The Nevada Division of Environmental Protection (DEP) has proposed water-quality standards, applicable to Las Vegas Bay and Lake Mead, for (1) chlorophyll, (2) un-ionized ammonia, and (3) pH.

We have concluded that the proposed standards are unlikely to protect or improve water quality in Lake Mead. The proposed chlorophyll standard:

May harm the fishery. Lakes with more chlorophyll have greater fish production.

Will not improve clarity. Chlorophyll concentrations above 30 ug/1 have little effect on clarity.

Will not protect against scums or dominance by blue-green algae. Lake Mead shows no consistent relationship between chlorophyll and scums or blue-green dominance.

Ninety-three wildlife agencies were surveyed for information on their attempts to improve fish habitat. In addition, an annotated bibliography including over 100 summaries was completed on: 1. largemouth bass cover requirements and preferences, 2. use and effectiveness of artificial cover, 3. aquatic plant introduction and species requirements for germination and establishment, 4. terrestrial plant introduction and species requirements for germination and establishment, and 5. nutrient exchange between sediment, aquatic plants, and water. A reconnaissance of existing terrestrial and aquatic vegetation was completed in June 1986 including the production of a video tape of the Nevada shoreline of Lake Mead. Cover …

This study provides an examination of the existing United States Federal laws and international regimes regarding oil spill liability and compensation, and the manner in which they have been implemented by regulation and policy. The presentation concludes with discussion of and arguments concerning various proposed Federal comprehensive liability and compensation legislation. Microfaunal communities were studied in littoral (inshore) and limnetic (offshore) areas of the lower basin in Lake Mead to compare species composition and abundance between the two zones. Planktonic forms (zooplankton) dominated inshore and offshore habitats and the occurrence of littoral species was low. Therefore, high similarity in zooplankton species composition was found among all sampling stations. This was perhaps due to two main factors: (i) the physical and chemical environment among the stations were very similar and (ii) the lack of aquatic vegetation in the littoral zone reduced the occurrence of littoral species.

DeAngelis et al. (1985) have described a model of the evolutionary response of bivalve prey to size-selective naticid snail predation. The model analyzed "the allocation of bivalve energy among reproduction, overall growth in size, and supplementary growth in shell thickness" (p. 818). Using parameter values for Polinices duplicatus as the predator and Mercenaria mercenaria as the prey, the model predicted three optimal strategies for bivalves faced with naticid predation: (1) delayed reproduction with energy diverted into rapid growth in order to reach a size refuge; (2) early reproduction, possibly with some extra shell thickness; and (3) greatly increased shell thickness …

The growth of the chemical industry over the past 30 years has contributed significantly to the increased volume of hazardous cargo transported by ocean vessel. The properties of some chemicals in commerce, particularly intermediate products, are such that their movement represents a risk to society in terms of environmental damage, bodily injury, and carcinogenic effects that may not surface for years. An evaluation of a federal regulatory program administered by the Baltimore District Corps of Engineers (COE), governing certain development activities in Maryland's coastal zone, was conducted to (1) identify cumulative development and wetland impact outcomes that occurred over a 5-year (1981-1985) period; and (2) assess a component of the decision-making process that resulted in these outcomes. The use of organophosphorus and carbamate pesticides has increased markedly during the past two decades. Currently, more than 100 different organophosphorus and carbamate chemicals are registered as the active ingredients in thousands of different pesticide products in the United States. More than 160 million acre-treatments of these pesticides are estimated to be applied to agricultural crops and forests each year. Clearly, these two groups of chemicals constitute a major portion of all pesticides used today. Several sagebrush communities represent optimum levels of negative development plant productivity for certain peculiar sites, and therefore should be managed for their preservation. Other sagebrush communities may be profitably modified to favor forage species that are more palatable to domestic livestock. Modification techniques can range from subtle (i.e., grazing strategies) to tracematic (i.e., brush removal and revegetation), and an associated spectrum of management tactics are described. The loss of arable farmland from soil erosion, waterlogging and salinity is a severe problem on some Western Australian farms.

When the arable land comprises only 40 per cent of the total area within the Mogumber Soil Conservation District, this loss is a real cause for concern. So too is the resulting damage to roads, siltation of railway culverts, and deaths of roadside trees from rising saline watertables.

However, drainage, contour and other works undertaken by the Mogumber Soil Conservation District have halted this degredation. Badly eroded areas that were fenced off now have a satisfactory ground cover. A wheat …

Winter and summer in-situ measurements of sediment oxygen demand (SOD) and nutrient exchange rates (NERs) were taken from sandy and muddy sediments in Hillsborough Bay during 1986. The summer-mud SOD rate of 0.23 g 02/m2/hr was roughly twice the summer-sand, winter-sand and winter-mud SOD rates. In general, nutrient flux rates into the water column were usually greater from mud relative to sand, and during the summer compared to the winter. Reservations in the application of the SOD/NER data and recommendations for future SOD/NER measurements are discussed.

The final product is a detailed restoration and management plan for three minor tributaries in the Tampa Bay watershed and one general application. It is the intent of the Council to implement all elements of the four plans wherever feasible during Developments of Regional Impact (DRI's) and Intergovernmental Coordination and Review (IC&R) reviews and through coordinat.ion with the DNR gill-net license fee habitat restoration program, as well as local government initiatives. The efforts of the Council's Agency on Bay Management will also be critical in implementing the findings and recommendations of this project.

Comparison of recent (1986) and earlier (1983) aerial photography indicated that an apparent recovery of seagrasses was occurring on the subtidal shelf north of Simmons Park (Ruskin) and south of Apollo Beach, in Middle Tampa Bay (Fig. 1). This was suggested by the numerous circular patches of grass observed on the offshore portions of the shelf. This observation provided the incentive to undertake a preliminary assessment of seagrass species composition, percent cover, and shoot density along transects in this area. This study was a cooperative effort between the Bay Study Program (City of Tampa) and Mangrove Systems, Inc.

A small experimental farm was first established on the Ord River in 1941. This farm was relocated in 1945 to what is now known as the Frank Wise Institute of Tropical Agriculture.

The first stage of the Irrigation Scheme which included the Diversion dam was completed by 1963 and by 1966, 31 irrigated farms had been established.

This report identifies the quality and trends of Florida's surface waters, the causes of water quality problems and the present cleanup activities conducted by DER and EPA to improve these problem areas. The assessment was accomplished by analyzing the available STORET water quality data for the 1970-1985 time period (STORET is EPA's computerized water quality data base). Data from approximately 97,000 water quality samples were assessed in this report which necessitated the extensive use of computer analysis. These results constitute the interim report of the winter nutrient exchange sampling of Phase II as described in the Plan of Study submitted to the Florida Department of Environmental Regulation on March 31, 1986. The results include winter SOD rate estimates in sandy and muddy sediments. Disease Incidence Of Demersal Finfishes From The Southern And Western Branches Of The Elizabeth River, Virginia, Randal D. Owen

Fishes from the industrialized environs of the Elizabeth River, Virginia were surveyed for external evidence of disease during June through October 1984. A highly significant (p < 0.001) incidence of disease was found in demersal fishes collected by otter trawl from a site in the industrially contaminated Southern Branch compared to a less contaminated Western Branch site. Cataracts, fin erosion and dermal lesions were the most commonly occurring anomalies in the Southern Branch finfish.

Static, solid-phase toxicity tests employing sediment collected from the Southern Branch site resulted in an immediate toxic stress in the spot, Leiostomus xanthurus, which resulted in 100% mortality within 24 hours, compared with no mortalities in control systems. Spot exposed to control, i.e., pollution free, and diluted Southern Branch sediments innoculated with the pathogenic bacterial species, Vibrio anguillarium, developed significant (p ≤ 0.020) cases of fin erosion at a mean total bacterial community density …
