Home energy costs can be a large monthly expense for many people. Reduction of home energy consumption has multiple benefits – personal cost reduction, increased comfort, and global stewardship. The author embarked on a multi-year series of projects to reduce energy losses. The projects include plugging air infiltration gaps, installing further insulation layers, and buying an energy efficient heat pump. Data for natural gas and electricity use and local weather are presented, with heating as the major energy use. A linear correlation between cold weather conditions and natural gas consumption, and a cyclical annual weather-energy algorithm were both developed. Conductive …

The cost of growing out western rock lobsters from pueruli to marketable-sized lobsters has been modeled from available information. The model uses different scenarios of survival rates, marketing weights, market prices, feed costs, puerulus prices, labour costs, puerulus compensation costs, discount rates and capital costs. The sensitivity of estimated profitability to various input costs and rock lobster prices was assessed by estimating the impact of changes on the estimates of net present value (NPV) internal rate of return (IRR) and benefit:cost ratio. Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. A preliminary sensory evaluation study was conducted to confirm the presence of a taint issue. Prior to this the issue was reliant on purchaser feedback and was not verified independently. To examine the issue of flavour taint a series of barramundi samples were collected from Lake Argyle (purged and unpurged), wild (estuarine) and marine farmed barramundi were assessed. No significant differences in flavour attributes and/or acceptability attributes were detected between the wild and farmed barramundi, provided the barramundi was either marine-farmed or purged. The Department of Fisheries has prepared this draft ‘Final Policy Paper’ as the second phase in the development of a management framework for the aquaculture of coral and live rock. The document outlines the position and needs of the emerging industry and identifies the management arrangements and policies the Department of Fisheries is proposing to implement.

Building Social Capital In Forest Communities: Analysis Of New Mexico's Collaborative Forest Restorative Program, Tyler Prante, Jennifer A. Thacher, Daniel W. Mccollum, Robert P. Berrens

Economics Faculty Scholarship

In part because of its emphasis on building social capital, the Collaborative Forest Restoration Program (CFRP) in New Mexico represents a unique experiment in public lands management. This study uses logit probability modeling to investigate what factors determined CFRP funding, which totaled $26 million between 2001 and 2006. Results reveal program preferences for projects that encourage collaboration and improve forest health, especially in poor counties. Negative determinants of funding include measures of small-diameter material utilization and whether a project takes place across multiple land jurisdictions. There is no evidence of bias toward funding any particular applicant type or land jurisdiction.

This paper explains the System of Environmental and Economic Accounting’s (SEEA) approach to environmental accounting flow systems and how this system is now being utilized in the creation of new Australian standards of accounting. The first part of the paper discusses in depth different accounting systems, primarily physical and hybrid accounting systems, as they relate to the measures set forth by the SEEA. The second part analyzes the differences between the SEEA’s gross accounting system in comparison to the Intergovernmental Panel on Climate Change’s (IPCC) net accounting system. This paper discusses the major issues around controlling the total recreational catch. It also considers some of the tools available to manage the catch to specific target levels. The sustainability of fish species must be a key driver. However, the impacts on the social amenity of recreational fishing must also be taken into account. Any particular tool, if used on its own and to its full extent, may be rather “blunt” in its application and its impacts unacceptable to large parts of the community. Following man-made or natural catastrophes, widespread and long-lasting disruption of lifelines can lead to economic impacts for both business and residential lifeline users. As a result, the total economic losses caused by infrastructure damage may be much higher than the value of damage to infrastructure itself. In this paper, we consider the estimation of economic impacts on businesses and residential consumers resulting from water supply disruption. The methodology we present for estimating business interruption losses assumes that marginal losses are increasing in the severity of disruption and that there may be a critical water availability cutoff below which business activity …

Tennessee's first linear state park, the Cumberland Trail State Scenic Trail, will stretch over three hundred miles from Signal Point in Hamilton County, to the Cumberland Gap on the Kentucky border. Although the trail uses land already in public ownership at different locations along its proposed route, land purchased to secure a state-managed corridor for the Cumberland Trail acquires properties along an expansive area of the Cumberland Plateau. Efforts to acquire land for the trail' s corridor utilize both federal and state funding, and constitute the largest land acquisition project in Tennessee. Between May and September 2006, surveys of selected areas on the Pine Ridge Unit of the Pine Ridge Ranger District in the Nebraska National Forest were carried out to document the presence of vascular plant species of known or potential conservation concern. The surveys were done in response to a request for botanical information to include in hazardous fuel projects in the East Ash and West Ash drainages. These 2006 surveys concentrated primarily on these drainages, though small forested areas were also examined in the Deadhorse Creek and Indian Creek drainages.
