In this study, I propose a systematic method of detecting aircraft deviation due to air traffic controller (ATC) intervention. The aircraft deviations associated with ATC interventions are detected using a heuristic algorithm developed from analyzing the actual positions of an aircraft to its filed flight plan when the aircraft trajectories were identified as having an encounter in a loss-of-separation incident. An actual (closed-loop) flight trajectory of the Cleveland Air Route Traffic Control Center (ZOB ARTCC) was collected from the FlightAware database. This was compared with the corresponding planned (open-loop) trajectory dataset generated by the Microsoft© Flight Simulator X (FSX). I …

This dissertation analyzes the structural relationships among the Human Factors Accident Classification System levels for unmanned air vehicle and manned air vehicle accidents and the common relationships between unmanned air vehicle and manned air vehicle accident causes. The study acquired DOD HFACS accident classification data from 347 United States Air Force Class A accident reports for the years between 2000 and 2013.

Most of the studies to explore the impact of distracted driving have been descriptive in nature; i.e. the research is conducted in naturalistic settings to evaluate the performance of the driver with and without distracters. However simulation models can also be used that predict the workload for driving tasks. Using concepts from process modeling, baseline models of driving tasks can be created for different driving sequences that include the associated fine motor, visual and cognitive human resources. This study proposes a methodology to calibrate microscopic traffic flow simulation models. The proposed methodology has the capability to calibrate simultaneously all the calibration parameters as well as demand patterns for any network topology. These parameters include global and local parameters as well as driver behavior and vehicle performance parameters; all based on multiple performance measures, such as link counts and speeds. Demand patterns are included in the calibration framework in terms of turning volumes.

Mass Rapid Transit using rail is a popular mode of transport employed by millions of people in many urban cities across the world. Typically, these networks are massive, used by many and thus, can be a soft target for criminals. In this paper, we consider the problem of scheduling randomised patrols for improving security of such rail networks. Similar to existing work in randomised patrols for protecting critical infrastructure, we also employ Stackelberg Games to represent the problem. The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. In 1979, with the foundation of the Federal Emergency Management Agency (FEMA), disaster relief efforts were finally institutionalized, and the federal government acknowledged that Emergency Management included mitigation, preparedness, response and recovery activities as abbreviated 'MPRR.'

This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. Empty taxi cruising represents a wastage of resources in the context of urban taxi services. In this work, we seek to minimize such wastage. An analysis of a large trace of taxi operations reveals that the services’ inefficiency is caused by drivers’ greedy cruising behavior. We model the existing system as a continuous time Markov chain. To address the problem, we propose that each taxi be equipped with an intelligent agent that will guide the driver when cruising for passengers. This paper presents the problem of scheduling security teams to patrol a mass rapid transit rail network of a large urban city. The main objective of patrol scheduling is to deploy security teams to stations at varying time periods of the network subject to rostering as well as security-related constraints. This dissertation investigates factors that influence effective use of Knowledge Management (KM) in Counter Improvised Explosive Device (C-IED) operations in the military.

The study suggests that effective KM program is determined by the interaction of three organizational capabilities: knowledge infrastructure, knowledge process, and leadership orientation.

A self-administrated survey was conducted on 300 NATO staff officers who have served in C-IED environments. A structural equation modeling technique was used to test a set of hypotheses using 118 completed responses collected from the survey.

The purpose of this research is to explore the conceptual background of agility in knowledge management, re-conceptualize it and extend it to military applications with a special focus on Counterinsurgency (COIN).

An initial qualitative exploration of agility in knowledge management was performed.
