Analyzing the effect of legislation in children's safety when they travel as motor-vehicle passengers and bicycle riders can allow us to evaluate the effectiveness in transportation policies. The Child Restraint Laws (CRL) and Bicycle Helmet Laws (BHL) were studied by analyzing the nationwide Fatality Analysis Reporting System (FARS) to estimate the fatality reduction as well as drivers' decisions to use Child Restraint Systems (CRS) and bicycle helmets respectively. This study experimentally investigates the mechanical performance and durability of Polyvinyl Alcohol (PVA) fiber-reinforced rubber concrete and the rubberized self-compacting concrete. The waste rubber particles were introduced as a partial replacement of fine aggregate in the plain concrete. In addition, the waste tire rubbers were pre-treated with alkali surface treatment method to enhance the performance. The PVA fibers were added to the concrete mixes to enhance the post-failure resistance and thus fracture energy. Road construction often requires that work zones be created and shielded by portable concrete barriers (PCBs) to protect workers and equipment from errant vehicles as well as to prevent motorists from striking other roadside hazards. For an existing W-beam guardrail system installed adjacent to the roadway and near the work zone, guardrail sections are removed so a PCB system can be placed. Wrong-way driving (WWD) has been problematic on United States highways for decades despite its rare occurrence. Since WWD crashes are rare, recent researchers have studied WWD non-crash events such as WWD 911 calls and WWD citations to understand the overall nature and trend of WWD. This paper demonstrates the regional nature of the WWD problem and proposes regional transportation systems management and operations (Regional TSM&O) solutions to combat this problem. The implementation of managed lanes (MLs), also known as dynamically priced express lanes, to improve freeway traffic flow and personal throughput is on the rise. Congestion pricing is increasingly becoming a common strategy for congestion management, often requiring microscopic simulation during both planning and operational stages. Over the last decade, the Oregon DOT and other agencies have systematically implemented many pedestrian crossing enhancements (PCEs) across the state. This study explored the safety performance of these enhanced crossing in Oregon. Detailed data were collected on 191 crossings. Supplemental data items included crossing location information, route characteristics, surrounding land use and crossing enhancement descriptions. Pedestrian volume at the crossing locations was a highly desirable but unavailable data element. Surrogate safety measures, such as various time-based measures of time-to-collision can be related to crash potential and used to gain insight into the frequency and severity of crashes at a specific location. The three fundamental parameters of a traffic signal system are split, cycle, and offset. This paper describes the use of high-resolution data (a) to identify time periods during which split parameters may be insufficient and (b) to help practitioners identify opportunities for reallocating split time. A case study of seven corridors with 47 intersections is presented. A drill-down approach was developed to identify movements that could be improved by a reallocation of split times. A heuristic that can reallocate up to 5 seconds of underutilized green time on a competing phase was applied to those corridors. …

It has recently been shown that signal offset optimization is feasible using vehicle trajectory data at low levels of market penetration. This study performs offset optimization on two corridors using this type ofdata. Six weeks oftrajectory splines were processed for two corridors including 25 signalized intersections, in order to create vehicle arrival profiles, using a proposed procedure called "virtual detection." After processing and filtering the data, penetration rates between 0.09-0.80% were observed, varying by approach. The arrival profiles were statistically compared against those measured with physical detectors, with the majority of the approaches showing statistically significant goodness-of-fit at a 90% …

A bridge approach is usually built to provide a smooth and safe transition for vehicles from the roadway pavement to the bridge structure. However, differential settlement between the roadway pavement that rests on embankment fill and the bridge abutment built on more rigid foundation often creates a bump in the roadway. Previous work examined this issue at a microscopic level and presented new methods for eliminating or minimizing the effects at specific locations.

The main objective of this study was to determine the factors that contribute significantly to the levels of injury severity when run-off-road (ROR) crashes occur. This study used a 5-year crash data for years 2008 - 2012 from the state of Ohio. The decision tree model in conjunction with generalized ordered logit model was used to investigate characteristics of injury and fatality of run-off-road crashes in Ohio.

Domain decomposition is a divide-and-conquer strategy. In the first part of this dissertation, a new/simple/efficient domain decomposition partitioning algorithm is proposed to break a large domain into smaller sub-domains, in such a way as to minimize the number of system boundary nodes and to balance the work load for each sub-domain. This new domain decomposition algorithm is based on the network’s shortest path solution. Numerical results indicate that the new Shortest Distance Decomposition Algorithm outperformed the most widely used METIS algorithm in 21 out of 27 tested (transportation) examples. Most departments of transportation, including Indiana’s, currently use the Superpave mixture design method to design asphalt mixtures. This method specifies that the optimum asphalt content for a given gradation be selected at 4 percent air voids. During construction, these mixtures are typically compacted to 7-8 percent air voids. This paper provides a visual reference of the breadth of arterial performance phenomena based on travel time measures obtained from reidentification technology that has proliferated in the past 5 years. These graphical performance measures are revealed through overlay charts and statistical distribution as revealed through cumulative frequency diagrams (CFDs). With overlays of vehicle travel times from multiple days, dominant traffic patterns over a 24-h period are reinforced and reveal the traffic behavior induced primarily by the operation of traffic control at signalized intersections. Continuously reinforced concrete pavement designs (CRCP) are premium pavement designs that are often used on heavily-trafficked roadways and urban corridors. Although CRCP typically is an effective, long-lasting pavement design, it can develop performance problems when the aggregate-interlock load transfer at the transverse cracks is degraded. The prevalence of wide cracks in CRCP has frequently been associated with ruptured steel and significant levels of corrosion. Changing weather patterns and increases in extreme weather events has led to the deployment of more weather responsive traffic management strategies. As the transportation system moves towards a connected vehicle environment, questions arise as to how connected vehicle technology can support weather responsive systems. Uniaxial dynamic modulus is a standard test used to determine the viscoelastic behavior of asphalt pavement materials, with the standard analysis generating a Master Curve. One alternative to the master curve approach is a Black Space diagram, which is a rheological plot that can delineate either dynamic modulus |E*| or shear modulus |G*| vs. phase angle (δ). In order to better understand this facilitation and to develop processes for ASR mitigation methods, it is necessary to establish a means of monitoring internal relative humidity (RH) within the concrete. Current procedures for measuring RH are time consuming; requiring several hours of equilibration time and specific external conditions to yield accurate results. Fog seal is a type of treatment that uses a diluted asphalt emulsion to seal and protect an existing asphalt surface from a variety of distresses. Fog seal is sprayed on top of an asphalt pavement surface to improve and protect it from further cracking and raveling.
