Kentucky has been disturbed by two major catastrophic events. The major portion of the state was upheaved to what is referred to as the Cincinnati Anticline, and erosion has resulted in forming of several physiographic regions, four of which will be traversed on this trip--namely, the Inner Blue Grass region, the Outer Blue Grass region, the Knobs, and the Eastern Coal Fields. The second major catastrophic event was the Appalachian folding, of which the Pine Mountain Overthrust and its faulting affects the southeastern Kentucky area.

Quantitative engineering data for soils and geological formations, and the interpretation of tbese data, are important factors to consider in the best land-use plans and in providing stable foundations and proper usage of earth materials for highways, buildings, and other earth structures. The Highway Beautification Act of 1965, Public Law 89-285, has as one of its main purposes "the control of outdoor advertising along interstate and all Federally aided primary highways "in order to protect "the public investment in such highways, to promote the safety and recreational value of public travel and "to preserve natural beauty." The Secretary of Commerce, in cooperation with the state highway departments, was authorized to make a comprehensive study of the economic impact of such legislation on affected individuals and commercial and industrial enterprises.

The Department's study began late in 1962 and was undertaken as a review and analysis of the main body of highway law; but, of course, any subsequential objectives--stated or implied-remained contingent upon and would become a natural consequence of the first-mentioned type of inquiry and the improbablity of discovery. A study was conducted to evaluate the theoretical and practical aspects of using an automobile as a testing device for measurement of pavement slipperiness. Every parameter and significant event in the excursion history of a skidding automobile was measured and recorded. The resultant skid-resistance values, twenty-five in all, were compared and correlated. As a result of the study, the measurement of time in the velocity increment between 30 mph to 20 mph was selected as an interim standard test. A number of experiments were also conducted to aid in the interpretation of test results and to establish control tolerances for …

Subsurface data which has been collected and assembled during the past three months is also included. Possible corrective considerations have also been included in this report.

Since about 1948, the performance of natural rock asphalt, used extensively in Kentucky and Indiana, has been plagued by a unique type of scaling in the wheel tracks of each traffic lane. This scaling has been typically an eighth to a quarter of an inch thick and has left the pavements rough and unsightly. In some cases, this phenomen has occurred several times in the same place and has caused much deeper rutting. The general condition is illustrated in a series of photographs attached hereto.

Kentucky, too, is a state where geology abounds. Little credit for this, however, lies with the highway field, because such a prosaic subject is frequently overshadowed by such features as Mammoth Cave, Sky Bridge, Cumberland Falls, Pine Mountain, and extensive underground mineral deposits. Nevertheless; the influence of geology in the highway industry is growing, and it is obvious that some potential contributions have not yet been realized.
