Social work professionals and policymakers are faced with the dilemma of older youth exiting foster care each year with poor outcomes, lacking resources and supports that make successful transitions a challenge. Research suggests that youth who have a supportive relationship with a consistent and trusted adult to help navigate the transition to adulthood supports a youth’s successful transition from care. The Federal John H. Chafee Foster Care Program for Successful Transition to Adulthood, initially birthed from the Foster Care Independence Act of 1999 and revised through the Family First Prevention Services Act of 2018, provides states with funding and guidance …

This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. A review of the literature suggests that this population has unique challenges in and outside the courtroom, including being at increased risk for disparate outcomes in later adolescence and adulthood. This study compared single-system child welfare and juvenile justice data from Texas DFPS Region 2 and Taylor County to raw data provided on a sample of ten dual status youth identified in Taylor County from 2017–2021. Neonatal Abstinence Syndrome (NAS) diagnoses in the United States, especially in rural areas have skyrocketed in recent years in conjunction with the increase in opioid use disorders. Neonates born with this condition possess a plethora of needs. The literature indicates the effects of NAS on substance-exposed infants are shown to have negative physical, cognitive, behavioral, and educational effects throughout the life course. The foster care field continues to have a high turnover rate of the professionals working in the field. While support and work balance are available for some professionals, many face the challenges of heavy workloads, unrealistic expectations, and health sacrifices that lead to many professionals leaving the field. Foster care re-entry rates are high. Studies show that many foster care entries are due to substance abuse. These parents may enter a Family Drug Treatment Court Program that offers intensive therapy for the parent as well as services for the family. This study looks at the effectiveness of a Missouri County Family Drug Treatment Court Program at preventing foster care re-entry for those who graduate the program. This study uses a mixed methods research design. Caseworkers for the Missouri County Family Drug Treatment Court were interviewed. Families of color in North Carolina have been disproportionately affected in the child welfare system, particularly in the foster care system. The purpose of this qualitative research study examined the discretionary powers of Child Protective Services (CPS) investigators and how they interpreted and applied child welfare policies that disproportionally impacted African American families from marginalized, underrepresented communities. Guided by Wallander and Molander’s professional discretion as the framework, this research expanded the current literature and increased awareness of racial disproportionality and the continued disproportionality of African American children in the child welfare system, especially foster care placements. There are over half a million children and adolescents living in foster care in the United States, and many of them endure frequent disruptions to their placements. Disruptions are more common among children with a history of sexual abuse. The disruption of placement increases the likelihood of undesirable outcomes for both the children and their foster parents. This fact sheet examines population trends for foster youth and their experiences with foster care in the Mountain West region. The data are sourced from the report “State-level Data for Understanding Child Welfare in the United States” which cites the National Data Archive on Child Abuse and Neglect (NDACAN) for fiscal year (FY) 2020 and the “State-by State Data” report by the Casey Family Programs from FY 2020. This fact sheet highlights the number of foster youth in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah) and their demographic composition.

This study aimed to identify the motivating factors for higher education, foster youth and probation youth experienced while in care. The interviews were designed to pinpoint who and what resources, if any, were attributed by the participant as having a positive influence on their attending college. Moreso, the study was purposely directed at individuals who graduated or were working towards a graduate degree or higher. This research study utilizes the perspectives of foster care alumni to explore the effectiveness of the child welfare system. Based on experiences with general and peer related services while in foster care, participants were asked to evaluate and discuss how interventions they received contributed to areas of their life, including adult independent living. The study used an exploratory method with a qualitative approach to search for categories and themes related to the services, interventions, and activities implemented with foster youth and the effect that had on their lives. Emancipated foster youth continue to experience fewer positive outcomes after foster care despite the changes in legislation and the implementation of additional transitional living programs and supports such independent living programs. This quantitative research study followed a non-experimental, secondary data analysis to examine how independent living programs impact the outcomes for African American young women who have transitioned out of the foster care system compared to their Caucasian young women peers at age 17 and age 21. Each year close to 500,000 children spend time in foster care (Child Welfare Information Gateway, 2019). According to Leathers et al. (2019), 18.9% of children who enter care experience two different placements in their first 18 months after entering foster care, while 64% of children who stay in care for 24 months or longer experience three or more placements. Many placement disruptions occur because therapeutic foster parents feel they lack the training needed to support the children in their care. Foster parents need to be trained in trauma-informed approaches and how to identify previous traumas in order to understand how their foster children’s past experiences of abuse or neglect manifest as mental disorders, social challenges, or behavioral concerns. Warning signs for depression or post-traumatic stress disorder should be noted, and youth should be taught how to foster healthy relationships in order to prevent substance abuse, irresponsible sexual activity, or academic failing. Foster parents can provide additional support by creating reasonable expectations for their foster children, teaching effective coping skills, and connecting with available resources.

Youth emancipating from foster care are at increased risk of housing instability and homelessness and have reduced access to needed social supports to aid in the difficult transition to independent living. The purpose of this hermeneutic phenomenological study was to understand the lived formal social support experiences of stably housed emancipated foster youth. Purposive sampling techniques and inclusion criteria guided the recruitment of nine study participants from a state-administered postemancipation services program to take part in semistructured interviews. The Family First Prevention Services Act (FFPSA) has compelled states to expand their priorities to implement evidence-based practices (EBPs) as a means to prevent foster care placement. While the states may opt to include EBPs already approved by the Administration for Children and Families (ACF), some state leaders are opting to commission an independent technical review for the EBP they would prefer to implement as part of their FFPSA plan. This pilot study reports the baseline data of a prospective longitudinal study examining the educational achievements of grandchildren being raised by grandparents in parent absent homes. The baseline data includes 117 grandchildren in grades K-12 in two school districts in a southeastern state. School records reporting 2,230 grades were examined for grade point average (GPA) and attendance for K-12 and conduct in grades K-5. The majority of the grandchildren achieved A/B averages. There were no significant differences between gender, pre-care experiences, placement by welfare agencies or paternal involvement across years of schooling. There are 442,995 children in contact with child welfare systems in the U.S. today (HHS, 2018). While some children represented in this statistic were victims of abuse, such as physical (12%) or sexual abuse (4%), many of these children and their families come to the attention of child protection authorities because of neglect (62%), meaning that their parents/caregivers lack adequate resources to properly provide and care for their dependent children (HHS, 2018). Children in foster care are confirmed victims of maltreatment who may suffer from chronic trauma. These adverse childhood experiences will often increase the risk of physical and psychological adversities such as self-harm (SH), substance abuse, anxiety, post-traumatic stress disorder (PTSD), heart disease, depression, etc. Based on previous and current research studies, youth in foster care are less likely to receive adequate treatment for their self-harm behaviors and mental health needs. Failing to provide proper treatment could lead to harmful activities such as deliberate self-harm and potential suicide. Children in nonparental care have worse outcomes than children in the general population, Federal child welfare policy has prioritized kinship care in an effort to improve outcomes for children; however, it is unclear if the intended child outcomes are achieved. Research shows outcomes vary depending on the type of nonparental family with whom a child lives, due in part to relationship but also to access to services and child welfare system supports.
