. The present study assessed whether investment in veteran-specific safety net resources predicted changes in the rate of unsheltered veteran homelessness. Increases in Veterans Affairs (VA) medical care expenditures were significantly associated with a decline in unsheltered veteran homelessness, perhaps explained by additional VA resources aimed at identifying and …

Ebb And Flow: A Multiple Streams Analysis Of Change In Kansas Domestic Violence Policy, Emily Bell-Sepulveda, Juliana Carlson, Sara Rust-Martin

State domestic violence legislative interventions shape the way states define and respond to domestic violence. In 2010, Kansas Governor Mark Parkinson signed into law Substitute House Bill 2517, which included a strategy to track domestic violence offenders from the time of arrest through the court system, and an expansion of the statutory definition of domestic violence. The following policy analysis uses a multiple streams framework to examine this policy change, including the motivations and actions of key policy entrepreneurs. Separation, Visitation And Reunification: Michigan Child Welfare Reform And Its Implications For Siblings, Angela M. Moe, Jessica A. Church
The Journal of Sociology & Social Welfare
Removal of children from abusive or neglectful families is an unfortunate but necessary aspect of child protective services, and the separation of siblings can be especially traumatic. This paper examines the Dwayne B. v. Snyder Modified Settlement Agreement (MSA), the result of a class action lawsuit regarding the management of the child welfare foster care system by the Michigan Department of Human Services. The MSA contains several mandates regarding the handling of siblings, though various measures of compliance remain unmet. Through field observations and interviews within the Michigan foster care system, we identify several factors prohibiting effective sibling care.

Psychiatric involuntary holds are initiated when an individual suffering from mental illness is deemed a danger to themselves or others. Each state and the District of Columbia has its own legislation outlining the process for involuntary holds and the assessments that take place during a hold. A variety of individuals, professional and non-professional, can be involved in the process. Each state also sets a time limit during which a person can be held, and specific language that details the behavior of individuals that are eligible for psychiatric involuntary holds. The purpose of this study was to examine whether Crisis Alleviation Lessons and Methods -© (CALM), as a behavioral crisis management program, was effective in reducing patient and healthcare professional injuries in a long-term residential care setting. This research was needed due to the lack of peer-reviewed scholarly literature on the effectiveness of behavioral crisis management programs, especially on programs using both nonphysical and physical de-escalation techniques, such as CALM. Elder bullying is on the rise and occurs in many contexts such as senior living communities and nursing homes, causing concern for the well-being of the residents by families, staff, themselves, and society in general. Although research has been limited, it does reveal that resident-to-resident bullying in nursing homes is a problem warranting further scholarly attention. This grounded theory study explores how women with histories of addiction perceive stigma while in treatment. In-depth interviews were conducted with 30 women participating in a residential drug treatment centre. Previous research has found that support from peers during recovery can be critical to managing illnesses. In fact, researchers have postulated that peers can be a more effective form of support than even family. This study extends existing literature indicating that peer support systems can be supportive, however they can also can be perceived as negative support that impose stigmas. Integration of social services (e.g., civil registration, community mobilization) with public health and primary care has been recommended as a key strategy by practitioners, researchers and policy-makers to solve the multifactorial determinants of chronic diseases. Despite efforts to increase service integration in the past 50 years, there is limited evidence on effective approaches to integrating myriad services. Our study investigated the influence of individual- and organizational-level factors, and job characteristics on service integration using 262 providers from Brazil’s Family Health Strategy (ESF) team. The purpose of this phenomenological study was to examine the lived experiences of a homogeneous group of frontline child welfare workers in Los Angeles, CA. Data were collected using recorded in-depth, open ended interviews with 10 participants. Critical incident technique was used to collect data on specific incidents. Symbolic interactionism was the theoretical framework used. Five themes emerged during the analyses which are the main findings of this study: (1) Organizational factors contributed to the challenges and stress of the job, (2) participants shared a belief that management did not value them, (3) participants' morale and workloads were adversely affected …

Workers who are lesbian, gay, bisexual, transgender, and queer (LGBTQ)-identified have always been a part of the workplace in the United States, yet there has been a lack of awareness about how to advocate for the needs of these people. This lack of awareness was challenged by Congresswoman Bella Abzug. Abzug’s campaign for creating an equal working environment for sexual minorities initiated gradual changes in the public discourse concerning workplace and other broad equality measures for these communities. Stigma and discrimination towards individuals living with Human Immunodeficiency Virus (HIV) is a serious issue. The stigma experienced by people with HIV relates to how the virus has been primary associated with so-called deviant behaviors (e.g. promiscuity and homosexuality). Stigma may isolate infected individuals from society and create barriers when accessing medical care and seeking social support. The number of women incarcerated in the United States has grown at an alarming rate. This research study presents a conceptual framework for examining pre-prison and incarceration-based trauma and its effects on cognitive appraisals and self-perceptions. Literature from psychology, feminist psychology and neuropsychiatry are integrated to discuss how pre-prison trauma creates pathways to crime for females, how incarceration serves as a form of traumatization (or retraumatization), how the social dynamics of the prison environment potentially exacerbates mental health issues (i.e., PTSD, anxiety, depression), how this negatively affects a female inmates vocational readiness—the ability to obtain and maintain employment once engaged …

The following study examines the role of HIV/AIDS complacency and substance use on sexual risk behavior among men who have sex with men. The study analyzes data collected at a bathhouse over a seven day period beginning on June 9, 2014 and ending on June 15, 2014. The independent variables of HIV/AIDS complacency and substance use, along with the dependent variable of sexual risk behavior are examined through the lens of protection motivation theory. This online North American study of lesbian, gay, bisexual, transgender, and queer (LGBTQ) social work students (n=1,018) in bachelor of social work (BSW; 24%) or master’s of social work (MSW; 76%) programs explored educational experiences in 126 programs in 44 U. S. states and 7 Canadian provinces. Forty-four percent of students reported limited inclusion of LGBTQ content in classes, yet 64% indicated some degree of support for their LGBTQ identities in their programs. One-third reported homophobic experiences in programs, yet many (63%) were aware of “out” LGBTQ faculty. Overall, students reported fairly low levels of self-assessed practice readiness …

This chapter describes the application of Roberts's (2005) seven-stage crisis intervention model (R-SSCIM) and Myer's (2001) triage assessment model to youth experiencing a psychiatric crisis, defined as a suicidal, homicidal, or actively psychotic episode. Although most children have their first contact with mental health services during a crisis (Burns, Hoagwood, & Mrazek, 1999), there is relatively little research on crisis intervention, and almost nothing written on mobile crisis response for children and adolescents (Singer, 2006). Provider-based stigma is defined as the negative attitudes, beliefs, and behaviors of mental health providers toward clients they serve. Often unintentional and unknowingly conveyed, this phenomenon has been indicated in previous research (e.g. Lauber, Nordt, Braunschweig, & Rössler, 2006; Nordt, Rössler, & Lauber, 2006; Hugo, 2001; Schulze, 2007). Other instruments crafted to measure provider stigma have utilized theory in their development, without incorporating the voice of the client (e.g. Wilkins & Abell, 2010; Kennedy, Abell, & Mennicke 2014). Legal aid programs comprise a robust national infrastructure attempting to alleviate and reduce poverty. Since their proliferation as part of the War on Poverty, these organizations have provided individual civil legal assistance and engaged in collective legal and political strategies to advance systemic change. Starting in the 1980s, however, public policies have been enacted to cut funding and restrict the ability of federally funded legal aid programs to engage in collective and systemic advocacy. “Rip It!”: A Juxtapositional And Critical Discourse Analysis Of Gender Violence In 3 Tyler Perry Films, Avina Ross

This qualitative study uses juxtapositional, intersectional and critical discourse analyses as one composite framework to assess Black female victimness and matriarchy in three Tyler Perry films. Findings exposed a transitional archetype model consisting of 5 domains (Victim, Bitterfruit, Matriarch, Forgiver and Princess) whereby victimized characters are portrayed using racist and sexist stereotypes. Additionally, rich juxtapositions in the films with regard to Black female victimness and matriarchy were also revealed. These juxtapositions play out in the transitional archetype model and reiterate a harmful racist gendered stereotype: strong, Black women (matriarchs) are not and cannot, by way of their strength, aggressiveness and …

The ability of survivors of domestic violence to secure employment once they leave their vulnerable situations has been identified in the existing knowledge base as a significant issue, and one that urgently needed to be addressed. This qualitative applied social policy research study was undertaken to derive recommendations that could improve the current state of employment services available to women who had survived domestic violence residing in the Region of Waterloo. Being in a relationship with someone who is sexually addicted has been recognized as disorienting and painful. What is lacking in the literature is inclusion of the voices of those individuals who have been affected by his behaviour. This study attempts to capture the phenomenon experienced by those individuals who are in a relationship with a person who is sexually addicted. Twelve women, who identified being in a current or past relationship with a person who is sexually addicted, participated in qualitative interviews where they were encouraged to share their experiences. The experience of being a caregiver of a child with Autism Spectrum Disorder (ASD) is complicated and fraught with obstacles. Presently, we do not know how to support caregivers adequately. In this thesis, I explore the supports that exist for primary caregivers of children with ASD in the Toronto region, with the goal of examining caregiver experience when accessing supports. The literature that I reviewed highlighted the importance of examining the caregiver experience by acknowledging that caregivers of children with ASD experience elevated levels of stress. Members and veterans of the military are at an increased risk of exposure to traumatic experiences due to the very nature of their occupation. The most recent statistics on Canada’s deployment to Afghanistan show that 13.2% of the (Canadian Armed Forces (CAF) members deployed have been diagnosed with a mental injury within a five year follow up period of redeployment from the theatre of operations.
