No Need For Certainty In Animal Sentience, Yew Kwang Ng

This commentary supports Crump et al.’s (2022) point that where risks to welfare are severe, strong evidence of sentience is sufficient to warrant protecting welfare. Crump et al.’s eight criteria for sentience are also useful. Flexible decision-making (5) and flexible behaviour (6) are consistent with Ng (1995). The concession that the “no-need-for-sentience” proposition is unnecessary also strengthens the importance of the target article’s conclusions.

Crump et al. provide eight criteria for evaluating sentience in decapods, with scope for for application to other taxa. Their work has attracted the interest of policymakers. This commentary discusses the limitations of conceptual and legal acknowledgement of sentience in chainging practice and public attitudes. More work is needed. Social science may be able to help.

The eight criteria proposed in Crump et al.’s framework for evaluating pain sentience in decapod crustaceans are just the tip of the iceberg when it comes to markers that could increase confidence in an animal’s sentience more generally. The criteria proposed by Crump et al. are based on various cognitive roles associated with sentience. A subset of them may be sufficient for certain kinds of welfare, but the presence of all of them should be considered as clearly sufficient for substantial kinds of legal protection based on their relation to capacities that we consider essential for moral standing in human beings.

We worked alongside the high school students of the Green Team with our mentor Rachel Warners on various Plaster Creek Projects. We joined PCS in restoring our watershed through native landscaping, meeting community leaders, learning about environmental injustice, hearing about careers in the environmental field, and learning in the classroom about watershed ecology and reconciliation. A key focus of our work is to develop personal relationships with the students and to be an open and relatable resource of what college life is like and our vocational journeys to get there. To manage crane habitat on the Mississippi Sandhill Crane National Wildlife Refuge during 2017-2019, 5,822 ha were treated with prescribed burns, 648 ha of woody vegetation were removed, 97 ha of invasive plants were chemically treated, and 1.2 ha of crops were planted. Mississippi sandhill crane (Grus canadensis pulla) use responded to habitat treatment; 348 of 349 VHF radio locations were in treated areas. There were 316 target predators removed. Eighteen captive-reared juveniles were acclimated and released. We detected an average of 38 nests per year, including a record 40 nests in 2019. Fifteen chicks fledged in 2019, …

Since the 10-year status update in 2011, the first parent-reared whooping cranes (Grus americana) were released in the Eastern Migratory Population, the ultralight program (UL) ended, and cranes were released at new sites in eastern Wisconsin. During 2011-2020, 117 captive-reared whooping cranes were released; 75 costume-reared (35 in UL and 40 in the Direct Autumn Release program) and 42 parent-reared. There were no significant differences in 1- or 3-year survival rates based on rearing technique or release site. The population size remained at about 100 cranes during 2010-2018 but then decreased during 2018-2020 due to a reduced number …

We studied trends in nesting, number of chicks fledged annually, and their environmental and biotic drivers in the wild population of Mississippi sandhill cranes (Grus canadensis pulla) on Mississippi Sandhill Crane National Wildlife Refuge during 1991-2018. Population size, number of nests, and number of chicks fledged annually increased slowly but significantly over the course of the study. Increases in population size were related to both number of wild-reared chicks fledged annually and number of captive-reared chicks released each year, but wild-reared chicks had significantly higher survivorship than captive-reared chicks. As crane researchers and conservationists, our overarching objective is to learn and gather information about our study subjects while doing as little harm as possible. New technologies may be emerging too rapidly for researchers to assess the effectiveness or potential adverse effects of the devices, despite the ease and increasing accuracy of the information they provide. Nest desertion due to harassment by black flies (Simulium annulus and S. johannseni) during incubation has been a major factor inhibiting success of the reintroduced Eastern Migratory Population of whooping cranes (Grus americana). To avoid this problem, which was prevalent in the core reintroduction area in central Wisconsin, the Whooping Crane Eastern Partnership changed the primary reintroduction area to eastern Wisconsin in 2011. Wild pigs (Sus scrofa) are a prolific invasive species throughout many regions of the world that cause extensive economic and environmental damage. Trapping is a common strategy for reducing their populations with baits (i.e., food) and attractants (e.g., scents) used to lure wild pigs into traps. However, there is little information on which scent attractants may attract wild pigs more readily and rapidly across regions and seasons. The brown treesnake (BTS) (Boiga irregularis) invasion on Guåhan (in English, Guam) led to the extirpation of nearly all native forest birds. In recent years, methods have been developed to reduce BTS abundance on a landscape scale. To help assess the prospects for the successful reintroduction of native birds to Guåhan following BTS suppression, we modeled bird population persistence based on their life history characteristics and relative sensitivity to BTS predation. There may be few stories in the annals of wildlife management that are as dramatic as the near demise and comeback of the black-footed ferret (Mustela nigripes). Endemic only to North America, this charming little carnivore found only in the continent’s central grasslands was hardly known to science until the mid-20th century. By then, vast colonies of the prey it depended on for food and shelter, the prairie dog (Cynomys spp.), had been wiped out through disease (sylvatic plague) and an agricultural industry with little tolerance for burrowing and grazing rodents. Reintroduction of an Eastern Migratory Population (EMP) of whooping cranes (Grus americana) in the United States by release of captive-reared individuals began in 2001. As of 2020, the EMP has approximately 21 breeding pairs and has had limited recruitment of wild-hatched individuals, thus captive-reared juveniles continue to be released into breeding areas in Wisconsin to maintain the population. We investigated the effects of release techniques on survival, behavior, site fidelity, and conspecific associations of 42 captive-parent-reared whooping cranes released during 2013-2019 into the EMP. Vigilance plays an important role in the detection of possible threats and reducing the risk of predation, including during the incubation period. We examined the visual vigilance of incubating whooping cranes (Grus americana) in Juneau County, Wisconsin, during the 2019 nesting season. We deployed 9 trail cameras and tagged crane presence and behavior in 32,801 photos which were used in our analysis. We assessed individual nest and environmental variables and their effects on vigilant behavior of incubating cranes using linear mixed-models. Whooping crane (Grus americana) migratory stopovers can vary in length from hours to more than a month. Stopover sites provide food resources and safety essential for the completion of migration. Factors such as weather, climate, demographics of migrating groups, and physiological condition of migrants influence migratory movements of cranes (Gruidae) to varying degrees. However, little research has examined the relationship between habitat characteristics and stopover stay length in cranes. Mercury is a global pollutant that is released into our environment by natural and anthropogenic processes resulting in extensive studies conducted on mercury cycling in aquatic ecosystems which has led to the issuance of human-health-based fish-consumption advisories. We examined total mercury concentrations in Walleye Sander vitreus from Upper and Lower Red Lakes, located in north central Minnesota, between 2019 and 2020. Upper and Lower Red Lake form a contiguous water body consisting of two large (483.1 and 665.6 km2, respectively) basins that are naturally connected by a 1.4 km-wide strait. Coastal habitats provide crucial nursery habitat for predatory fishes, but they are in decline worldwide, impacting economically important fisheries. Habitat restoration can simultaneously mitigate the effects of habitat loss and benefit predators (e.g., sportfish), although this relationship is understudied. Here, the response of juvenile sportfish to oyster reef and living shoreline restoration is compared to controls in the Indian River Lagoon, Florida prior to and following restoration for up to three years through examination of community (diversity, assemblage), population (abundance), biometric (size, body condition), ontogenetic, and trophic (gut contents, stable isotopes) dynamics. The bidirectional dynamics between species and their biotic and abiotic environments, known as eco-evolutionary feedbacks, may shift the direction of evolution and alter the ecological role of species. Alewife, Alosa pseudoharengus, is an exemplary species to study reciprocal feedbacks between ecology and evolution, owing to repeated independent derivations of a landlocked life history from an ancestral anadromous form. In this study we analysed the reproductive allocation during the spawning season in a landlocked Alewife population in the context of eco-evolutionary feedbacks. The Black-Bellied Whistling-Duck (Dendrocygna autumnalis) was a rare bird first reported from Arkansas in 1982, when it was seen in Hempstead Co. in southwestern Arkansas. Observations surged in parts of the state about 2005, then again about 2016, and the bird is now fairly common seasonally in many parts of the state. By use of online sources for citizen science, we elucidate the history of occurrence and present analysis of seasonal distribution of this bird in Arkansas. A framework for studying sentience in decapods is of great value, but how high a cost (in suffering) to each individual decapod (or any animal) is warranted for collecting scientific evidence of sentience? The lack of evidence for some of the target article’s proposed criteria surely results from the fact that research is focused mainly on biomedical studies, ecotoxicology, and commercial production, with decapod sentience and welfare seen as only a secondary research topic. I draw attention also to the possibility of a wider framework that includes all felt experiences, from suffering to pleasure.

In the target article Crump et al. present 8 criteria to assess whether decapods experience pain. Four of these -- sensory integration, motivational trade-offs, flexible self-protection, and associative learning -- could be used to assess sentience in general. In this commentary I discuss difficulties with using these criteria to provide evidence of sentience in decapods, particularly if this evidence is to change public opinion and policies. These difficulties are lack of evidence, the potential to eventually explain the neurobiological basis of the behaviors chosen as criteria, thereby eliminating any explanatory work for sentience, and the reluctance to bring animals that …

Crump et al.’s contribution to assessing whether decapods feel pain raises an important question: Is pain distributed unevenly across the order? The case for pain appears stronger in Pleocyemata than in Dendrobranchiata. Some studies report pain avoidance behaviors in Dendrobranchiata (Penaeidae) shrimp, but further studies are needed to determine whether the chemicals used are acting as analgesics to relieve pain, or as soporifics to reduce overall alertness. If the latter, the most farmed shrimp species may not require the same level of protection as crabs, crayfish, and lobsters.

Strong points of the target article by Crump et al. are that it offers clear criteria for judging whether decapods are sentient, an effective semi-quantitative grading system for this purpose, and an astute, critical review of the literature. It concludes plausibly that major subgroups of decapods are sentient. A minor problem is that it includes classical, Pavlovian learning as a marker of sentience along with the more valid marker of complex (e.g., operant) learning. This commentary provides an overview of the practical implications of attributing sentience to protect decapods as food, companion and research animals in the UK context. Recognising their capacity to suffer has implications for humane slaughter in farming and fishing sectors. It should also place a greater duty of care on owners of captive decapods, considering their needs and avoiding unnecessary suffering. The recognition of decapod sentience should also have an impact on their protection as research animals, although research with a potential to cause suffering may be needed to better understand decapods’ capacity to suffer.

Crump et al. define eight criteria indicating sentience in animals, with a focus on pain. Here, we point out the risk of false negative or false positive diagnoses of pain. Criteria of different levels of inclusivity are useful for using the precautionary principle in animal welfare considerations, and for more formal scientific evidence of pain. We suggest tightening the criteria -- from more general evidence of sentience to pain alone -- because crucial evidence for animal welfare decisions might otherwise be missed for animals subjected to invasive and injurious procedures.

The rigorous framework for research into potential pain in decapods was successful in allowing legislators in the United Kingdom to evaluate a complex scientific issue. However, it might produce problems for research. I discuss doubts about the usefulness of the eight criteria. Some have yet to receive any investigation and others do not allow much inference about pain. In addition, some existing studies are not covered in the framework. Most worrying, however, is the potential for stifling future research of novel areas that are excluded from the framework.

Most commentaries on our target article broadly support our approach to evaluating evidence of animal sentience. In this Response, we clarify the framework’s purpose and address criticisms of our criteria. A recurring theme is that a framework to synthesise current evidence of sentience is not the same as an agenda for future directions in animal sentience research. Although future directions are valuable, our framework aims to evaluate existing evidence and inform animal welfare legislation.
