Sustainable Communities Capacity Building

This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The Department is of the view that these activities can be adequately managed by regulations that have broader application across the community.

The events of March 2011 at the nuclear power complex in Fukushima, Japan, raised questions about the safe operation of nuclear power plants, with early retirement of existing nuclear power plants being debated in the policy arena and considered by regulators. Also, the future of building new nuclear power plants is highly uncertain. Should nuclear power policies become more restrictive, one potential option for climate change mitigation will be less available. However, a systematic analysis of nuclear power policies, including early retirement, has been missing in the climate change mitigation literature. The Connecticut Wine and Vineyard industry has grown at a steady 3.9% per year over the past decade (ATTTB, 2009). Economic models estimate that the wineries sub-sector contributes $38 million dollars to the state economy and direct employment of 106 residents (Lopez et al., 2010). Programs to support and foster further growth of the industry and CT farm vineyard culture include the Department of Agriculture’s CT Wine Trail and the annual CT Wine festival (DOAG, 2010). Farmland preservation groups also support vineyard development since grape growing tends to secure tracts of farmland for long periods of time.

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

Populations of temperate-nesting Canada geese (Branta canadensis) have increased in Nebraska, USA, resulting in an increased number of nuisance and damage complaints. September hunting seasons were initiated in southeastern Nebraska in 2004 to reduce populations of Canada geese. We analyzed band recoveries from Canada geese banded in southeastern Nebraska during their hatch-year (HY) or after-hatch-year (AHY) to determine whether September hunting seasons affected survival, harvest, and recovery rates. Survival analyses revealed that HY geese had higher survival than AHY geese (SAHY = 0.696, 95% CI = 0.679–0.713; SHY = 0.896, 95% CI = 0.786–0.953) and September seasons did …

America's agricultural producers continue to age. According to the U.S. Census of Agriculture, the average age of farm operators increased from 55.3 in 2002 to 57.1 in 2007. During the same period, the Census shows a thirty percent decrease in the number of farmers under age 25. Young and beginning producers (YBPs) entering agriculture face high startup costs and a shortage of land to own or rent.

Beef cattle are estimated to directly contribute 26% of U.S. agricultural greenhouse gas (GHG) emissions, and future climate change policy may target reducing these emissions. Life cycle assessment (LCA) of GHG emissions from U.S. feedlot beef cattle was conducted to compare methods of the U.S. Environmental Protection Agency (EPA) with a more complete evaluation of emissions. The inclusion of emissions from crop production for feed, associated land use change, and other minor factors nearly doubled GHG emissions associated with beef feedlots from the EPA Annual Inventory estimate of 1611 kgCO₂e hd^-1 yr^-1 to 3182 ± 167 …

This research paper is an analysis of a grassroots, agricultural project carried out from 2010 to 2011 in Gitarama Cell, a rural community in Rwanda, East Africa, during my United States Peace Corps Volunteer service (2009-2011). The project began as the Twizere Agriculture Club at Gitarama Primary School. The goal of the club was to increase food security among community members through rabbit and chicken husbandry, and the study of such agriculture techniques as composting, double digging, and the establishment of microgardens.

Such policy involves subsidies granted to producers and consumers, usually for the purpose of correcting a market failure. Concerning renewable energies such as wind energy and solar energy, China, the United States, and the European Union provide extensive support to producers and consumers. This support has resulted in trade frictions among these nations. This paper discusses the relationship between industrial policy and trade disputes in renewable energy.
