The permanent transfer of water from agricultural users to municipalities has become a common feature of water management in several western states. In many cases, these voluntary market‐based transfers provide significant benefits to both the buyers and sellers, but many third parties—including remaining irrigators, rural businesses and communities dependent upon agricultural economies—have been negatively impacted. While some impacts of these so‐called “buy and dry” transfers are largely unavoidable, many can be lessened by temporary arrangements that only shift water to cities in years when municipal supplies are inadequate, such as drought and post‐drought storage recovery, and by consolidating individual farm‐to‐city …

Water Efficiency programs have an established track record as cost‐effective long‐term public resource investments. Less well understood are the short‐term economic impacts of these rapidly scalable and adaptable programs, and the ability of these programs to quickly deliver economic benefit as well as sustainable solutions. This paper quantitatively examines the short‐term economic growth impacts of water/energy efficiency investments, specifically in terms of job creation, income, GDP, national output, water savings, and other benefits. Our consultant team modeled a wide range of water/energy efficiency program possibilities, across all water‐using sectors and involving indoor, outdoor, and water system efficiencies. This dissertation examines whether the vicious circle theory applies in three developing countries characterized by high population growth. According to the vicious circle theory, natural resource scarcity coupled with poverty leads to population growth via positive effects on fertility particularly in rural areas of developing countries. Population growth then leads to a further increase in natural resource scarcity, creating a "feedback loop." This is the first study to use micro-level data to test and control for endogeneity using a two-stage Probit model (IVPROBIT). The Western Australian Department of Fisheries is responsible for the management of aquaculture in WA and is committed to implementing ESD. These principles are contained within the objectives of the Fish Resources Management Act 1994 and the Department is keen to demonstrate both to the Government and the broader community that these principles are being achieved. The Department developed a policy statement in 2002 - “Policy for the Implementation of Ecologically Sustainable Development for Fisheries and Aquaculture within Western Australia” (Fletcher 2002) – that described its direction on incorporating ESD within fisheries and aquaculture management.

The state of Nebraska contains a wide variety of plants, twenty of which are listed in The Nebraska Natural Legacy Project as Tier I species of conservation concern (Schneider et al. 2005). Of the 20 Tier I listed species, 4 are listed as either Endangered or Threatened on the Threatened & Endangered Species System (TESS) list (USFWS 2008), with Gaura neomexicana ssp. coloradensis being one of these four. The common name of Gaura neomexicana ssp. coloradensis is the Colorado butterfly plant, and is currently listed as threatened, both state and federally. Emissions scenarios used by the Intergovernmental Panel on Climate Change (IPCC) are based on detailed energy system models in which demographics, technology and economics are used to generate projections of future world energy consumption, and therefore, of greenhouse gas emissions. We propose in this paper that it is useful to look at a qualitative model of the energy system, backed by data from short- and medium-term trends, to gain a sense of carbon emission bounds. This study examines the impact of the Conservation Reserve Enhancement Program (CREP) on fourteen Kentucky counties. The CREP program is an advancement of the Conservation Reserve Program (CRP) which began nationally in 1985. The primary intention of both programs is to improve water quality and reduce soil erosion. Thus, in order to stimulate conservation efforts, farmers are given an opportunity to remove land from current production and still reap financial benefits. When CREP was introduced to Kentucky in 2002, the program provided far more lucrative incentives than the parent program. In 2007 CREP underwent an amendment process that broadened the …

This project produced time series of estimates of spawning biomass for pilchards in four purse seine management zones in Western Australia, three on the south coast and one on the west coast. The pilchard stocks in Western Australia have recovered strongly since the 1998/99 mass mortality.

This project has shown that the fishery independent and fishery dependent methods applied to Western Australia’s pilchard fisheries cannot provide precise estimates of the size of the pilchard spawning biomass in each management region. The following recreational fisheries management package is a result of an extensive public consultation process. The package has been carefully developed to deliver the required reduction in catches. It is important to understand that each management measure contributes to the reduction in catches necessary to give these stocks a chance to rebuild and that no measure on its own will deliver the required reduction in catch.

The Community Forest Collaborative seeks to expand community ownership and management of forestland in northern New England and has documented the value of community forests both as a community investment strategy and as a component of regional landscape conservation strategies.

Research conducted over the last three years has determined that there needs to be a concerted effort to develop an infrastructure of support communities that want to acquire own and manage forestland. Two principle actions were recommended:

But there is much that businesses can do on their own to relieve some of these pressures. Even a quick examination of Maine’s energy situation shows that there are both real challenges and opportunities. Road construction in the Amazon has greatly impacted its floral and faunal inhabitants. The opening of a new road in a previously isolated region exposes its populations to the economy for the first time, and to the possibility of enriching themselves through the extraction of their products. Unfortunately, this exchange of goods results in the aculturization of indigenous groups, and in the loss of their unique culture. The migration that the roads near indigenous communities encourages increases access to education and sources of work, but results in a nearly complete destruction of these communities’ social fiber. A number of recent discussions about ethical issues in climate change, as engaged in by economists, have focused on the value of the parameter representing the rate of time preference within models of optimal growth. This essay examines many economists' antipathy to serious discussion of ethical matters, and suggests that the avoidance of questions of intergenerational equity is related to another set of value judgments concerning the quality and objectivity of economic practice. This study was undertaken to estimate the biomasses, biologically sustainable catches and current average annual commercial catches of three fished species of abalone, Haliotis roei (Roei), Haliotis laevigata (Greenlip) and Haliotis conicopora (Brownlip) in the proposed sanctuaries of the Capes Marine Park, south-western Australia. The current annual, catch estimates represent the catches that would be foregone by commercial fishers if the sanctuaries are implemented and will be used to evaluate the potential compensation to fishers (not part of this study). The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. “Savewave” acoustic pingers were trialed on one vessel to determine if they would deter dolphins entering the trawl net. During daylight hours, the pingers were deployed on alternate shots in the configuration recommended by the manufacturer. On the other alternate shots, no pingers were deployed. A video camera in an underwater housing was attached to the headrope facing downstream for 18 trawl shots. On the 14 shots where usable video footage was obtained (11 with pingers deployed and 7 with pingers not deployed) the number of dolphins viewed in the camera frame was counted …

Home energy costs can be a large monthly expense for many people. Reduction of home energy consumption has multiple benefits – personal cost reduction, increased comfort, and global stewardship. The author embarked on a multi-year series of projects to reduce energy losses. The projects include plugging air infiltration gaps, installing further insulation layers, and buying an energy efficient heat pump. Data for natural gas and electricity use and local weather are presented, with heating as the major energy use. A linear correlation between cold weather conditions and natural gas consumption, and a cyclical annual weather-energy algorithm were both developed. Conductive …
