Threatening National Security Or Bridging The Digital Divide? A Case Study Of Huawei’S Expansion In Brazil, Julie Jin Zeng
Threatening National Security Or Bridging The Digital Divide? A Case Study Of Huawei’S Expansion In Brazil, Julie Jin Zeng
Rosenberg Institute Scholars
China’s digital footprint has been expanding rapidly in Latin America in the last two decades. Neither the U.S.-China tech war nor the U.S.-led global campaign aimed at Chinese tech firms seemed to be able to reverse the trend. Much of the policy discussion in the western media surrounding China’s digital expansion focuses on the supply side, emphasizing the potential risks of adopting Chinese technologies. Yet there remains scant research on the demand side— namely, how policymakers in developing countries perceive Chinese tech firms and how they maneuver amid the intensifying rivalry between the U.S. and China. Why did Chinese tech …

Unruly Ideas: A History Of Kitawala In Congo, Nicole Eggers
Ohio University Press Open Access Books
Original oral and ethnographic sources inform this conceptual history of power in central Africa, imagined through the lens of Kitawala religious practices.
Unruly Ideas: A History of Kitawala in Congo recounts the multifaceted history of the Congolese religious movement Kitawala from its colonial beginnings in the 1920s through its continued practice in some of the most conflict-riven parts of the eastern Democratic Republic of Congo today. Drawing on a rich body of original oral, ethnographic, and archival research, Nicole Eggers uses Kitawala as a lens through which to address the complex relationship between politics, religion, healing, and violence in central …

Repressive-Responsive Parameters Of Autocracies In Asia: Vietnam And China Compared, Nhu Truong
Repressive-Responsive Parameters Of Autocracies In Asia: Vietnam And China Compared, Nhu Truong
Rosenberg Institute Scholars
Moving beyond crude dichotomies of regime types, this article examines how state strategies of repression and responsiveness vary across autocracies in Asia. Specifically, Vietnam and China show significant variance on the reactive-institutionalized spectrum when it comes to land expropriation. Whereas Vietnam has systematically strengthened mechanisms against arbitrary land seizures, China has reactively opted for sketchy and ad-hoc reforms to curtail land conflicts. This article discloses the repressive-responsive parameters of autocracies in Asia through an original framework that allows for sharper analytical differentiation of how autocracies differ.

Reviewed by Rev. Dr. Wylie W. Johnson, US Army War College class of 2010
Covering the rules of Hitler and Stalin between 1933 and 1945, Bloodlands: Europe between Hitler and Stalin, explores three periods of genocide in which “two great ideological powers that worked out their Darwinian fantasies at the expense of peoples they identified by religion, ethnicity, ideology, and location.” In addition to military casualties, 14 million noncombatants died. The reviewer notes, “Bloodlands is an important book for US military leaders of all ranks for two reasons. First, it is a stark warning to …

Every day, malicious actors target emerging technologies and medical resilience or seek to wreak havoc in the wake of disasters brought on by climate change, energy insecurity, and supply-chain disruptions. Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing …

Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This study examines how hybrid warfare is being used by NATO’s adversaries, what vulnerabilities in energy security exist across the Alliance, and what mitigation strategies are available to the member states.

Football As Soft Power: The Political Use Of Football In Qatar, The United Arab Emirates And The Kingdom Of Saudi Arabia, Vitas Rafael Carosella
Abdou Filali-Ansary Occasional Paper Series
In November 2022 Qatar hosts the first Middle East and North Africa (MENA) region FIFA World Cup. This paper seeks to understand the use of football as a soft power political tool in Qatar, the United Arab Emirates (UAE) and the Kingdom of Saudi Arabia. Based on culture, values and policies, soft power is power through attraction as opposed to coercion. The stronger one player’s values, culture and policies are, the more soft power that player has. Qatar, the UAE and Saudi Arabia, traditional fossil fuel-based states, suffer from a lack of attraction. By investing in football, each nation hopes …

Othering In Immigration Laws, Andrea Wright, Quenten Jackson, Cesar Raymundo
Immigration Scholarship: History, Trends and Development in Global Immigration
The ethical wrongs in immigration laws severely impact what it means to be an immigrant American citizen. The Hispanic and Latino groups experience “citizenship” in the United States in a way that portrays them as uneducated and poor criminals, and this paper seeks to understand the reasoning behind this unfair reputation. In order to answer questions of ethics and law, this paper begins with studying the root of othering, regarding immigration in the United States. This research paper investigates the evolution of race-based exclusion laws in immigration and focuses on the relationship between these exclusion laws and race hierarchy in …

The Rise Of Asian American Discrimination During The Covid 19 Pandemic, Kelsey June Ramstad, Monifah Erykah Darsaw, William Wesley Phillips, Joshua Natkin
Immigration Scholarship: History, Trends and Development in Global Immigration
Since the start of the pandemic, there has been an increase in discrimination and prejudice against the cultures and identities of Asian Americans. The United States has a long history of discrimination against Asian American immigrants predating the Civil War, from People vs. Hall to the Chinese Exclusion Act of 1882. The modern-day effects have even spread to social media, as shown in an article consisting of a group study of 274 Americans. This paper seeks to uncover the causes and effects of the rise in discrimination against Asian Americans that affects their culture, identity, and diaspora. The paper also …

Post-Soviet Russian Aggression: An Analysis Of Russian Conflicts, Invasions And Humanitarian Crisis, Colin Benz
Immigration Scholarship: History, Trends and Development in Global Immigration
This project discusses Russian events in recent years especially highlighting the invasion of Ukraine in February of 2022, Russian Policy on Immigration, Foreign relations, its view of its place in the world and how previous acts of aggression in Ukraine will compare to the current invasion. We can see the UN swiftly responding to the current Ukraine crisis with one million refugees already in the care of neighboring UN countries. UN/NATO Response has also delivered humanitarian aid and weapons to the citizens of Ukraine currently stuck within the country. We can see that Russia’s actions have little regard for civilian …

The Grand Strategy Of Gertrude Bell: From The Arab Bureau To The Creation Of Iraq, Heather S. Gregg
Monographs, Collaborative Studies, & IRPs
The remarkable life of early-twentieth-century British adventurer Gertrude Bell has been well documented through her biographies and numerous travel books. Bell’s role as a grand strategist for the British government in the Middle East during World War I and the postwar period, however, is surprisingly understudied. Investigating Gertrude Bell as both a military strategist and a grand strategist offers important insights into how Great Britain devised its military strategy in the Middle East during World War I—particularly, Britain’s efforts to work through saboteurs and secret societies to undermine the Ottoman Empire during the war and the country’s attempts to stabilize …

Environmental Political Theory: Georgia, Sophie Wieland
Environmental Political Theory: Georgia, Sophie Wieland
Undergraduate Research Symposium 2022
Perceptions of the environment are based on individuals’ experiences and values. This work, in the subfield of environmental political theory, seeks to understand why people hold the environmental beliefs that they do. Through a literature review, the beliefs of two hypothetical citizens of the country of Georgia were deduced based on the economic, political, and environmental history of Georgia. I hypothesized the likely values and experiences of an Azeri pharmacist and Georgian casino dealer, concluding that the power structure of Georgia would privilege the Georgian casino dealer. The Azeri pharmacist is likely of a lower socioeconomic status, is more tied …

Making The Grade: What's Motivating China's Educational Outreach In Lac?, Margaret Myers, Brian Fonseca
Research Publications
This paper considers the multiple motivations for China’s educational outreach in the region, drawing from Chinese policy and analysis and many dozens of examples of academic linkages forged between China and Latin America and the Caribbean in recent years. Whether initiated by Chinese or LAC institutions, these programs are an increasingly central feature of China-LAC relations, a part of the extension of China’s BRI to LAC, and a useful measure of China’s varied and evolving interests throughout the region.
