Community-owned forests may be the answer for some U.S. communities now confronting unanticipated and unwanted large scale land use changes – changes that could irrevocably change their local landscapes and quality of life. Across the country, millions of acres of private forest lands are being put up for sale as the forest products companies who own them find other, cheaper sources of supply. If, as is likely, purchasers divide and convert the forests to residential or other development uses, nearby communities face losing the critical economic, environmental, recreational, social, cultural, and aesthetic values and benefits those forests have traditionally provided. …

The development of this strategy represents a significant step in protecting recreational fishing quality in the South Coast Region and meeting the long-term needs for the sustainable management of recreational fishing. All recommendations contained in this report were made only after careful consideration of the submissions and issues which were raised at public meetings, along with the action needed to be taken to protect the long-term sustainability of our fish stocks.

In addition, 152 written submissions were received from recreational fishers, angling clubs, and other stakeholders. The Recreational Fishing Advisory Committee (RFAC) and the Pilbara/Kimberley Recreational Fishing Working Group would like to thank those people and organizations that took the time to provide this valuable feedback. In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

The Department does not recommend having any finer scale zoning of the allocations, or the creation of exclusive recreational fishing areas. …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …

Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. These opportunities have arisen as a result of a recent re-negotiation of Pacificorp’s Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp’s Schedule 38 tariff for wind QFs larger than 3 MW. The fraction of absorbed photosynthetically active radiation, fAPAR, is an important biophysical characteristic in models of gas exchange between the terrestrial boundary layer and the atmosphere, as well as in the analysis of vegetation productivity. Synoptic estimation of fAPAR has been performed by using NDVI as a linear proxy of fAPAR, despite the saturation of NDVI at fAPAR beyond 0.7. This paper analyzes the NDVI/fAPAR relationship in row crops (i.e. maize and soybean), and evaluates alternative vegetation indices to overcome the loss of sensitivity of NDVI at moderate-to-high vegetation biomass. It describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. Although forests provide a wide variety of products and services, timber still continues to be the most valued forest product in the marketplace. More than two-third of the nation's forests are under private control, some are owned by industries (about 10%) while a much larger portion (about 59%) is owned by individuals. This study investigates the differences between timber sales offered by industrial and non-industrial ownerships. A test of means revealed that there is a significant difference between per hectare bid for these 2 types of sales. It is evident when the resilience of a system has been exceeded and the system qualitatively changed. However, it is not clear how to measure resilience in a system prior to the demonstration that the capacity for resilient response has been exceeded. We argue that self-organizing human and natural systems are structured by a relatively small set of processes operating across scales in time and space. These structuring processes should generate a discontinuous distribution of structures and frequencies, where discontinuities mark the transition from one scale to another. We related the length at age of channel catfish Ictalurus punctatus, an indirect measure of growth, to three climatic and five morphoedaphic variables in 144 Texas reservoirs. Growth of channel catfish ages 3 through 6 was negatively related to longitude, a factor that explained as much as 34% of the variation in length at age. Channel catfish length at age was not significantly related to latitude, conductivity, morphoedaphic index, mean depth, and maximum depth in all age-classes. Among age-7 channel catfish, length at age was positively related to reservoir area, which explained 35% of the variation in growth. A …
