The following article compares the temporality of the life-world with the digital processing. The temporality of the life-world is determined to be stretched and spontaneous. The temporality of the digital is given by discrete step-by-step points of time. Most ethical issues can be traced back to a mismatch of these two ways of processing. This creates a foundation for the ethics of the digital processing. Methodologically, phenomenological considerations are merged with media-philosophical considerations in the article.

In this paper we explore an issue that is different from whether developers are responsible for the direct impact of the software they write. We examine, instead, in what ways, and to what degree, developers are responsible for the way their software is used “downstream.” We review some key scholarship analyzing responsibility in computing ethics, including some recent work by Floridi. Collaboration between the DHS Cybersecurity and Infrastructure Security Agency (CISA) and public-sector partners has revealed that a dearth of cyber-incident data combined with the unpredictability of cyber attacks have contributed to a shortfall in first-party cyber insurance protection in the critical infrastructure community. This research explores the foundations of insurance theory and adopts behavioral manipulation methods to incentivize cyber-security investment. We validate the model by applying power industry performance data from 2013-2015 to assess risk facing the industry. Management Strategy Evaluation (MSE) is a modelling tool used to evaluate sufficiently realistic simulations of potential policy choices in complex systems. As a contribution to the Integrated Marine Biosphere Research (IMBeR) project IMBIZO V, which occurred in October 2017, a workshop was convened with the goal of developing a coherent understanding of best-practice approaches for MSEs. MSEs are becoming standard approaches to characterizing risk across fisheries management organizations globally. Persistent scatterer interferometric analyses were conducted on a stack of 84 Envisat ASAR scenes spanning 7 years (2004 to 2010) over the entire Nile Delta of Egypt and surroundings to monitor the ongoing spatial and temporal land deformation, identify the factors controlling the deformation, and model the interplay between sea level rise and land subsidence to identify areas and populations threatened by sea encroachment by the end of the 21st century. Ransomware infections have grown exponentially during the recent past to cause major disruption in operations across a range of industries including the government. Through this research, we present an analysis of 14 strains of ransomware that infect Windows platforms, and we do a comparison of Windows Application Programming Interface (API) calls made through ransomware processes with baselines of normal operating system behaviour. Unmasking Cost Growth Behavior: A Longitudinal Study, Cory N. D'Amico, Edward D. White, Jonathan D. Ritschel, Scott R. Kozlak

This article examines how cost growth factors (CGF) change over a program’s acquisition life cycle for 36 Department of Defense aircraft programs. Starting from Milestone B, the authors examine CGFs at five gateways: Critical Design Review, First Flight (FF), the end of Developmental Test and Evaluation (DT&E), Initial Operational Capability, and Full Operational Capability. Each CGF is assigned a color rating based upon the program’s cost growth: Green (low), Amber (moderate), or Red (high). Significant findings include dependencies among similar CGF color ratings and cost growth occurring primarily between FF and the end of DT&E during a program’s life cycle.

The government of North Korea has declared high-altitude EMP-capability to be a “strategic goal” and has also threatened an atmospheric test of a hydrogen bomb. Atmospheric nuclear tests have the potential to cripple satellites and the undersea cable networks critical to communication, and navigation necessary for trans-Pacific trade among the U.S., China, and other nations. When a nuclear warhead is detonated at high altitude, a series of electromagnetic pulses radiate downward within the line of sight of the blast. These pulses can disable equipment with miniature electronics and long conductors. Electric grid controls and transmission systems are especially vulnerable. Intense …

Many people tend to think that the outcome of any nuclear weapons use today will result in an escalatory situation with apocalyptic outcomes for the countries involved. Yet many factors are increasing the probability of the limited use of nuclear weapons (e.g., 1 to 20 warheads) in a range of conflict scenarios. Previous atmospheric model simulations of regional nuclear conflicts employing many relatively small bombs have been estimated to cause a global “nuclear autumn,” with great reductions in agricultural productivity, stratospheric ozone loss, and spread of hazardous radioactive fallout. The term resilience describes stress-response patterns across scientific disciplines. In ecology, advances have been made to clearly define resilience based on underlying mechanistic assumptions. Engineering resilience (rebound) is used to describe the ability of organisms to recover from adverse conditions (disturbances), which is termed the rate of recovery. By contrast, the ecological resilience definition considers a systemic change, that is, when ecosystems reorganize into a new regime following disturbance. Under this new regime, structural and functional aspects change considerably relative to the previous regime, without recovery. In this context, resilience is an emergent property of complex systems. Rainfall-induced landslides are one of the most frequent hazards on slanted terrains. They lead to considerable economic losses and fatalities worldwide. Intense storms with high-intensity and long-duration rainfall have high potential to trigger rapidly moving soil masses due to changes in pore water pressure and seepage forces. Nevertheless, regardless of the intensity-duration of the rainfall, shallow landslides are influenced by antecedent soil moisture conditions. To the present day, no system exists that dynamically interrelates these two factors.
