Land–atmosphere interactions play a critical role in the Earth system, and a better understanding of these interactions could improve weather and climate models. The interaction among drought, vegetation productivity, and land cover is of particular significance. In a semiarid environment, such as the U.S. Great Plains, droughts can have a large influence on the productivity of agriculture and grasslands, with serious environmental and economic impacts. Climate variability at global and regional scales is escalating with increased atmospheric carbon and is expected to magnify the intensity and duration of meteorological extremes, especially droughts. From the many environmental stresses that diminish crop production (e.g., soil salinity, frost, soil erosion) drought is one of the most prevalent. This study focuses on the sensitivity of three key crops produced in the northwestern United States to climatological anomalies, while controlling for attribution using anomalies in price. Through the lens of the Health Belief Model and Protection Motivation Theory, we analyzed interviews of 36 agricultural advisors in Indiana and Nebraska to understand their appraisals of climate change risk, related decision making processes and subsequent risk management advice to producers. Most advisors interviewed accept that weather events are a risk for US Midwestern agriculture; however, they are more concerned about tangible threats such as crop prices. There is not much concern about climate change among agricultural advisors. Management practices that could help producers adapt to climate change were more likely to be recommended by conservation and Extension advisors, …

Under a warming climate, amplification of the water cycle and changes in precipitation patterns over land are expected to occur, subsequently impacting the terrestrial water balance. On global scales, such changes in terrestrial water storage (TWS) will be reflected in the water contained in the ocean and can manifest as global sea level variations. Naturally occurring climate-driven TWS variability can temporarily obscure the long-term trend in sea level rise, in addition to modulating the impacts of sea level rise through natural periodic undulation in regional and global sea level. The internal variability of the global water cycle, therefore, confounds both …

Application Of Recurrent Neural Networks For Drought Projections In California, J. A. Le, Hesham El-Askary, Mohamed Allali, Daniele C. Struppa

We use recurrent neural networks (RNNs) to investigate the complex interactions between the long-term trend in dryness and a projected, short but intense, period of wetness due to the 2015-2016 El Niño. Although it was forecasted that this El Niño season would bring significant rainfall to the region, our long-term projections of the Palmer Z Index (PZI) showed a continuing drought trend, contrasting with the 1998-1999 El Niño event. RNN training considered PZI data during 1896-2006 that was validated against the 2006-2015 period to evaluate the potential of extreme precipitation forecast. We achieved a statistically significant correlation of 0.610 between …

The Midwestern United States experienced a devastating drought in 2012, leading to reduced corn and soybean yields and increased instances of pests and disease. Climate change induced weather variability and extremes are expected to increase in the future, and have and will continue to impact the agricultural sector. This study investigated how agricultural trade publications portrayed the 2012 U.S. Midwestern drought, whether climate change was associated with drought, and whether these publications laid out transformative adaptation measures farmers could undertake in order to increase their adaptive capacity for future climate uncertainty. The objective of this study was to develop information mining methodology for drought modeling and predictions using historical records of climate, satellite, environmental, and oceanic data. The classification and regression tree (CART) approach was used for extracting drought episodes at different time-lag prediction intervals. Using the CART approach, a number of successful model trees were constructed, which can easily be interpreted and used by decision makers in their drought management decisions. The regression rules produced by CART were found to have correlation coefficients from 0.71–0.95 in rules-alone modeling. The accuracies of the models were found to be higher in the …

Although climate change impacts vary geographically and temporally, studies at local levels are not readily available for stakeholders to better understand how their local communities would be affected and what remedial measures could be more effective in their local contexts. This dissertation has examined climate change and its impacts in two different local contexts: eastern Arkansas in the USA and Nyando in Kenya. The first part of this dissertation develops agro-meteorological indicators and examines the relationship between agro-meteorological indicators and crop yields in eastern Arkansas between 1960 and 2014. Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Droughts have affected more people than any other natural disaster in the last century, causing billions in economic damages and millions of deaths. As the Sea Surface Temperatures (SST) have heated in the Indian Ocean, drought patterns across South Asia have changed; the Indian monsoon has become more volatile and less predictable. In this study, monthly self-calibrated Palmer Drought Severity Index (sc-PDSI) data for the time period between 1950 and 2009 were interpolated to India’s districts; then the data were analyzed for changes in frequency and severity. Rangeland managers actively focus on the potential to induce a shift in a site to an alternative state, but predicted changes in climate, particularly the likelihood of more extreme drought, necessitate reevaluating risks for alternative states. • Rangelands will differ in their susceptibility to undergo state changes due to climate change in general and for droughts of the future, in particular, which may be hotter. • Trees, shrubs, and grasses are expected to differ in their sensitivity to drought, with trees likely being most sensitive; this affects the likelihood for state changes in grasslands, shrublands, woodlands, and savannas. • Considering …

Droughts have profoundly affected societies around the world from the earliest beginnings. A recent estimate from the Centre for Research on the Epidemiology of Disasters (CRED) claims that more than 1 billion people have been affected by drought during the twenty-year period between 1994 and 2013. Because of the characteristics of drought, drought impacts are often difficult to identify and quantify, and this is especially true with public health-oriented drought consequences, including those resulting from low water quantities, poor water quality, mental health and stress, dust and windblown agents, and wildlife intrusion. Historical drought assessment and ongoingmonitoring is essential for understanding past drought occurrence, the relationships between past drought and its impacts, and for triggering action during current drought events. • A variety of new products have recently been developed to better monitor drought conditions and assess past occurrences at the local scale. • A growing number of resources are available to assist rangeland managers to develop a monitoring system and incorporate it into a drought management plan.

Cow-calf producers in the United States, tasked with providing beef calves for the beef industry, have had a multitude of difficulties to overcome in recent years. Producers in northwest Arkansas were negatively impacted by high hay prices coupled with low beef cattle market prices due to severe drought experienced in portions of 2010, 2011, and 2012. During this time they also faced high grain prices, due to a record low harvest, combined with portions of the corn harvest diverted from human and animal feed to ethanol production. The purpose of this research was to determine significant bio-physical (physical and environmental) and social variables that can be integrated into a drought index to predict areas susceptible to drought. Severe drought events are capable of causing millions of dollars in damage. The 1988 drought caused the United States approximately $40 billion in damage. Drought forecasting, modeling, and detection have, therefore, become imperative to understand the social, economic and environmental impacts of droughts, and also to explore how these impacts play a role in the occurrence of a drought.
