Spending Impact Of Covid-19 Stimulus Payments: Evidence From Card Transaction Data In South Korea, Kim, Kanghyock Koh, Wonjun Lyou

Various countries have implemented transfer programs to individuals since the Covid-19 outbreaks. However, the extent to which such transfers alleviate economic recessions is unclear. This paper analyzes a South Korean program, which provided vouchers redeemable only at small local businesses. We find that, due to the program, over 30% of households across all income groups increased their food and overall household spending, but the usage restriction may have affected consumer choice, distorting business competition. While the employment and sales of small businesses improved, the program’s fiscal sustainability is in question because of the large tax exemption.

In Indonesia: Twenty years of democracy, Jamie S. Davidson looks back over the two decades since Soeharto’s fall, focusing on the ‘tensions, inconsistencies, and contradictory puzzles of Indonesia’s democracy’ (p. 4). Refreshingly, the book moves beyond the common approach of studying the similarities and differences between the contemporary democratic period and the Soeharto era. Davidson identifies, labels and skilfully guides the reader through three separate eras in Indonesia’s recent democratic history: the innovation period (1998–2004), the stagnation period (2004–14) and the period of polarisation (2014–18). It has been accurately observed that the incremental nature of the common law’s development makes it inherently unsuited to dealing with unprecedented crises.208 This is particularly true of what I shall refer to (for convenience) as the law of changed circumstances, which in the common law regime comprises the doctrine of frustration and the operation of force majeure clauses, but could potentially encompass other doctrines and issues as well.209 I suggest that in this area, the flaws of the common law run deeper and broader than its inability to respond quickly to unprecedented crises. But could one nonetheless be liable for unintentionally, yet carelessly, transmitting the disease? If so, when would liability arise, and how wide may its scope be? Being a small country with one of the highest trade-to-GDP ratios in the world, Singapore faced seemingly insurmountable challenges at the onset of the Coronavirus disease 2019 (COVID-19) pandemic. This comment reviews the new “two-stage framework” developed by the Singapore Court of Appeal in the case of Han Fang Guan v Public Prosecutor for impossible attempts under the Misuse of Drugs Act. In Singapore conflict of laws, the tainting doctrine applies where a contractual claim governed by Singapore law is not itself unenforceable for illegality or public policy, but is sufficiently connected to a transaction which is so unenforceable. However, the mechanism of this doctrine—as articulated in the English Court of Appeal decision of Euro-Diam Ltd v Bathurst Ltd—is today uncertain due to, inter alia, its use of domestic illegality principles which no longer apply. Gdp Growth Incentives And Earnings Management: Evidence From China, Xia Chen, Qiang Cheng, Ying Hao, Qiang Liu

Using data from China, we examine whether and how the incentive to boost GDP growth at the government level affects earnings management at the firm level. We find that firms in provinces with GDP growth lower than the national level or the average of the adjacent provinces are more likely to engage in earnings management than firms in other provinces. Specifically, they are more likely to inflate revenues, overproduce, and delay asset impairment losses. The aggregate earnings management induced by GDP growth incentives accounts for about 0.5% of GDP. The results are stronger for local state-owned enterprises, in provinces with …

Unlike applications to retract guilty pleas, accused persons are not required to provide valid and sufficient reasons when qualifying their guilty pleas in mitigation. In Criminal Reference No. 5 of 2018, the Court of Appeal held that section 228(4) of the Criminal Procedure Code allows accused persons to qualify their guilty pleas in mitigation to the extent that it amounts to a retraction of their guilty pleas unless there is an abuse of the court’s process. International corporate seed companies have manipulated Paraguay’s politics and agricultural development since 1995, increasing Paraguay’s use and protection of genetically modified seeds, while also undermining farmers’ control over their production and financial stability by almost eliminating markets for heirloom varieties. Paraguay continues to be excluded from research critiquing the effects of neoliberal policies on global agricultural systems. In 2019, only 3% of refugees had access to higher education. Using qualitative research methods of surveys and semi-structured interviews, this study explores the perspectives of two student affairs professionals and six individuals with formal refugee status granted by the United Nations High Commissioner for Refugees (UNHCR) and in possession of a refugee travel document, who have not yet been resettled and are pursuing higher education in the United States. The deep deficits in Indonesia’s mental health care system seem to currently lack explanation. While Indonesia’s economic growth may outstrip even that of its neighbors, the country still appears to significantly lack parity in provided mental health resources. Due to the paucity in available information and studies on the topic, this paper seeks to inspect the issue directly through the use of direct interviews supplemented by available literature. Public relations research has slowly integrated with the study of advocacy organizations, but little research has integrated this and social movements. Using the pyramid model of mobilization-driven relationship-building social media based advocacy, this study employed a quantitative content analysis to examine the prevalence of previously identified communicative functions in social media messages by SEALDs. Unlike previous research on advocacy and health organizations, action messages were the most common.
