This study explores the characterization and implementation of a Special Sampling Scheme (SSS) for In-Phase and Quad-Phase (I/Q) down conversion utilizing top-level, portable design strategies. The SSS is an under-developed signal sampling methodology that can be used with military and industry receiver systems, specifically, United States Air Force (USAF) video receiver systems. The SSS processes a digital input signal-stream sampled at a specified sampling frequency, and down converts it into In-Phase (I) and Quad-Phase (Q) output signal-streams. The Bayesian solution for tracking a target in clutter results naturally in a target state Gaussian mixture probability density function (pdf) which is a sum of weighted Gaussian pdf's, or mixture components. As new tracking measurements are received, the number of mixture components increases without bound, and eventually a reduced-component approximation of the original Gaussian mixture pdf is necessary to evaluate the target state pdf efficiently while maintaining good tracking performance. Many approximation methods exist, but these methods are either ad hoc or use rather crude approximation techniques. Traditional monostatic Synthetic Aperture Radar (SAR) platforms force the user to choose between two image types: larger, low resolution images or smaller, high resolution images. Switching to a Wide-Angle Multistatic Synthetic Aperture Radar (WAM-SAR) approach allows formation of large high-resolution images. Unfortunately, WAM-SAR suffers from two significant implementation problems. First, wavefront curvature effects, non-linear flight paths, and warped ground planes lead to image defocusing with traditional SAR processing methods. A new 3-D monostatic/bistatic image formation routine solves the defocusing problem, correcting for all relevant wide-angle effects. Inverse SAR (ISAR) imagery from a Radar Cross Section (RCS) chamber validates this approach. …

This research introduces the concept of navigation potential, NP, to quantify the intrinsic ability to navigate using a given signal. NP theory is a new, information theory-like concept that provides a theoretical performance limit on estimating navigation parameters from a received signal that is modeled through a stochastic mapping of the transmitted signal and measurement noise. NP theory is applied to SOP-based TDOA systems in general as well as for the Gaussian case. Three-dimensional laser imaging systems offer important advantages for battlefield applications, such as night-time targeting and tactical reconnaissance. Recently developed technologies used by coherent detection systems that collect temporally resolved images include arrays of Avalanche Photo-Diodes (APD), Geiger mode APDs, and photo-diodes. Frequently, LADAR systems produce waveforms from each detector that characterize the convolution of the transmitted laser pulse with the target surface. The pulse convolution generates uncertainty as to the precise location of a target surface, which can severely impact various weapon systems' targeting capability. Optical Phased Array (OPA) technology offers advantages in the reduction of size, weight, and power of optical steering devices. Nematic liquid crystal (LC) spatial light modulators (SLMs) have been studied as a potential candidate for building non-mechanical OPAs. They can steer a laser beam and split the beam into multiple beams. This thesis builds upon the prior research showing each split beam can be individually controlled, including variation in intensity. This dissertation examines the optimization of automatic target recognition (ATR) systems when a rejection option is included. First, a comprehensive review of the literature inclusive of ATR assessment, fusion, correlated sensor data, and classifier rejection is presented. An optimization framework for the fusion of multiple sensors is then developed. This framework identifies preferred fusion rules and sensors along with rejection and receiver operating characteristic (ROC) curve thresholds without the use of explicit misclassification costs as required by a Bayes' loss function. This research examines the theory, application, and results of using Random Stepped-Frequency (RSF) waveforms to mitigate Doppler aliasing in a wide-angle Synthetic Aperture Radar (SAR) imaging scenario. Severe Doppler aliasing typically occurs in this scenario since range extent requirements force the pulse repetition frequency to a value violating the lower bound for Doppler aliasing. Building on previous research, this work expands upon RSF waveform analysis using a Linear Frequency Modulated RSF (LFM-RSF) waveform. The RSF waveform suppresses Doppler aliasing by positioning nulls at the aliased scatterer location. This research examines the performance of a spectrally encoded, multi-carrier, phase shift keying communications system in a frequency-selective, slowly-fading multipath channel. The specific communications system modeled is the transform domain communication system (TDCS) originally researched as an interference avoidance technique. Previous TDCS research assumed an additive white Gaussian noise channel, which is not representative of a realistic environment. This thesis presents overviews of previous TDCS research, the multipath fading channel, and the RAKE receiver. A commonly accepted airborne phased array radar model simplifies the analytical derivation by assuming a waveform is perfectly matched in range and Doppler shift. This assumption means the matched filter output is effectively constant for all possible received scatterer Doppler and range mismatches, greatly simplifying the analytical development from that point forward. This research removes the matched Doppler and range assumption and examines the effects of several common waveforms on the model's fidelity along with the associated impact on radar performance, both non-adaptive and adaptive. The structure from motion process creates three-dimensional models from a sequence of images. Until recently, most research in this field has been restricted to land-based imagery. This research examines the current methods of land-based structure from motion and evaluates their performance for aerial imagery. Current structure from motion algorithms search the initial image for features to track though the subsequent images. These features are used to create point correspondences between the two images. Space Situational Awareness (SSA) requires repeated object updates for orbit accuracy. Detection of unknown objects is critical. A daytime model was developed that evaluated sun flares and assessed thermal emissions from space objects. Iridium satellites generate predictable sun glints. These were used as a model baseline for daytime detections. Flares and space object thermal emissions were examined for daytime detection. A variety of geometric, material and atmospheric characteristics affected this daytime detection capability. In a photon noise limited mode, simulated Iridium flares were detected. Hyperspectral imagery providing both spatial and spectral information has diverse applications in remote sensing and scientific imaging scenarios. The development of the Chromotomographic Imaging System (CTIS) allows simultaneous collection of both spatial and spectral data by a two-dimensional (2D) focal plane detector array. Post-processing of the 2D detector data reconstructs the three-dimensional (3D) hyperspectral content of the imaged scene. This research proposes the use of an existing "signal of opportunity" - namely x-ray pulsars - to improve the accuracy and robustness of the GPS satellite and clock estimation algorithm. Improvement in satellite and clock accuracy results in a direct benefit to the user. A simulation has been developed to determine the effects of using x-ray pulsar measurements on the GPS Operational Control Segment. This research explores noise estimation techniques in an attempt to improve upon a previously developed digital burst transmission Binary Phase Shift Keyed (BPSK) demodulator. The demodulator success is dependent on the accuracy of the estimate of Power Spectral Density (PSD) of the unknown noise. Given a discrete time signal transformed into the frequency domain, the research seeks to determine if it is possible to effectively estimate the PSD of the unknown noise. The U.S. Air Force is researching the fusion of multiple classifiers. Given a finite collection of classifiers to be fused, one seeks a new classifier with improved performance. An established performance quantifier is the Receiver Operating Characteristic (ROC) curve, which allows one to view the probability of detection versus the probability of false alarm in one graph. Results for modeling, simulation, and analysis of interference effects that modern wideband signals have on existing narrowband radar system performance are presented. In particular, radar detection performance is characterized using a basic radar receiver model and operational parameters consistent with those of the ARSR-4 air route surveillance radar. Two modern wideband signals (interferers) are addressed in this work, including the GPS military signal (M-Code signal) and a direct sequence ultra wideband (DS-UWB) waveform meeting outdoor emission restrictions imposed by the Federal Communications Commission (FCC). Techniques for the non-cooperative (non-matched filter) detection of impulse-like ultra wideband signals using channelized receiver architectures are developed and evaluated. Each technique considered is modeled and simulations conducted to characterize detection performance, the results of which are compared with the detection performance of three receivers: the matched filter receiver, which provides optimum detection performance in AWGN; the radiometer, or energy detector; and the multi-aperture cross correlation receiver. It is shown that a channelized receiver (with no downconversion) can provide approximately 2.5 dB improvement over the radiometer when performing detection using the temporal-temporal matrix (TTM). The increased need for stealth aircraft requires an on-site Far-Field (FF) Radar Cross-Section (RCS) measurement process. Conducting these measurements in on-site Near-Field (NF) monostatic facilities results in significant savings for manufacturers and acquisition programs. However, NF measurements are not directly extended to a FF RCS. Therefore, a large target Near-Field to Far-Field Transformation (NFFFT) is needed for RCS measurements. This dissertation focuses on the topic of burst signal communications in a high interference environment. It derives new signal processing algorithms from a mathematical linear subspace approach instead of the common stationary or cyclostationary approach. The research developed new algorithms that have well-known optimality criteria associated with them. The investigation demonstrated a unique class of multisensor filters having a lower mean square error than all other known filters, a maximum likelihood time difference of arrival estimator that outperformed previously optimal estimators, and a signal presence detector having a selectivity unparalleled in burst interference environments. Digital image interpolation using Gaussian radial basis functions has been implemented by several investigators, and promising results have been obtained; however, determining the basis function variance has been problematic. Here, adaptive Gaussian basis functions fit the mean vector and covariance matrix of a non-radial Gaussian function to each pixel and its neighbors, which enables edges and other image characteristics to be more effectively represented. The interpolation is constrained to reproduce the original image mean gray level, and the mean basis function variance is determined using the expected image smoothness for the increased resolution. The target detection problem for forward looking radar is extremely difficult due to the severe, heterogeneous and range dependent ground clutter. Accurately processing multiple, time-coincident signals presents a challenge to Electronic Warfare (EW) receivers, especially if the signals are close in frequency and/or mismatched in amplitude. The metric that quantifies an EW receiver's ability to measure time-coincident signals is the Instantaneous Dynamic Range (IDR), defined for a given frequency estimation accuracy, a given frequency separation and a given SNR as the maximum signal amplitude ratio that can be accommodated. The reduced RCS of modern weapons systems stresses the capability of current RCS measurement ranges. Automatic target recognition ATR using radar commonly relies on modeling a target as a collection of point scattering centers, Features extracted from these scattering centers for input to a target classifier may be constructed that are invariant to translation and rotation, i.e., they are independent of the position and aspect angle of the target in the radar scene. Embedding audio bits into images for transmission of video data alleviates the synchronization problem common in video transmission techniques. We continue work combining audio or other information bits and images into one file using digital watermarking techniques to correct the synchronization problem. The system compresses the file by using wavelet image coefficients and implementing bit plane coding. Our research encompasses incorporating five free variables into the watermark/compression technique. The limited resolution of video imagery taken by aircraft, over geographical areas of interest, hinders the accurate extraction of useful information. The frame resolution of the video is determined by the camera that created it. Information exists about the camera which can be used to increase frame resolution beyond the resolution capability of the camera. This is achieved by a process called super-resolution, which uses multiple low-resolution video frames to create one high-resolution image.

Given a finite collection of classifiers one might wish to combine, or fuse, the classifiers in hopes that the multiple classifier system (MCS) will perform better than the individuals. One method of fusing classifiers is to combine their final decision using Boolean rules (e.g., a logical OR, AND, or a majority vote of the classifiers in the system). An established method for evaluating a classifier is measuring some aspect of its Receiver Operating Characteristic (ROC) curve, which graphs the trade-off between the conditional probabilities of detection and false alarm.
