The United States Air Force (USAF) is currently experiencing a period of high operations tempo and overseas deployments have become frequent. These deployments will leave home installations short manned. Some amount of risk is incurred by the home installation as a result of the short manning. For an organization, such as an USAF Fire and Emergency Services (FES) flight, whose primary responsibility is the protection of life and property, the incurred risk could be catastrophic. The paper describes the use of multiple objective decision analysis to qualitatively and quantitatively assess the quality of an endangered watershed and guide future efforts to improve the quality of the watershed. The Upham Brook watershed is an urban watershed that lies at the interface of declining inner city Richmond, Virginia and growth-oriented Henrico County. A section of stream within the watershed has been identified as so dangerously polluted that it threatens the health of the residents who live within the watershed boundaries. One of the many complexities of multinational coalition operations stems from differences in culture, military procedures, and command and control processes between the cooperating command centers. These differences can influence the interactions between decision makers of different command centers and can affect the outcome of the coalition operation. A coalition model, composed of individual models of the five-stage interacting decision maker model, was used in a virtual experiment. The subjective parameters included in the decision maker model can be any attribute that characterizes the heterogeneity of the decision makers. A systems engineering approach to the development of a radically different kind of surface combatant ship is presented, followed by a preliminary design of the ship shown by the analysis to be most effective. The requirement for the project was the development of a ship which would provide a major increase in the missile firepower of a battlegroup. The study conducts an analysis of four warfare scenarios and evaluates the effectiveness of replacing some Aegis ships with the missile carrier (CMX) and examines the relative utility of varying missile loads for the CMX.
