The Monticello Vicinity Properties site, also known as the Monticello Radiation Contaminated Properties, is a federally-owned abandoned vanadium and uranium mill area in the city of Monticello, San Juan County, Utah. Land use in the area is residential, however, there is limited commercial use as well. Milling of vanadium and uranium occurred from 1944 to 1960. Several Federal agencies have historically had responsibilities for conducting assessments of the Nation's water resources. The U.S. Geological Survey (USGS), U.S. Army Corps of Engineers, U.S. Department of Agriculture's Soil Conservation Service (SCS), and U.S. Environmental Protection Agency (EPA) and its predecessor agencies, among others, have conducted studies assessing the current situation and future prospects for water in particular regions of the country. Responsibility for national water assessments was assigned to the U.S. Water Resources Council (WRC) by the Water Resources Planning Act of 1965. This document is the final technical report on the first phase of a multiyear archeological program conducted in Canyonlands National Park. Some of the purposes of this project are to gather information for upgrading the park's interpretive program, increase the scientific understanding of Canyonlands' prehistory, and prepare a research design to guide future investigation. Archeological inventory of 4500 acres in the Needles District revealed a previously undocumented Archaic occupation and showed that Formative peoples using the area were primarily the Mesa Verde Anasazi, not the Fremont and Anasazi as previously thought. In September 1987 the Nevada Division of Environmental Protection revised Water Quality Standards for Las Vegas Wash (LVW) and Lake Mead. Standards were set for chlorophyll-a and unionized ammonia in Las Vegas Bay (LVB) (NDEP 1987). The 1986 and 1987 LVB data showed non-achievement of both the chlorophyll-a and unionized ammonia standard which triggered an analysis of total phosphorus and total ammonia Total Maximum Daily Loads and Waste Load Allocations which are presented in this report. The City of Tampa was implicated as a major point source polluter of Hillsborough Bay based on its release since 1951 of primary treated wastewater effluent into the bay. To alleviate nutrient loads into Hillsborough Bay, the City of Tampa upgraded its Hooker's Point facility to advanced wastewater treatment (AWT) with a 60 MGD capacity. The transformation from primary treatment to advanced was successive.

Limnological monitoring was conducted in Las Vegas Bay and Boulder Basin from April to December of 1988. The purpose of the monitoring was to (i) document possible changes in water quality resulting from decreased phosphorus loading and increased ammonia in Las Vegas Wash, and (ii) establish a data base for evaluating the adequacy of water quality standards.

The primary objective of this project, one phase of a potentially larger investigation on sediments of Hillsborough Bay, was to determine vertical distribution patterns of mud-dominated sediments. Vertical distribution patterns represent the recent geologic history of the study area. For this project the term 'recent geologic history' refers to the past several thousand years, or the period since being flooded by the Holocene rise of sea level.

Lake eutrophication is the natural process of aging in the lake body with establishment and multiplication of organism over time. The sediment and decaying matter accumulate, gradually filling in the lake basin, transforming the lake from a deep lake to dry land. This process affects the physical make-up of the lake as well as the ecological and biological composition. Eutrophication usually takes thousands of years. Within coastal areas, growing numbers of resource users, increasingly divergent resources use demands, and loss of indigenous resources combine to exert tremendous pressures on these areas. The Narrow River is a unique estuary located on the coast of southern Rhode Island. The estuary has experienced a decline in water quality over the last 20 years, primarily attributable to poor development practices and improper disposal of on-site sewage. This thesis examines the problems of hazardous wastes in the United States-and the problems their disposal present, in particular. Ocean incineration, one of the very few methods available to destroy many highly toxic wastes, is presented as a viable, necessary means to destroy liquid organochlorine wastes. Next, the international and federal regulations governing ocean incineration and the current status of ocean incineration in the United States are reviewed. A site-specific assessment for determining the need for ocean incineration is developed as an alternative to the two currently contended approaches (nationwide versus permit-by-permit need assessments). The demand for good public information is a need which many environmental groups are now attempting to fill. Programs are generally designed around a particular environmental issue. One such effort is the Boston Harbor "Sewer Tour" Program run by 'Save the Harbor/Save the Bay' in Boston, Massachusetts. The Sewer Tour Program addresses matters of water pollution control in the Metropolitan Boston area. The present study examines the impact of the Sewer Tour Program on participants and spillover effects on their communities. A mailed survey is used to collect the data. This study documents the threat that uncontrolled "urban" stormwater runoff poses to surface water quality and the inadequacy of existing regulations governing land use development in preventing further water quality degradation resulting from "urban" runoff. The study applies recent research findings from the Nationwide Urban Runoff Program and the experience of other state regulatory programs in evaluating management alternatives and proposing a strategy for Rhode Island. The documented impacts of "urban" stormwater runoff on water quality, including excesses in criteria for copper, lead, and coliform, and eutrophication, support the need for stormwater quality management. Federal legislation regulating sewage from recreational boats has existed since 1972 (The Clean Water Act). Since that time the regulations have failed to prevent untreated sewage from boats from being discharged into the Nation's waterways. This has caused conflicts over water quality, particularly in shellfish growing areas. The regulatory system which exists to regulate sewage from recreational boats was analyzed for nine sources of possible regulatory failure. Seven of the nine were found to be operating. They include, lack of technology, lack of enforcement, lack of issue salience, negative attitudes on the part of the boaters, the economics of compliance, …

Field experiments conducted on our non leachng soils from 1975 to 1988 have consistently shown that rock phosphates, compared with freshly applied superphosphate each year, are a relatively ineffective fertilizer in the year of application and in the years after application.

During lupin harvesting, up to 20 per cent of the grain remains on the ground. This non-harvested or pilt grain is a valuable feed for sheep during early summer because the pods, leaf and stem generally provide little nutrient in the stubnbles. In addition, the more efficient the weed control, the less valuable are the stubbles.
The disease lupinosis caused by Phomopsis leptostromiformis restricts the amount of grazing from the lupin stubbles, and hence the risk of wind-erosion of stubble paddocks.
However, the introduction of lupin varieties moderately resistant to Phomopsis and with reduced potential to cause lupinosis means that …

Frost injury has not been a major concern to the Western Australian wheat industry despite causing spectacular but irregular crop losses on some farms.
The development of suitable herbicides, direct drilling technology and the adoption of early flowering varieties in the late 1970s and early 1980s led to wheat crops being sown and flowering earlier than previously. This resulted in an increase in the incidence of frost damage.
Research into frost indicates that most wheat producers face low to moderate risks of yield loss caused by frost. However, individual farms in particular years can suffer devestating widespread losses. Grost injury …

The City of Tampa Bay Study Group has noticed high numbers of an anural solitary mogulid tunicate, of an unknown ascidian species, dominating some bottom communities of Hillsborough Bay during the winter. Ascidian concentrations have been found in excess of 4000/me , and lengths have ranged from O.25mm to 20mm for larvae and adults, respectively. Coincident with these high ascidian concentrations, excellent water clarity has been observed, where the bay bottom is visible through water of 2 to 3m depths. Ascidians can filter large volumes of seawater as part of their food gathering process. Although not found in Hillsborough Bay, …

Tampa Bay, a drowned river valley, is the largest estuary on Florida's west coast.
Surface sediments consist of a mixture of carbonate and terrigenous clastic sands and muds.

This initial phase of the project involves assessing the present state of knowledge of sediments in Tampa Bay and the identification of data gaps, or areas where more detailed information is required to achieve project objectives. The literature search produced 273 data sources that from their abstracts in the data base are applicable to the project (Appendix I). Data sources were reviewed by experts in the fields of sedimentology, nutrient chemistry, organic geochemistry, trace metal and radionuclide geochemistry, and benthic biology who then contributed the following summary sections.

Over-grazing of stubbles is a major cause of winf erosion on WesternAustralian farms. Stubble contributes to the 'roughness' of the paddock; as the roughness is reduced, the risk of winf erosion is increased.
The risk of lupinosis in sheep has previously reduced the likelihood of lupin stubble being over grazed, but the development of Gungurru, a phomopsis-resistent variety of lupin, has increased the potential for over-grazing and hence the probability of wind erosion.
This article describes the economic benefit (or cost) of conserving stubble at the conservation standards.

Executive Summary
Biological diversity refers to the variety and variability among living organisms and the ecological complexes in which they occur. Diversity can be defined as the number of different items and their relative frequency. For biological diversity, these items are organized at many levels, ranging from complete ecosystems to the chemical structures that are the molecular basis of heredity. Thus, the term encompasses different ecosystems, species, genes, and their relative abundance (OTA, 1987).

The role of the Rangeland Management Branch is to promote the sustained economic use of the rangeland resource. It provides research and extension services to the pastoral industry, provides advice on the condition of the range resource to Government and provides technical information on rangelands to other rangeland managers. A principal objective to be met in fulfilling that role is the development and promotion of economically efficient place systems that conserve the rangeland resource.
