The City of Norfolk, Virginia faces substantial stormwater management challenges due to shallow groundwater, tidal influence, dense urban development, and limited right-of-way. These constraints limit the applicability of many Best Management Practices (BMPs) and require the early identification of feasible practices before detailed hydrologic modeling. This thesis introduces a decision-support tool that quickly and systematically identifies and prioritizes BMPs that are both feasible and well-suited to Norfolk’s Municipal Separate Storm Sewer System (MS4) program, streamlining early-stage selection and saving time and resources.

The production of cement ranks as a major source of global CO₂ emissions because of the high energy requirements needed to create clinker. The construction industry is actively seeking ways to reduce its carbon footprint. Utilizing industrial waste materials to partially replace cement can lower emissions. This research evaluates a ternary binder system which uses Cement Kiln Dust (CKD) and Glass Powder (GP) to replace a portion of Type IL (Portland Limestone) cement. The mixes were made with a fixed water-to-binder ratio of 0.44 and contained 15% GP by mass while the CKD content ranged from 0% to 10%. The …

Observations indicate that there is a discrepancy between water level measurements from NOAA’s acoustic gauges and radar gauges. NOAA’s acoustic gauges use a downward-looking acoustic sensor that measures the instantaneous distance from the sensor to the water level. To create a calm water surface for measurements, the sensor is placed in a PVC tube that penetrates the water surface to a certain depth. This tube is called the stilling well. As climate change intensifies and sea levels rise, coastal aquifers become increasingly vulnerable to interacting oceanic and terrestrial processes. This dissertation examines the combined impacts of climate change and sea-level rise (SLR) on coastal shallow groundwater using an integrated surface-subsurface hydrologic model, focusing on the low-lying Little Creek watershed (LCW) in Norfolk, Virginia. The SWAT-MODFLOW model, a coupled system, unifies land surface, streamflow, and groundwater processes, providing a comprehensive framework for watershed-aquifer analysis. Model parameters were derived from U.S. Geological Survey datasets, relevant literature, station records, and technical reports, followed by meticulous calibration. This study explores the hydrological methodology for modeling a coastal watershed basin using the US Army Corps of Engineers hydrologic software, HEC-HMS with an objective of being able to create riverine boundary conditions that could be applied to a coupled compound flood model. This dissertation presents the outcome of a theoretical and experimental study of Basalt Fiber Reinforced Polymer (BFRP) reinforced concrete beams and post-terrorist-attack subassemblages subjected to either quasi-static or impact load. Both BFRP reinforcement as well as BFRP fabric are used in this investigation. The sub-assemblage consists of an otherwise two-span beam converted to a fixed-end single-span one owing to the loss of a middle column blasted off during the terrorist attack. This dissertation examines and presents mechanisms of flooding in a low-gradient coastal watershed, located in Virginia Beach, Virginia, USA. The watershed comprises the North Landing River watershed and the West Neck Creek watershed, both characterized by a low topographic gradient. The analysis relied on examining simulations generated using one-dimensional and two-dimensional HEC-RAS models. These models were developed using a 1-m digital elevation model (DEM) obtained from the U.S. Geological Survey (USGS). To calibrate and validate the models, unsteady flows resulting from historical hurricanes (e.g., Matthew, Sandy, and Isabel), southern winds, and/or rising sea levels were utilized. This dissertation presents the outcome of a study of the dynamic soil-structure interaction response of tapered wood utility poles embedded in various foundation soils subject to quasi-static and dynamic wind loads. The study includes the effects of nonlinear soil behavior with varying quantities of moisture and nonlinear cable tension loads on a class H1 wood pole. The natural frequency response of the pole is determined using a finite element formulation. A study of the elasto-plastic behavior of single-story single-bay orthogonal steel space frame under an angular earthquake ground motion is investigated. The building frame is subjected to a horizontal earthquake ground motion not aligned with the building’s principal axes. Such a frame can develop biaxial bending and torsion in its members. The governing differential equations of equilibrium for the typical biaxially loaded sway beam-column are presented and iteratively solved using a finite-difference scheme. Presented herein is a study of the stability and strength of pultruded glass fiber reinforced polymer (Glass FRP) beam-columns with an I-shaped cross section subjected to biaxial bending and torsion including shear and warping deformations. Three coupled differential equations of equilibrium including second-order effects and geometric imperfections are formulated and solved using a finite-difference scheme. Laboratory experiments are also conducted on glass FRP members with applied torsion; axial load; combined axial load with biaxial bending; and combined axial load, biaxial bending and torsional moment, respectively, for comparison to the theoretical predictions. This dissertation presents an effective model to determine the dynamic properties of local soils and their impact on the seismic response of a typical mid-height reinforced concrete building. The results of the study suggest that the use of global models and empirical relationships for the dynamic properties of soils may not consider the effects of unique stress conditions on the cyclic response of the foundation soil. Hampton Roads Sanitation District (HRSD) is recharging purified wastewater into the Potomac Aquifer via the Sustainable Water Initiative for Tomorrow (SWIFT) project. Conventional SWIFT treatment applies coagulation, flocculation, sedimentation, ozonation, biofiltration, granular activated carbon (GAC) adsorption, and ultraviolet disinfection to secondary effluent to produce water that meets drinking water standards for managed aquifer recharge. HRSD is considering implementing direct filtration as an alternative to conventional treatment for two additional SWIFT facilities. Direct filtration presents an opportunity for significant cost savings by eliminating sedimentation, shortening flocculation detention time, and reducing coagulant usage. This study analyzed mechanisms of flooding in Blackwater River Watershed, located in coastal Virginia and hydraulically connected with mid-Atlantic Ocean. The analysis was based on the examination and simulation of the rainfall-runoff relationship, and such an analysis is very important for conventional water resource management and dealing with hydrologic extremes (e.g., floods and droughts, as well as ecological and pollution discharges). This dissertation presents an experimental and theoretical study of the lateral-torsional instability and biaxial flexure of Glass Fiber Reinforced Polymer (GFRP) beams including warping and shear deformation effects. The theoretical analysis is based on three simultaneous differential equations of equilibrium with new terms added to account for shear deformation effects. To solve these equations, algorithms based upon a central finite-difference approach are then developed. This thesis developed a statistical downscaling approach, which consists of a series of linear regression equations, to spatiotemporally downscale the rainfall predictions from North American Regional Climate Change Assessment Program (NARCCAP) in accordance with the 15-min observed rainfall data at the rain gauges across the state of Virginia. NARCCAP has generated twelve different region-global climate models (RCM-GCMs) with a temporal resolution of 3 hr and a spatial resolution of 50 km over the entire America. First, a phase-resolving frequency-domain wave model that solves nonlinear wave-wave interactions is improved to account for wave dissipation and modulations over viscoelastic mud layer. In this study, an integrated hydrodynamic, wave, and sediment transport modeling approach is developed for predicting the spatiotemporal variation of erosion of a sandy shoreline due to storm surge, wave action, tidal variations, and relative sea level rise (RSLR). The study site is located at the northern most portion of the city of Norfolk, Virginia, and it is of importance to the city, both in terms of tourism and for the protection that it provides for upland properties against storms. Connected vehicles (CVs) will enable new applications to improve traffic flow. The focus of this dissertation is to investigate how reinforcement learning (RL) control for the variable speed limit (VSL) through CVs can be generalized to improve traffic flow at different freeway bottlenecks. Three different bottlenecks are investigated: A sag curve, where the gradient changes from negative to positive values causes a reduction in the roadway capacity and congestion; a lane reduction, where three lanes merge to two lanes and cause congestion, and finally, an on-ramp, where increase in demand on a multilane freeway causes capacity drop. A new approach for testing incident detection algorithms has been developed and is presented in this thesis. Two new algorithms were developed and tested taking California #7, which is the most widely used algorithm to date, and SVM (Support Vector Machine), which is considered one of the best performing classifiers, as the baseline for comparisons. Algorithm #B in this study uses data from Vehicle Re-Identification whereas the other three algorithms (California #7, SVM and Algorithm #A) use data from a double loop detector for detection of an incident.
