Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

Processes for remediation (removal of pollution or contaminants) of contaminated sediments have been very efficient. These technologies, which are particularly complex, call for a comprehensive approach to risk analysis which characterises all threats (to humans, equipment, local residents, the environment, etc.) . The STAMP accident model (Systems-Theoretic Accident Model and Processes) is an example of such a comprehensive approach, and it has been chosen to characterise the risks associated with Novosol (registered trademark), an innovative remediation process.

A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

Economics and Finance

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. The following are a series of cost estimate models similar in format to a typical engineer’s estimate that were developed in support of our financial impact assessment report for LD 1725. The models us current material costs, labor costs, and equipment costs for the region to provide a comparative cost analysis of seven culvert replacement scenarios. The models provide information about what the cost impact of LD 1725 would be for typical culvert replacements in Maine. The strengthening of spatial database infrastructures, further promoted by the INSPIRE Directive adopted in 2007, has led to an increased use of spatial data in planning and decision-making. Given that land-use plans are intrinsically spatial, such evidence and approaches can significantly benefit plan-making. A spatial framework could especially support the specific Strategic Environmental Assessment (SEA) aspects of the plan-making process. Spatial tools such as Geographic Information Systems (GIS) are particularly well-placed to support the environmental integration sought in SEA by providing evidence through the spatial assessment of multiple environmental datasets. The subject of this thesis is the combined use of engineering economics and survival analysis in estimating time-value of risk-related resources. The discussion includes (1) the need for sustainable risk management, (2) the importance of time-valuation of risk related resources in the allocation or selection among competing risk mitigation alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) results and examples of application in the context of prevention of risk event or mitigation of its consequences.
