Yankees in the Indian Ocean shows how nineteenth-century American merchant and whaler activity in the Indian Ocean shaped the imperial future of the United States, influenced the region’s commerce, encouraged illegal slaving, and contributed to environmental degradation. For a brief time, Americans outnumbered other Western visitors to Mauritius, Madagascar, Zanzibar, and the East African littoral. Diamonds in the Rough explores the lives of African laborers on Angola’s diamond mines from the commencement of operations in 1917 to the colony’s independence from Portugal in 1975. The mines were owned and operated by the Diamond Company of Angola, or Diamang, which enjoyed exclusive mining and labor concessions granted by the colonial government. Through these monopolies, the company became the most profitable enterprise in Portugal’s African empire. Ecosystem services (ES) are the direct and indirect contributions of ecosystems (in combination with other inputs) to human well-being. An ES-based approach can assess the trade-offs inherent in managing humans embedded in ecological systems. Evaluating trade-offs requires both an understanding of the biophysical magnitudes of ES changes that result from human actions, as well as an understanding of their impact on human well-being, broadly conceived. This talk discusses the state of the art of ES assessment, valuation, and modeling, including the potential of integrated ecological economic modeling. The most effective ways to reduce CO2 emissions are to improve the energy efficiency of each economic sector and to reduce the cutting of tropical and temperate forests around the world. These options, however, may not fully reach their technical and economic potential due to various political and socioeconomic. The most practical of these is to increase CO2 sinks through photosynthesis in both standing tree biomass and in ocean primary producers. In this submission to the Integrated Fisheries Allocation Advisory Committee (IFAAC), the Department will outline what it believes are the most practical and cost effective ways of managing a system for allocating the abalone resource between the commercial, customary and recreational sectors.

In preparing this submission, it has been noted that because of the limited data on recreational catch outside of the metropolitan area, the Sustainable Harvest Limit (SHL) set for the fishery relates only to the area that is equivalent to Area 7 of the commercial fishery. In this submission to IFAAC, the Department will outline what it believes are the most practical and cost effective ways of managing a system of allocation amongst the commercial, customary and recreational sectors. This recommendation recognises that cost efficiencies and outcomes will be greatly affected by the type of allocation model that is chosen. Consequently the Department recommends that the allocation system should be based on a single allocation to each sector that is available over the entire fishery.

The West Australian Pearling industry is one of Australia's most valuable aquaculture industries, currently generating around $120 - $160 million annually. The majority of pearl shell used to culture pearls come from the pearling beds in the inshore waters near Broome. The fishery for pearl oysters preferentially targets smaller (120mm - 165mm DVM) shell (hereafter defined as 'culture' shell), that are more suitable for culturing of pearls, leaving larger MOP oysters (175mm+) on the pearling grounds. These larger pearl oysters, the majority of which are female (protandric hermaphrodites), form a major component of the broodstock for the
