The Air Littoral: Another Look, Maximilian K. Bremer, Kelly A. Grieco
The US Army War College Quarterly: Parameters
Assessing threats to the air littoral, the airspace between ground forces and high-end fighters and bombers, requires a paradigm change in American military thinking about verticality. This article explores the consequences of domain convergence, specifically for the Army and Air Force’s different concepts of control. It will assist US military and policy practitioners in conceptualizing the air littoral and in thinking more vertically about the air and land domains and the challenges of domain convergence.

Risk Management And Biases In How Drivers Respond To Nuisance Flooding, Saige Hill, Juita-Elena (Wie) Yusuf, Burton St. John Iii, Pragati Rawat, Carol Considine

Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. Specifically, we discuss how drivers in the Hampton Roads region of southeastern coastal Virginia obtain information about road flooding, how they respond, …

Statistical evidence suggests Army battalion commanders are significant determinants of the retention of their lieutenants—especially high-potential lieutenants. Further, this so-called Battalion Commander Effect should be included in brigadier general promotion board assessments and used to inform officer professional military education curricula.

The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

Using US military aid as a lever to achieve human rights reforms has proven only marginally effective. This article examines the approaches employed by the Obama and Trump administrations to US military aid to Egypt and proposes practical steps that can be taken by policymakers and the military personnel on the ground to advance US human rights values.

The concept of hybrid war has evolved from operational-level use of military means and methods in war toward strategic-level use of nonmilitary means in a gray zone below the threshold of war. This article considers this evolution and its implications for strategy and the military profession by contrasting past and current use of the hybrid war concept and raising critical questions for policy and military practitioners.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

Inherent safety (IS) refers to a set of measures that enhance the safety level of processes and equipment, rendering additional equipment and/or add-ons. The early design phase of processes is suited best for implementation of IS strategies as some of such strategies either are impossible to be implemented at the operation phase or substantially increase costs. The purpose of this study is to present a new approach called genetic algorithm process optimization (GAPO), by which processes can be made inherently safer even at the operation phase. Technological advances such as cyber physical systems and autonomous vehicles combined with increased disruptions including the Covid-19 pandemic and coastal natural disasters have heightened the importance of port risk analysis methodologies and frameworks that can accurately quantify and optimize resilience. This work presents the conceptual development of a novel combination of analysis methodologies linking a probabilistic graphic approach on a network of risk events with a functional dependency approach on a system network. Backing Up Into Advocacy: The Case Of Smartphone Driver Distraction, Robert Rosenberger
The Journal of Sociotechnical Critique
For the last decade, I’ve been studying the topic of the driving impairment of smartphones. While this began as an exclusively academic project, it has increasingly compelled public engagement. One example of this came in an opinion piece I wrote in 2018 in response to a new traffic law. I take the opportunity here to fill out the academic backstory of this particular op-ed, reflect on how this larger project has evolved to include an unanticipated public-facing edge, and abstract some lessons about public writing.

The article presents an analysis of the implementation of a selected element of the traveler safety system used in road transport. The results of metallographic tests were presented, and the state of stress introduced to the casting by means of forming the element by means of plastic forming was analyzed. An analysis of the manufacturing process was carried out indicating the risks that may lead to cracks in the material structure. Possible causes of founding defects were pointed out and possible technological solutions were pointed out in order to avoid them.

The prevention of sports accidents must rely on a detailed knowledge of accident circumstances and risk factors. Today, very few studies have investigated in depth non-fatal drowning incidents that have occurred in public swimming pools (PSP). Learning from incidents seems likely to advance the knowledge of accident scenarios. This research study aimed to capture minor incidents that might identify safety lessons and preventive measures. Incidents of minor and major aquatic events were collected from four PSPs that had hosted 700,000 bathers per year. The offshore wind energy sector (OWE) has experienced significant growth in the last few decades. Since the inception of the very first offshore wind farm (OWF) – Vindeby – in 1991, there have been major improvements in materials, structures, aerodynamics, hydrodynamics technologies, as well as substantial developments in installation, operations, maintenance and decommissioning strategies. These advances have led to a rapid increase in the numbers and sizes of both offshore winds turbines (OWTs) and OWFs, and driven down the cost of OWE generation. Preventing cyberterrorism is becoming a necessity for individuals, organizations, and governments. However, current policies focus on technical and managerial aspects without asking for experts and non-experts values and preferences for preventing cyberterrorism. This study employs value focused thinking and public value forum to bare strategic measures and alternatives for complex policy decisions for preventing cyberterrorism. Autonomous Vehicle technology is quickly expanding its market and has found in Silicon Valley, California, a strong foothold for preliminary testing on public roads. In an effort to promote safety and transparency to consumers, the California Department of Motor Vehicles has mandated that reports of accidents involving autonomous vehicles be drafted and made available to the public. The present work shows an in-depth analysis of the accident reports filed by different manufacturers that are testing autonomous vehicles in California (testing data from September 2014 to March 2017).
