There is a need for improved drought monitoring and assessment methods in the United States. Drought is the most costly natural disaster [Federal Emergency Management Agancy (FEMA 1995; Wilhite 2000)], but it is often neglected by developers of assessment and forecast products. Drought is more nebulous than other disasters and does not lend itself to traditional assessments or forecast methods. Its relatively slow onset and the complexity of its impacts are reasons for the new assessment methodology. Improvements in drought monitoring and forecasting techniques will allow for better preparation, lead to better management practices, and reduce the vulnerability of society …

The purpose of this Flood Insurance Study is to investigate the existence and severity of flood hazards in the City of Lehi, Utah County, Utah, and to aid in the administration of the National Flood Insurance Act of 1968 and the Flood Disaster Protection Act of 1973. Initial use of this information will be to convert Lehi to the regular program of flood insurance by the Federal Insurance Administration. Further use of the information will be made by local and regional planners in their efforts to promote sound land use and flood plain development.

Multi-Resolution Land Characterization 2000 (MRLC 2000) is a second-generation federal consortium to create an updated pool of nation-wide Landsat 7 imagery, and derive a second-generation National Land Cover Database (NLCD 2000). This multi-layer, multisource database will include a suite of 30-meter resolution data that will serve as standardized ingredients for the production of land cover – both nationally and locally. This database will also provide the framework to allow flexibility in developing and applying suites of independent data layers. A new tasseled cap transformation based on Landsat 7 at-satellite reflectance was developed. This transformation is most appropriate for regional applications where atmospheric correction is not feasible. The brightness, greenness and wetness of the derived transformation collectively explained over 97% of the spectral variance of the individual scenes used in this study.

Concerns about possible effects of lead-mining activities on the water quality of federally protected streams located in southeastern Missouri prompted a suite of multidisciplinary studies to be conducted by the U.S. Geological Survey. As part of this investigation, a series of biological studies were initiated in 2001 for streams in the current mining region and the prospecting area. In this report, results are examined for trace elements and other selected chemical measurements in sediment, surface water, and sediment interstitial (pore) water sampled between 2002 and 2005 in association with these biological studies. Fish were collected in late 1995 from 34 National Contaminant Biomonitoring Program (NCBP) stations and 13 National Water Quality Assessment Program (NAWQA) stations in the Mississippi River basin (MRB) and in late 1996 from a reference site in West Virginia. Four composite samples, each comprising (nominally) 10 adult common carp (Cyprinus carpio) or black bass (Micropterus spp.) of the same sex, were collected from each site and analyzed for organochlorine chemical residues by gas chromatography with electron capture detection. At the NCBP stations, which are located on relatively large rivers, concentrations of organochlorine chemical residues were generally lower than …

Evidence For The Timing And Duration Of The Last Interglacial Period From High-Precision Uranium-Series Ages Of Corals On Tectonically Stable Coastlines, Daniel R. Muhs

The last interglacial period has a timing and duration that can be estimated from U-series dating of emergent, coral-bearing deposits on tectonically stable coastlines. High-precision dating from Bermuda, the Bahamas, Hawaii, and Australia suggests that the last interglacial period had a sea level at least as high as present from ∼128,000 to 116,000 yr B.P. Sea level reached a near-present level more quickly after the close of the penultimate glacial period than at the close of the last glacial period and the duration of high sea level is longer than that implied by the deep-sea record.

We have collected and analyzed a series of water samples from three closed-basin lakes (Lakes Bonney, Fryxell, and Hoare) in Taylor Valley, Antarctica, and the streams that flow into them. In all three lakes, the hypolimnetic waters have different 87Sr/86Sr ratios than the surface waters, with the deep water of Lakes Fryxell and Hoare being less radiogenic than the surface waters. The opposite occurs in Lake Bonney. The Lake Fryxell isotopic ratios are lower than modern-day ocean water and most of the whole-rock ratios of the surrounding geologic materials. Regional Landsat applications often rely on clear and near cloud-free images. With the spectral value being represented by digital number (DN), however, such images contain substantial noises. A significant proportion of such noises can be normalized by converting the DN to at-satellite reflectance value. Being physically based and ready to automate, the conversion method can serve as a first order normalization of Landsat 7 images, making it possible to derive land surface information from such images more consistently.

The Multi-Resolution Land Characteristics (MRLC) consortium was initiated in early 1990s to address the need for consistently developed national and regional land cover data (Loveland and Shaw, 1996). Through this consortium, a 1992-vintage National Land Cover Dataset (NLCD) was developed for the conterminous United States (Vogelmann et al., 2001), and a second generation National Land Cover Dataset (NLCD 2000) will be developed using 2000-vintage Landsat 7 Enhanced Thematic Mapper Plus (ETM+) images and ancillary data. We assessed the effects on fish of lead (Pb) released to streams by smelters located in Trail, BC (Canada), E. Helena, MT, Herculaneum, MO, and Glover, MO. Fish were collected by electrofishing from sites located downstream of smelters and from reference sites. Blood from each fish was analyzed for δ-aminolevulinic acid dehydratase (ALAD) activity and hemoglobin (Hb), and samples of blood, liver, or carcass were analyzed for Pb, zinc (Zn), or both. The Thematic Mapper (TM) instruments on board Landsats 4 and 5 provide high-quality imagery appropriate for many different applications, including land cover mapping, landscape ecology, and change detection. Precise calibration was considered to be critical to the success of the Landsat 7 mission and, thus, issues of calibration were given high priority during the development of the Enhanced Thematic Mapper Plus (ETM+). Fundulus heteroclitus embryos were exposed to 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) during early development using nanoinjection or water bath exposure. TCDD caused developmental abnormalities that included hemorrhaging, loss of vascular integrity, edema, stunted development and death. The LC50 and LD50 of TCDD for Fundulus embryos were ~19.7 ± 9.5 pg TCDD/µl (water bath) and 0.25 ± 0.09 ng TCDD/g embryo (nanoinjection). To identify a possible cause for these developmental abnormalities we analyzed the effects of TCDD on apoptotic cell death and cytochrome P4501A (CYP1A) expression in the embryos. The K index was developed by Bartels in 1939 as an estimate of the level of geomagnetic activity caused by the Sun. This index was computed manually every three hours at geomagnetic observatories using the magnetic traces of the surface planetary magnetic field. In 1991, the International Association of Geomagnetism and Aeronomy approved four additional methods to compute the K index; all of them were computer algorithms. One of the approved methods, the Wilson code, recently underwent some modifications. The U.S. Geological Survey Land Cover Trends Project is releasing a 1973–2000 time-series land-use/land-cover dataset for the conterminous United States. The dataset contains 5 dates of land-use/land-cover data for 2,688 sample blocks randomly selected within 84 ecological regions. The nominal dates of the land-use/land-cover maps are 1973, 1980, 1986, 1992, and 2000. The land-use/land-cover maps were classified manually from Landsat Multispectral Scanner, Thematic Mapper, and Enhanced Thematic Mapper Plus imagery using a modified Anderson Level I classification scheme. The resulting land-use/land-cover data has a 60-meter resolution and the projection is set to Albers Equal-Area Conic, North American Datum of 1983. …

The meta-population viability analysis package, vortex, was used to examine viability and recovery objectives for piping plovers Charadrius melodus, an endangered shorebird that breeds in three distinct regions of North America. Baseline models indicate that while Atlantic Coast populations, under current management practices, are at little risk of near-term extinction, Great Plains and Great Lakes populations require 36% higher mean fecundity for a significant probability of persisting for the next 100 years. Meta-population structure (i.e. the delineation of populations within the meta-population) and inter-population dispersal rates had varying effects on model results; however, spatially-structured meta-populations exhibited lower viability than …

An enzyme-linked immunosorbent assay (ELISA) was developed on the basis of testing a single dilution of serum to quantify the level of antibody to the p57 protein of Renibacterium salmoninarum in sockeye salmon (Oncorhynchus nerka). The levels of antibody were interpolated from a standard curve constructed by relating the optical densities (OD) produced by several dilutions of a high-titer rainbow trout (O. mykiss) antiserum to the p57 protein. The ELISA OD values produced by as many as 36 test sera on each microplate were compared with the standard curve to calculate the antigen-specific antibody activity. Repeated …

We attempted to discern the contributions of physical habitat, water chemistry, nutrients, and contaminants from historic lead-zinc mining activities on the riffle-dwelling benthic fish community of the Spring River, a mid western warm water stream that originates in Missouri and flows into Kansas and Oklahoma. The Spring River has a fish community that includes the Neosho madtom Noturus placidus, a species federally listed as threatened. Production of low-level radioactive waste (LLRW) has created a need for safe storage facilities. These facilities must be capable of isolating radioactive waste and preventing contamination from physical or biological intrusion until the waste material is isotopically stable. At the present time, managers of the Idaho National Engineering and Environmental Laboratory (INEEL) have a substantial database characterizing rainfall events and the subsequent impact on integrity of shallow land burial sites used for storage of LLRW. This information will be used by the City of Santa Clara to update existing floodplain regulations as part of the Regular Phase of the National Flood Insurance Program (NFIP). The Information will also be used by local and regional planners to further promote sound land use and floodplain development.

Droughts are difficult to detect and monitor. Drought indices, most commonly the Palmer Drought Severity Index (PDSI), have been used with limited success as operational drought monitoring tools and triggers for policy responses. Recently, a new index, the Standardized Precipitation Index (SPI), was developed to improve drought detection and monitoring capabilities. The SPI has several characteristics that are an improvement over previous indices, including its simplicity and temporal flexibility, that allow its application for water resources on all timescales.
