Securing Access To Lower-Cost Talent Globally: The Dynamics Of Active Embedding And Field Structuration, Stephan Manning, Joerg Sydow, Arnold Windeler

This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

A Pomdp Model For Guiding Taxi Cruising In A Congested Urban City, Lucas Agussurja, Hoong Chuin Lau

We consider a partially observable Markov decision process (POMDP) model for improving a taxi agent cruising decision in a congested urban city. Using real-world data provided by a large taxi company in Singapore as a guide, we derive the state transition function of the POMDP. Specifically, we model the cruising behavior of the drivers as continuous-time Markov chains. We then apply dynamic programming algorithm for finding the optimal policy of the driver agent. Using a simulation, we show that this policy is significantly better than a greedy policy in congested road network.

The aim of this research is to examine the impact of CACC (Cooperative Adaptive Cruise Control) equipped vehicles on traffic-flow characteristics of a multilane highway system. The research identifies how CACC vehicles affect the dynamics of traffic flow on a road network and demonstrates the potential benefits of reducing traffic congestion due to stop-and-go traffic conditions. An agent-based traffic simulation model is developed specifically to examine the effect of these intelligent vehicles on the traffic flow dynamics. Traffic performance metrics characterizing the evolution of traffic congestion throughout the road network, are analyzed. Different CACC penetration levels are studied.

The Aerial Refueling Scheduling Problem (ARSP) can be defined as determining the refueling completion times for fighter aircrafts (jobs) on multiple tankers (machines) to minimize the total weighted tardiness. ARSP can be modeled as a parallel machine scheduling with release times and due date-to-deadline window. ARSP assumes that the jobs have different release times, due dates, and due date-to-deadline windows between the refueling due date and a deadline to return without refueling. This article describes the Delayed Bang Approach for determining the value of risk management alternatives in critical infrastructure security. The discussion includes (1) the need for sustainable risk management (2) the importance of time valuation in evaluating competing loss prevention and loss reduction alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) hypothetical examples of the Delayed-Bang Approach and significance towards more sustainable risk management.

A temperature compensation scheme of detecting automobile exhaust gas based on fuzzy logic inference is presented in this paper. The principles of the infrared automobile exhaust gas analyzer and the influence of the environmental temperature on analyzer are discussed. A fuzzy inference system is designed to improve the measurement accuracy of the measurement equipment by reducing the measurement errors caused by environmental temperature. The case studies demonstrate the effectiveness of the proposed method. The fuzzy compensation scheme is promising as demonstrated by the simulation results in this paper.

Taxi service has undergone radical revamp in recent years. In particular, significant investments in communication system and GPS devices have improved quality of taxi services through better dispatches. In this paper, we propose to leverage on such infrastructure and build a service choice model that helps individual drivers in deciding whether to serve a specific taxi stand or not. We demonstrate the value of our model by applying it to a real-world scenario. We also highlight interesting new potential approaches that could significantly improve the quality of taxi services.

This thesis presents a case study of federal logistics support during Hurricane Katrina disaster relief operations. Data from federal contracts covering the first 10 weeks of Katrina are used to measure federal logistics activity. The study investigates whether chaos theory, part of complexity science, can extract information from Katrina contracting data to help managers make better logistics decisions during disaster relief operations. The study uses three analytical techniques: embedding, fitting the data to a logistic equation, and plotting the limit-cycle. This research uses an advanced statistical technique to expand upon the current understanding of war termination. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Open-source war data from the Correlates of War Project was analyzed using both binary and multinomial logistic regression techniques. This thesis examines the importance of a critical infrastructure rebuild strategy following a terrorist attack or natural disaster such as Hurricane Katrina. Critical infrastructures are very complex and dependent systems in which their re-establishment is an essential part of the rebuilding process. A rebuild simulation model consisting of three layers (physical, information, and spatial) captures the dependency between the six critical infrastructures modeled. We employ a simulation optimization approach to evaluate rebuild prioritization combinations with a goal of minimizing the time needed to achieve an acceptable rebuild level. The problem of finding optimal coordinated signal timing plans for a large number of traffic signals is a challenging problem because of the exponential growth in the number of joint timing plans that need to be explored as the network size grows. In this paper, the game-theoretic paradigm of fictitious play to iteratively search for a coordinated signal timing plan is employed, which improves a system-wide performance criterion for a traffic network. The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

There are many types of models for counterterrorism, explaining different problems that the military faces in the fight against terrorism. This thesis proposes that one of the fundamental assumptions underlying existing models of counterterrorism is that the struggle with terrorists can be understood as a war in the traditional sense of the term. In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Every day, over 800,000 hazmat transactions take place across the United States. This segment of transportation is expected to grow at a modest two percent a year for the foreseeable future but differences of regulations between the state and Federal level have been a growing concern for both the government and members of the hazmat industry. A patchwork of often inconsistent permits, registration requirements, and hazmat organizational structures at the state level often create barriers to the efficient means of commerce for hazmat carriers and shippers.
