The information supplied in this report presents monitoring results of water quality, phytoplankton biomass, phytoplankton abundance and taxonomic composition, and bacteriological parameters measured by the City of Tampa Bay Study Group at three stations in the TBC and two stations in the Hillsborough river, upstream of the City of Tampa dam (Figure 1). The time period discussed in this report is from the start of the program in the 1984 through 1991. Results of the measured parameters are presented as annual means, climatological means and summary statistics for the study period.

The proposed study will examine effects of nutrient limitation on phytoplankton growth rates in Tampa Bay. The response of growth rate to changes in nutrient additions will be indicated through changes in algal biomass (chlorophyll-a) and fixation of CO2 (C‑14 uptake). The selected method is similar to methods currently used by the states of Maryland and Virginia for determination of nutrient limitation in Chesapeake Bay waters (Fisher et al. 1992a and b). Hillsborough Bay, the eastern uppermost section of the Tampa Bay system, is surrounded by a large metropolitan complex, supports extensive industrial activity, and serves as a major shipping port of fertilizer products. The Bay was determined to be highly eutrophic during the late 1960s. The City of Tampa's primary sewage treatment plant and runoff from fertilizer industry activities were considered as the major sources of excessive nutrient loading. Hillsborough Bay is the northeast lobe of Tampa Bay, the largest open water estuary on Florida's west coast. For a complete description of the setting and previous works, the reader is referred to Doyle, et al. (1989). The Phase I study of fine-grained sediments in Hillsborough Bay (Brooks and Doyle, 1989) established distribution patterns and average accumulation rates of mud-dominated sediments at selected sites within the Bay over the past several thousand years. The Bay . study Group of the City of Tampa has conducted an extensive monitoring program of water quality and various biological indicator organisms in Hillsborough Bay and Middle Tampa Bay since 1978 (Figure 1). The size classification of surficial bed sediments in upper Tampa Bay, Florida, including Hillsborough Bay, Old Tampa Bay, and middle Tampa Bay south of the Interbay Peninsu la, was determined during 1987-89. Fathometer transects were performed throughout the study area to determine the reflective characteristics of the bed, and grab samples were collected to relate the fathometer data to size classifications of sediments. The data collected during this study indicate that fine bed sediments are most abundant in Hillsborough Bay and least abundant in the southern part of the study area closest to the mouth of Tampa Bay. Johansson and Lewis have documented improvements in water quality apparently associated with concurrent improvements to sewage treatment, particularly at the City of Tampa's Hookers Point Sewage Treatment Plant. These improvements are at least partially responsible for the significant decreases in chlorophyll a and increase in water clarity documented in Hillsborough Bay and Middle Tampa Bay.

The present report examines the past and current relationship between nitrogen loadings and ambient chlorophyll-a eutrophic subdivision of Tampa Bay (Task 1). A management strategy for eutrophication abatement, involving the reduction of present nitrogen loadings to levels which will sustain the desirable chlorophyll-a concentration and support persistent seagrass growth in the near future, is also presented for Hillsborough Bay (Task 3). The urgent need for a comprehensive long-term water quality and loading source monitoring program, specifically for Hillsborough Bay, is also discussed (Task 4).

The City of Tampa was implicated as a major point source polluter of Hillsborough Bay based on its release since 1951 of primary treated wastewater effluent into the bay. To alleviate nutrient loads into Hillsborough Bay, the City of Tampa upgraded its Hooker's Point facility to advanced wastewater treatment (AWT) with a 60 MGD capacity. The transformation from primary treatment to advanced was successive.

The primary objective of this project, one phase of a potentially larger investigation on sediments of Hillsborough Bay, was to determine vertical distribution patterns of mud-dominated sediments. Vertical distribution patterns represent the recent geologic history of the study area. For this project the term 'recent geologic history' refers to the past several thousand years, or the period since being flooded by the Holocene rise of sea level.

The City of Tampa Bay Study Group has noticed high numbers of an anural solitary mogulid tunicate, of an unknown ascidian species, dominating some bottom communities of Hillsborough Bay during the winter. Ascidian concentrations have been found in excess of 4000/me , and lengths have ranged from O.25mm to 20mm for larvae and adults, respectively. Coincident with these high ascidian concentrations, excellent water clarity has been observed, where the bay bottom is visible through water of 2 to 3m depths. This initial phase of the project involves assessing the present state of knowledge of sediments in Tampa Bay and the identification of data gaps, or areas where more detailed information is required to achieve project objectives. The literature search produced 273 data sources that from their abstracts in the data base are applicable to the project (Appendix I). Data sources were reviewed by experts in the fields of sedimentology, nutrient chemistry, organic geochemistry, trace metal and radionuclide geochemistry, and benthic biology who then contributed the following summary sections.

The Bay Study Group intends to periodically monitor seagrass coverage, seagrass speciecs composition, and C. prolifera coverage within Hillsborough Bay and adjacent waters. Potential relationships between various environmental parameters and seagrass coverage will be investigated. Results should provide valuable information concerning natural seagrass renewal and rates of seagrass growth. Such information is much needed in order to make sound decisions concerning seagrass restoration and viable mitigation options.
