This report documents an analysis of traffic crash data in Kentucky for the years of 2003 through 2007. A primary objective of this study was to determine average crash statistics for Kentucky highways. The objective of this report was to document the results of the “Click It or Ticket” 2008 campaign in Kentucky. The campaign involved a combination of earned media, paid media, and enforcement. The earned media started about three weeks prior to Memorial Day 2008 and continued through the enforcement period. The paid media campaign was for the two weeks prior to Memorial Day while the enforcement period was a two-week period including the week before and the week of Memorial Day.

The objective of this study was to establish 2007 safety belt and child safety seat usage rates in Kentucky. The 2007 survey continues to document the results after enactment of the original “secondary enforcement” statewide mandatory safety belt law in 1994 and the change to “primary enforcement” which was enacted in 2006. Data were collected at 200 randomly selected sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, geographic region, and vehicle miles traveled. The data show that the usage rate in 2007 (71.8 percent) increased several percentage points compared …

This report presents the seismic evaluation of the approaches and parallel bridges on I-24 crossing the Tennessee River between Marshall and Livingston counties in Western Kentucky. The main bridges are steel tied-arch bridges. The bridges are situated within the influence of the New Madrid Seismic Zone. The seismic evaluation program consisted of field testing, 3-dimensional finite element modeling and seismic response analysis. The dynamic properties of the main bridges are determined through field testing, and are used to calibrate the finite element models. The finite element model is then subjected to time histories of the 250-year and 500-year earthquake events. …

This report presents the baseline modeling of the Owensboro cable-stayed bridge which connects Owensboro, Kentucky and Rockport, Indiana over the Ohio River. The objective of this study is to establish the bridge baseline model via the dynamics-based technique and finite element method. The scope of research includes finite element modeling and modal analysis, field free vibration testing, finite element model calibration using field test results, and cable dynamic testing and modeling. By passing legislation in 2006 to mandate primary enforcement of the Kentucky state law requiring safety belt use for motor vehicle occupants, the state could expect to realize an overall savings of at least $118 million in direct medical costs over the ten-year period from 2006 to 2015. Charges to Medicaid over that period would be about $34 million less than under the current secondary enforcement model. In addition, there would be at least $67 million saved in medical costs to commercial insurers, $2.3 million to Medicare, $3.3 million to Worker’s Compensation, and $11.2 million to other sources.

The Access Management Manual published by the Transportation Research Board in 2003 defines access management as the ?systematic control of the location, spacing, design, and operation of driveways, median openings, interchanges, and street connections to a roadway1.? The purpose of access management is to provide vehicular access to land development in a manner that preserves the safety and efficiency of the transportation system. The Transportation Center conducted a field survey of the pavement conditions located on I-265 in Jefferson County from MP 15.17 to 18.34, in both the eastbound and westbound directions. The existing pavement structure consists of 10″ of PCC pavement and 6″ of DGA. The field survey involved testing the 3.17 mile segment with a Falling Weight Deflectometer (FWD), Ground Penetrating Radar (GPR), and taking core samples of the pavement structure.

This report will investigate the history and usage of geogrids, a subfamily of geosynthetics, in Kentucky. The American Society for Testing and Materials (ASTM - 1994) has defined a geosynthetic as a planar product manufactured from a polymeric material used with soil, rock, earth, or other geotechnical-related material as an integral part of a civil engineering project, structure, or system. Geogrids, geosynthetics primarily used for reinforcement, are formed by a regular network of tensile elements with apertures of sufficient size to interlock with surrounding fill material.
