This report primarily examines relationships between the tunicate B. digonas and several water quality parameters, with emphasis on chlorophyll-a concentrations, for the period September 1996 through March 1998. This study period encompasses two complete September to March periods which, based on surveys in previous years by the BSG, has proven to be the time of year when hatched stages of the tunicate generally can be expected to be present on the bay bottom. However, the report also examines water quality and tunicate information gathered for several years prior to 1996.

(L TI) and the Southwest Florida Water Management District (SWFWMD) for a diagnostic assessment study of the Upper Hillsborough River watershed. The Hillsborough River drains more than 695 mi2 of predominantly agricultural lands in Pasco, Polk, and Hillsborough Counties. The present investigation focused on a 650 mi2 area encompassing the northern and central drainage segments of the Hillsborough River Watershed (Figure E-1). The amount of phytoplankton present in Tampa Bay waters can be estimated from measurements of the green plant pigment chlorophyll-a. Phytoplankton is one of several major forms of plants that exist in Tampa Bay and most other estuaries. Other major plant types are submerged seagrass, macro-algae and benthic micro-algae. The different plants can be viewed as being in competition with each other for required resources, such as light and nutrients. Studies conducted in urbanized estuaries have shown that excessive loading of nitrogen generally is accompanied by an increase of phytoplankton and macro-algae, including epiphytic and drift macro-algae, and by a …

In this bay segment, seagrass cover has increased from near zero in 1984 to about 40 ha in 1996. The seagrass expansion apparently started in response to water quality improvements which occurred more than a decade ago and which in turn followed a large reduction in nitrogen loading form primarily domestic and industrial point-sources. Although this nutrient reduction occurred almost two decades ago it is most likely still contributes to the current seagrass expansion.

Cultural eutrophication driven by anthropogenic nutrient loadings has been identified as a priority problem affecting the water quality of Tampa Bay. Bay management programs therefore wish to control future nutrient loads, an effort that will be complicated by the continuing population growth projected for the watershed in coming decades. The eutrophication management efforts is "resource-based" seeking to maintain water clarity in the bay that is adequate to support seagrass at target acreage levels. Among the factors affecting water clarity, anthropogenic nitrogen loadings and corresponding increases in phytoplankton density appear most amenable to management.

Whereas ambient surface water monitoring in Pinellas County had been limited and sporadic in the past, there has recently been a renewed interest in monitoring programs. Partly this has been encouraged by the activities of the National Estuary Program and the mandates of the federal NPDES Municipal Storm Sewer permitting program. In the case of Pinellas County, the County's Comprehensive Plan, adopted in 1989, mandated the implementation of ambient water quality monitoring in the waters of the County. The first annual report of monitoring results was published in December, 1992 (Moores, et. al., 1992).

In response to the requirement by DER, the City of Tampa, Department of Sanitary Sewers, has contracted with Dr. Vargo at USF-MSI to conduct nutrient enrichment experiments using the U.S. EPA approved "Marine Algal Assay Procedure: Bottle Test" (U.S. EPA 1974) with the green alga Dunaliella tertiolecta as the assay organism. Refer to the USF study plan (Vargo 1993) for details of this bioassay test. All field sampling for the USF bioassay will be performed by City of Tampa Bay Study Group (COT-BSG) personnel. Y. Peter Sheng, the Principal Investigator of the proposed study, has developed and applied three-dimensional hydrodynamic models since 1972. These models were developed for a variety of water bodies (including estuaries, lakes, and coastal waters) for a variety of government agencies (e.g., USEPA, USGS, SBNEP, USAE, SFWMD, and SJRWMD) and petroleum companies (Standard Oil and Mobil) to solve a variety of problems. Basically, the nature of the problem and the water body determines the purpose of the modeling study and hence the features and capabilities of the model.
