Among coastal management programs, most states have found the question of appropriate administrative structure difficult to cope with. The dilemma of decision trade-offs caused by the dual governmental needs of "efficiency" and "representation" has led to some alternative patterns of administration. For complex issues that transcend local boundaries, the choice between trade-offs means adopting either (a) some form of consolidated bureaucracy or (b) some system of concurrent jurisdictions. Both alternatives have their inherent benefits and disadvantages but, considering the degree of environmental complexity and array of competing interests involved in coastal resource use, the most appropriate administrative form would seem …

Morphology And Anatomy Of The Norwood Esker, Ontario, John Arthur Dixon

Over its 25 km. length the Norwood esker traverses two morphologically different areas, a northern section of kame, and a southern section of elongated drumlins. In the north the esker consists of single and multiple ridges: where multiple, the ridges are superimposed on a lower, broader, plateau-like base. In the south a high, steep-sided single ridge is present. In both areas, where single, the ridge splits locally into two narrower ridges which region a short distance downstream.

Internally, the esker contains mostly cross-laminated sands, tough-shaped and tabular sets of cross-bedded sands and gravel, and matrix-supported sandy gravels. The cross-laminated sands …

This report is an account of research progress on rock glaciers of Afghanistan, Colorado, and Utah. Because of the preliminary nature of this work, some speculation is present; nevertheless, we think there is evidence for each major, new point expressed. The main thesis of our work is that rock glaciers are polygenetic and appear to be part of a continuum of similar landforms grading morphologically and, presumably, mechanically from one type to another type.

"Finally, on September 29, more than two years after the initial correspondence and subsequent competition, design, debate, public hearings and more public hearings, the proposal for the Kennedy Plaza auto restricted zone (ARZ) was passed by the Providence City Council. This necessary approval cleared the last barrier before the September 30 deadline of the Urban Mass Transit Administration (UMTA) so that Providence may be considered for nearly $5 million of federal funds to implement this project."

Jantzen Beach Shopping Center is an anomaly on the landscape challenging traditional criteria for the location of regional shopping centers. Located on Hayden Island on the Oregon side of the border, it has access from only one exit in each direction off the Interstate 5 freeway. The predominantly industrial and recreational land use of the region within a five minute travel time from the shopping center results in an exceptionally small adjacent residential population. Its potential trade area is further limited by the intervening shopping opportunity for Washington residents afforded by the Vancouver central business district which lies adjacent to …

A Sedimentological Study Of Modern And Ancient Lacustrine Environments At Michael Bay, Lake Huron, Lindsay D. Nakashima

Modern and ancient environments associated with Lakes Algoma and Huron were studied according to attributes of stratigraphy, sediment texture, parameters, sediment size distribution, bedforms, and primary sedimentary structures. Results from a computation of wave refraction diagrams and from an examination of the wave climate characteristics indicate that the modern embayment is low energy.

A sediment texture comparison between modern and ancient environments indicates that higher energy pervailed in the ancient environment relative to the present day environment. The cobble and gravel sediments as well as an extensive belt of foredunes preserved in the ancient environment are evidence of this high …

Problems associated with planning the future use of estuarine areas stem from:

1. A lack of knowledge on the critical aspects of the system.
2. Inability to predict the future changes which will occur within the system in order to effectively manage the resource base.

These difficulties lie in the fact that changes within the system occur because of both "natural" and "cultural" conditions. The thesis hypothesis and subsequent research is to describe the physical changes that have occurred within the Netarts system, primarily due to man's impact.

Mortality data from two populations, Bowling Green and Lexington, Kentucky, were correlated with atmospheric conditions for this region. The mortality data included the cause of death by respiratory disease, age, sex and race. The respiratory diseases considered in this study were emphysema, tuberculosis, pneumonia, asthma, influenza, acute and chronic bronchitis. The atmospheric conditions considered t have an effect on health were temperature, barometric pressure, relative humidity and precipitation. Mean temperature, mean barometric pressure, and mean precipitation per month were correlated with the death rate per thousand but proved no significance at the .05 level in either study area. Well-developed turf-banked terraces are found in the Olympic.Mountains of Washington, but not found· in the other mountains of the Pacific Northwest. My study is based just on the Olympic Mountains and the·major thrust of my investigation is aimed at answering questions: What is the nature of turf-banked terrace development in the Olympic Mountains? Why does it occur, and what is its local ecological significance? The major field investigations were carried out during the summer of 1975.

The Lake Wisconsin glaciofluvial deposits in Woolwich and Pilkington townships are examined for the purpose of environmental reconstruction and the establishment of the paleocurrent patterns. Sediment grain size and primary sedimentary structure are used to define sedimentary facies of environmental studies while the distribution of indicator pebbles, trends in clast size reduction and primary sedimentary structures and employed for paleocurrent analysis. The exposures most representative of the depositional sequences encountered are examined and provide an impression of the sedimentological characteristics of the various glaciofluvial deposits.

Land-use planning takes into consideration geologic hazards in order to protect both life and property. One type of geologic hazard is mass movement. Mass movement is a collective term for the downslope movement of mass units of debris e.g., bedrock, soil, and subsurface material, resulting from the influence of gravity and involving transporting media such as ice, snow, water, and air. As population increases, further pressures are placed on existing land use. This study deals with the Holocene environmental dynamics experienced by a seasonally wet-dry landscape of tropical Columbia. In light of a high ecological sensitivity, the study area is also analyzed as the resource of man. This is done by intensive study area reconnaissance, mapping, altimeter survey, and radiocarbon dating of fluvial landforms. Also, samples of soil, pasture, and water were collected for later study, and several interviews were completed with local residents.

Most of the United States port authorities delineate their hinterland by the use of freight rate schedules used by inland carriers. The hinterland is defined as that region having favorable rates to and from a port. The use of freight rate schedules can be applied to a) individual commodities or to b) all the commodities moving through a port. The freight rate method is built on the "rational man" concept. That is, a situation is assumed where there is "perfect knowledge" and a desire to minimize transportation costs. This assumption does not always coincide with reality.
