In the U.S. Great Plains (GP), diagnosing precipitation variability is key in developing an understanding of the present and future availability of water in the region. Building on previous work investigating U.S. GP pluvial years, this study usesERAtwentieth century (ERA-20C) reanalysis data to investigate key circulation anomalies driving GP precipitation anomalies during a subset of GP pluvial years (called in this paper Pattern pluvial years). With previous research showing links between tropical Pacific sea surface temperature (SST) anomalies and GP climate variability, this study diagnoses the key circulation anomalies through an analysis of SSTs and their influence on the atmosphere. …

Extreme flooding over southern Louisiana in mid-August of 2016 resulted from an unusual tropical low that formed and intensified over land. We used numerical experiments to highlight the role of the ‘Brown Ocean’ effect (where saturated soils function similar to a warm ocean surface) on intensification and it’s modulation by land cover change. A numerical modeling experiment that successfully captured the flood event (control) was modified to alter moisture availability by converting wetlands to open water, wet croplands, and dry croplands. A total solar eclipse traversed 37 the continental United States on August 21, 2017. It 38 was the first such event in 99 years and provided a rare opportunity to observe the atmospheric response from a variety of instrumented observational platforms. This paper discusses the high quality observations collected by the Kentucky Mesonet (www.kymesonet.org), a research-grade meteorological and climatological observation network consisting of 72 stations and measuring air temperature, precipitation, relative humidity, solar radiation, wind speed, and wind direction. Agricultural activities notably alter weather and climate including near-surface heat content. However, past research primarily focused on dry bulb temperature without considering the role of water vapor (dew point temperature) on surface air heat content. When using dry bulb temperature trends to assess these changes, for example, not including concurrent trends in absolute humidity can lead to errors in the actual rate of warming or cooling. The High Plains Regional Climate Center (HPRCC) is one of six NOAA Regional Climate Centers (RCCs) in the United States that aims to provide timely climate data and information to the public for cost-effective decision-making. In the United States, drought is the second costliest natural disaster, which leads to the need for increased drought mitigation efforts over time. However, drought planning has lagged behind other hazard mitigation efforts, which is likely due to the lack of a national drought planning policy. Although the Federal Emergency Management Agency (FEMA) requires all jurisdictions have a hazard mitigation plan (HMP) to receive pre-disaster mitigation funds, drought has only recently been a requirement in HMPs. In 2012, Nebraska witnessed its worse drought in recent history, which exposed the gaps in drought planning effectiveness at all jurisdictional levels. To address …

The Southern Ocean is disproportionately important in its effect on the Earth system, impacting climatic, biogeochemical, and ecological systems, which makes recent observed changes to this system cause for global concern. The enhanced understanding and improvements in predictive skill needed for understanding and projecting future states of the Southern Ocean require sustained observations. Over the last decade, the Southern Ocean Observing System (SOOS) has established networks for enhancing regional coordination and research community groups to advance development of observing system capabilities. Our preliminary survey showed that most of the recent flood-related studies did not formally explain the physical mechanisms of long-duration and large-peak flood events that can evoke substantial damages to properties and infrastructure systems. These studies also fell short of fully assessing the interactions of coupled ocean-atmosphere and land dynamics which are capable of forcing substantial changes to the flood attributes by governing the exceeding surface flow regimes and moisture source-sink relationships at the spatiotemporal scales important for risk management. Studies of stable isotopes of water in the environment have been fundamental to advancing our understanding of how water moves through the soil‐plant‐atmosphere continuum; however, much of this research focuses on how water isotopes vary in time, rather than in space. We examined the spatial variation in the δ18O and δ2H of throughfall and bulk soil water, as well as branch xylem and bulk leaf water of Picea abies (Norway Spruce) and Fagus sylvatica (Beech), in a 1 ha forest plot in the northern Alps of Switzerland. Atmospheric Rivers (AR) are globally occuring weather features and the primary mechanism through which water vapor moves from the tropics and subtropics towards the mid-latitudes, doing so at rates comparable to the world’s largest terrestrial rivers. AR that encounter mountains often cause extreme precipitation in the form of rain and snow, high winds, and flooding in many watersheds. They account for as much as 20-30% of cool season precipitation in the central Idaho Mountains. Understanding the adaptive capacity of irrigated agriculture, including to what extent producers adjust irrigation choices along the intensive and extensive margins, is vital to the development of accurate and holistic estimates of the impacts of climate change on agricultural production and the sustainability of water-related ecosystem services. This thesis proposes and implements a natural experiment using statistical matching methods to estimate how producers adjust groundwater extraction, irrigated crop acreage, and irrigation technology in response to long-term changes in precipitation and evapotranspiration. Results from groundwater irrigated fields in Kansas suggest that intensive and extensive margin water use adaptations are generally limited …

Rural towns are especially susceptible to the effects of drought because their economies are dependent on natural resources. However, they are also resilient in many ways to natural hazards because they are rich in civic engagement and social capital. Because of the diverse nature of drought’s impacts, understanding its complex dynamics and its effects requires a multidisciplinary approach. Soil moisture is considered a key variable in drought analysis. The soil moisture dynamics given by the change in soil moisture between two time periods can provide information on the intensification or improvement of drought conditions. The aim of this work is to analyze how the soil moisture dynamics respond to changes in drought conditions over multiple time intervals. The change in soil moisture estimated from the Soil Moisture Active Passive (SMAP) satellite observations was compared with the United States Drought Monitor (USDM) and the Standardized Precipitation Index (SPI) over the contiguous United States (CONUS). In the wake of increased drought occurrences being witnessed in Sub-Saharan Africa, more localized and contextualized drought mitigation strategies are on the agendas of many researchers and policy makers in the region. The integration of indigenous knowledge on droughts with seasonal climate forecasts is one such strategy. The main challenge facing this integration, however, is the formal representation of highly-structured and holistic indigenous knowledge. In this paper, we demonstrate how the use of fuzzy cognitive mapping can address this challenge. Accurate measurement of rainfall is vital to analyze the spatial and temporal patterns of precipitation at various scales. However, the conventional rain gauge observations in many parts of the world such as Ethiopia are sparse and unevenly distributed. An alternative to traditional rain gauge observations could be satellite-based rainfall estimates. Precipitation variability has increased in recent decades across the Great Plains (GP) of the United States. Drought and its associated drivers have been studied in the GP region; however, periods of excessive precipitation (pluvials) at seasonal to interannual scales have received less attention. This study narrows this knowledge gap with the overall goal of understanding GP precipitation variability during pluvial periods. Through composites of relevant atmospheric variables from the ECMWF twentieth-century reanalysis (ERA-20C), key differences between southern Great Plains (SGP) and northern Great Plains (NGP) pluvial periods are highlighted. This dissertation assessed impacts of Climate Change (CC) and Sea Level Rise (SLR) on coastal hydrologic processes using the Lynnhaven River watershed as a test bed. The watershed is part of Chesapeake Bay Watershed and hydraulically connected with mid-Atlantic Ocean. Six CC scenarios were considered in terms of eight Regional Climate Models’ predictions for three Intergovernmental Panel on Climate Change (IPCC) emission assumptions, namely, B1, A1B, and A2, for two future periods, namely 2046 to 2065 and 2081 to 2099. This study first assesses the performance of regional climate models in the Coordinated Regional Climate Downscaling Experiment (CORDEX) in reproducing observed extreme precipitation indices over the Greater Horn of Africa (GHA) region during 1989–2005. The study then assesses projected changes in these extremes during 2069–2098 compared to 1976–2005. The Regional Climate Model (RCM) simulations are made using two RCMs, with large-scale forcing from four CMIP5 Global limate Models(GCMs) under two Representative Concentration Pathways (RCP4.5 and RCP8.5). The Upper Blue Nile (UBN) basin is less-explored in terms of drought studies as compared to other parts of Ethiopia and lacks a basin-specific drought monitoring system. This study compares six drought indices: Standardized Precipitation Index (SPI), Standardized Precipitation Evaporation Index (SPEI), Evapotranspiration Deficit Index (ETDI), Soil Moisture Deficit Index (SMDI), Aggregate Drought Index (ADI), and Standardized Runoff-discharge Index (SRI), and evaluates their performance with respect to identifying historic drought events in the UBN basin. The indices were calculated using monthly time series of observed precipitation, average temperature, river discharge, and modeled evapotranspiration and soil moisture from 1970 to 2010. …

Best management practices (BMPs) for reducing agricultural non-point source pollution are widely available. However, agriculture remains a major global contributor to degradation of waters because farmers often do not adopt BMPs. To improve water quality, it is necessary to understand the factors that influence BMP adoption by farmers. We review the findings of BMP adoption studies from both developed and developing countries, published after (or otherwise not included in) two major literature reviews from 2007 and 2008. Drought is one of the most serious climatic and natural disasters inflicting serious impacts on the socio-economy of Morocco, which is characterized both by low-average annual rainfall and high irregularity in the spatial distribution and timing of precipitation across the country. This work aims to develop a comprehensive and integrated method for drought monitoring based on remote sensing techniques. The main input parameters are derived monthly from satellite data at the national scale and are then combined to generate a composite drought index presenting different severity classes of drought.
