The United Nations High Commissioner for Refugees has estimated that in 2015 there were 21.3 million refugees worldwide; it is estimated that 1.8 million of these persons were newly displaced during 2015. As refugees leave their country to seek the protection of another nation's government, they generally flow into urban areas. The impact of this flow on cities and on the refugees, themselves, is not fully understood. This study is focused on the impact of government policy decisions on the social, legal, and economic integration of refugees within an urban environment. Providing a high quality of service in public transportation is essential to reduce dissatisfactions stemming from traffic congestion and noise. Public transport providers need to find ways to dilute the effects of immoderate use of private cars in big cities while maintaining a sufficient level of customer satisfaction. Bike Sharing Systems (BSSs) are widely adopted in major cities of the world due to concerns associated with extensive private vehicle usage, namely, increased carbon emissions, traffic congestion and usage of nonrenewable resources. In a BSS, base stations are strategically placed throughout a city and each station is stocked with a pre-determined number of bikes at the beginning of the day. Customers hire the bikes from one station and return them at another station. This paper empirically examines whether the aging of a fleet affects operational availability and operating cost using a unique data-set on the 117 47-foot Motor Lifeboats (MLBs) of the United States Coast Guard (USCG). Procured from 1997 to 2003, the 47-foot MLB is the standard lifeboat of the USCG and all 117 MLBs remain in service. The aging of the MLB fleet has resulted in higher annual operating costs and lower operational availability, although the nature of this relationship remains unclear. Our estimation strategy utilizes an error components estimator to examine these issues. We employ three variants of the dependent …

Effective management of land-side transportation provides the competitive advantage to port terminal operators in improving services and efficient use of limited space in an urban port. We present a hybrid simulation model that combines traffic-flow modeling and discrete-event simulation for land-side port planning and evaluation of traffic conditions for a number of what-if scenarios. We design our model based on a real-world case of a bulk cargo port. Purpose: Many manufacturing companies that ship goods through full container loads found themselves under-utilizing the containers and resulting in higher carbon footprint per volume shipment. One of the reasons is the choice of non-ideal container sizes for their shipments. Consolidation fills up the containers more efficiently that reduces the overall carbon footprint. Schedules often conflict in the rail transportation industry. Operations managers assign resources and make scheduling decisions with no visibility of the revenue, cost, and profitability characteristics of the route they are manipulating. Transit speed decisions focus on ensuring trains safely reach their destination on time with little regard given to the actual service needs of the customer. Although all customers want on-time deliveries, few actually pay a premium to garner this level of preferential treatment. Operating in this type of environment results in decisions that severely erode profits.

Using open source data, this research formulates and constructs a suite of statistical models that predict future transitions into and out of violent conflict and forecasts the regional and global incidences of violent conflict over a ten-year time horizon. A total of thirty predictor variables are tested and evaluated for inclusion in twelve conditional logistic regression models, which calculate the probability that a nation will transition from its current conflict state, either In Conflict or Not in Conflict, to a new state in the following year. This paper examines contributions of Complex System Governance (CSG) as an integrating construct for the emerging fields of critical cyber-physical systems (CPS). CPS is concerned with physical entities that are controlled by computational elements. The field is relatively new, emerging, and also somewhat fragmented in development. There are multiple agencies, entities, and activities being undertaken to address a nexus of emerging issues (e.g., cybersecurity) in critical infrastructures. We are concerned with the routine crowd management problem after a major event at a known venue. Without properly design complementary transport services, such sudden crowd build-ups will overwhelm the existing infrastructure. In this paper, we introduce a novel flow-rate based model to model the dynamic movement of passengers over the transportation flow network. Based on this basic model, an integer linear programming model is proposed to solve the bus transit problem permanently. We validate our model against a real scenario in Singapore, where a newly constructed mega-stadium hosts various large events regularly. The results show that the proposed approach …

A number of cities around the world have adopted urban consolidation centers (UCCs) to address challenges of last-mile deliveries. At the UCC, goods are consolidated based on their destinations prior to their deliveries into city centers. Typically, a UCC owns a fleet of ecofriendly vehicles to carry out such deliveries. Shippers/carriers that make use of the UCC’s service hence no longer need to be restricted by timewindow and vehicle-type regulations. This dissertation contributes a framework for analysts and engineering managers to investigate and choose alternative analysis and selection methods based upon their problem and its context. It began as an investigation into the alternative analysis and selection methods used in military planning. The existing military methods were inconsistent, violated the decision science body of knowledge, and provided no guidance to the practitioner on matching methods to problems. The synchronized last mile logistics concept seeks to address, through coordinated collaboration, several challenges that hinder reliability, cost efficiency, effective resource planning, scheduling and utilization; and increasingly, sustainability objectives. Subsequently, the meeting of service level and contractual commitments are competitively impacted with any loss of efficiency. These challenges, against a backdrop of Singapore, can essentially be addressed in selected industry sectors through a better understanding of logistics structures; innovative supply chain designs and coordination of services, operations and processes coupled with concerted policies and supply chain strategies.

In the United States it is currently unknown whether the influenza surveillance system is capable of producing timely and accurate data for case estimation during an outbreak of pandemic scale. This simulation provides a preliminary evaluation of the surveillance system’s ability to collect data and produce timely and accurate trends of cases confirmed with an influenza virus. For the evaluation, a computer-based simulation of the data-collection process was used, which was validated with real demographic and epidemiologic information. Profitable tour problem (PTP) belongs to the class of vehicle routing problem (VRP) with profits seeking to maximize the difference between the total collected profit and the total cost incurred. Traditionally, PTP involves single vehicle. In this paper, we consider PTP with multiple vehicles. Unlike the classical VRP that seeks to serve all customers, PTP involves the strategic-level customer selection so as to maximize the total collected profit and the operational-level route optimization to minimize the total cost incurred. Weather accounts for the majority of congestion in the National Airspace System which highlights the importance of addressing weather uncertainty to mitigate delays, and this paper presents an effort in this direction. Firstly, a new dynamic stochastic 0-1 Integer Programming (IP) model is proposed, which models the Single Airport Ground Holding Problem (SAGHP) with respect to uncertainty in the separation between flights instead of Airport Acceptance Rate (AAR) or landing capacity.
