We provide efficient parallel algorithms for the minimum separation, offset range, and optimal offset problems for single-layer channel routing. We consider all the variations of these problems that are known to have linear- time sequential solutions rather than limiting attention to the "river-routing" context, where single-sided connections are disallowed. For the minimum separation problem, we obtain O(lgN) time on a CREW PRAM or O(lgN / lglgN) time on a (common) CRCW PRAM, both with optimal work (processor- time product) of O(N), where N is the number of terminals. Senate Hearings on the GAO report on the nuclear triad and on the START treaty showed that vulnerabilities of the U.S. triad were vastly over‐stated, that the performance of new projected strategic systems was over‐estimated, and that the performance of existing U.S. strategic systems was under‐estimated. These exaggerations enhanced the psychological (Freud) aspects of the Cold War and compromised logic (Newton).
With the end of the Cold War it is imperative that we re‐examine the basic premises that guided the choices of the strategic nuclear systems. The initial bottom line is that these systems were successful in that they did …

The direct simulation Monte Carlo (DSMC) method is used to solve the three-dimensional nano-scale gas film lubrication problem between a gas bearing slider and a rotating disk, and this solution is compared to the numerical solution of the compressible Reynolds equations with the slip flow correction based on the linearized Boltzmann equation as presented by Fukui and Kaneko [molecular gas film lubrication (MGL) method] [ASME J. Tribol. 110, 253 (1988)]. In south Florida, Caribbean spiny lobsters (Panulirus argus) settle and spend their first few months in macroalgae or seagrass. After a few months, these ''algal-phase'' juveniles emerge from vegetation and, as ''postalgal-phase'' juveniles, seek refuge in crevices, often dwelling in groups. The importance of crevice shelters in determining the abundance of postalgal-phase juvenile spiny lobsters has been studied but we know little about the processes affecting lobster distribution and survival during their cryptic algal-dwelling phase. We found that postlarval supply varied independently of changes in the structure of macroalgal settlement habitat. For this reason, postlarval supply alone can not reliably …

The construction of three-dimensional, intertidal reefs resembling those widely present during colonial times in the Chesapeake Bay, but now absent due to years of overharvesting, may provide a more ecologically advantageous environment for oyster settlement and subsequent survival than present subtidal, two-dimensional habitats. We examined settlement processes on a constructed, 210 x 30 m intertidal reef composed of oyster shell. The reef was destructively and non-destructively sampled weekly throughout the summer and fall at tidal heights ranging from 30 cm above to 90 cm below mean low water (MLW) and at two substrate levels (reef surface and 10 cm below …

My experiences with the ratification of the Strategic Arms Reduction Treaty, the Threshold Test Ban Treaty, and the Conventional Armed Forces in Europe Treaty have led me to conclude that presenting technical issues early in the process greatly reduces their politicization during the ratification end game. Using the ZEUS detector at the HERA electron-proton collider, we have searched for lepton flavor violation in ep collisions at a center-of-mass energy (√s) of 300 GeV. Events of the type e + p → ℓ + X with a final-state lepton of high transverse momentum, ℓ = μ or τ, were sought. No evidence was found for lepton flavor violation in the combined 1993 and 1994 data samples, for which the integrated luminosities were 0.84 pb-1 for e-p collisions and 2.94 pb-1 for e+p collisions. Limits on coupling vs. mass are provided for leptoquarks and R-parity violating squarks. For …

Diffractive dissociation of quasi-real photons at a photon-proton centre of mass energy of W ≈ 200 GeV is studied with the ZEUS detector at HERA. The process under consideration is γp → XN, where X is the diffractively dissociated photon system of mass MX and N is either a proton or a nucleonic system with mass MN < 2 GeV. The cross section for this process in the interval 3 < MX < 24 GeV relative to the total photoproduction cross section was measured to be σDpartial/σtot = 6.2 ± 0.2(stat) ± 1.4(syst)%. After extrapolating this result to the mass interval of mφ2 < MX2 < 0.05W2 and correcting it for proton dissociation, the fraction of the total cross section attributed to single diffractive photon dissociation, γp → Xp, is found to be σSD/σtot = 13.3 ± 0.5(stat) ± 3.6(syst)%. The mass spectrum of the dissociated photon system in the interval 8 < MX < 24 GeV can be described by the triple pomeron (IP IP IP) diagram with an effective pomeron intercept of αIP(0) = 1.12 ± 0.04(stat) ± 0.08(syst). The cross section for photon dissociation in the range 3 < MX < 8 GeV is significantly higher than that expected from the triple pomeron amplitude describing the region 8 < MX < 24 GeV. Assuming that this discrepancy is due to a pomeron-pomeron-reggeon (IP IP IR) term, its contribution to the diffractive cross section in the interval 3 < MX < 24 GeV is estimated to be fIP IP IR = 26 ± 3(stat) ± 12(syst)%. © Springer-Verlag 1997.

Optical studies have been conducted upon CdGeAs2 and ZnGeP2, two of the most promising semiconductors being developed for mid-infrared non-linear optics applications. These experiments included photoluminescence (PL) studies of both compounds as well as photoreflectance (PR) measurements upon CdGeAs2. In addition, Hall effect measurements were carried out upon CdGeAs2, to aid in interpretation of the optical data. PL was measured as a function of laser power, sample temperature, and crystal orientation for CdGeAs2. One broad weak peak near 0.38 eV, and another somewhat narrower and often far brighter peak near 0.57 …

The U.5. Environmental Protection Agency's (EPA Science Advisory Board, in its report Reducing Risk: Priorities and Strategies for Environmental Protection (U.S. EPA, 1990), identified the highest priority environmental risks to the United States, based primarily on geographic extent and irreversibility of effects. Habitat modification and loss of species diversity were ranked at the highest level of ecological risk. Habitat and species diversity are tightly coupled; species diversity at a regional level cannot be maintained without maintaining quality habitat. The Science Advisory Board expressed the view shared by many ecologists that natural habitats and their associated assemblages of plants and animals …
