Transportation and transit agencies have implemented advanced technologies like transit signal priority (TSP) and Sydney Coordinated Adaptive Traffic System (SCATS) to reduce travel times and improve reliability. However, due to the lack of detailed empirical data, the joint impact of these factors and improvement strategies on bus travel time has not been studied at the stop-to-stop segment level. With the aim of assessing the performance of an existing TSP/SCATS system, this study had access to a unique set of high-resolution bus and traffic signal data. Multiple studies have stated the advantages of police traffic enforcement on crash reduction (Zaidel, February 2002). It is very important to identify locations and time periods where police enforcement produces the greatest crash reductions. The objectives of this study were to: (1) determine the impact of overtime traffic enforcement on crash occurrence; (2) develop procedures to identify police agencies with potential to reduce targeted crashes; and (3) develop procedures to identify additional time periods in which enforcement activities should be conducted. This report presents finding from research evaluating U.S. protected bicycle lanes (cycle tracks) in terms of their use, perception, benefits, and impacts. This research examines protected bicycle lanes in five cities: Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C., using video, surveys of intercepted bicyclists and nearby residents, and count data. A total of 168 hours were analyzed in this report where 16,393 bicyclists and 19,724 turning and merging vehicles were observed. State highway agencies are obligated to maintain existing roads for the highway systems to work efficiently and with greater longevity. Every year NDOT is responsible for approximately 13,150 lane miles of existing infrastructure. With that in mind, resources need to be provided to maintain the highway system.
The purpose of this research was to estimate annual routine maintenance cost for several typical treatment methods of highways. Five prioritization categories of highways used by NDOT were considered. In 2010, the total number of reported traffic crashes in the state of Nevada was 51,664 of which 235 (0.6%) resulted in one or more deaths (Nevada Department of Transportation, 2012). The state's "Zero Fatalities" traffic safety campaign aims to reduce the rate even further. Out of the total number of crashes, Clark County (includes Las Vegas) accounted for 78.89%. This study examines safety improvement by developing advanced crash prediction models. Traffic incidents cause a ripple effect of reduced travel speeds, lane changes, and the pursuit of alternative routes that results in gridlock on the immediately affected and surrounding roadways. The disruptions caused by the secondary effects significantly degrade travel time reliability, which is of great concern to the emergency planners who manage evacuations. Outcomes forecast by a generic incident model embedded in a microscopic evacuation simulation, the Real-Time Evacuation Planning Model (RtePM), were examined to quantify the change in time required for an emergency evacuation that results from traffic incidents. Urban arterials are characterized by frequent intersections. Queue length and delay are the two primary measures of performance of intersection. These measures play a primary role in determining the arterial performance. This article presents a methodology to determine the number of vehicles in queue at a signalized intersection for under saturated traffic conditions. The results obtained were validated using actual values that are manually extracted. The root-mean-square error is of the range 1.3 vehicles for estimation of number of vehicles in queue. The various aspects that have to be considered in accurate estimation of performance measures are also discussed.

Researchers have conducted numerous studies comparing project performance of design-bid-build (DBB) and design-build (DB) highway projects. However, little research has been done to compare the performance of DB and construction manager/general contractor (CM/GC) highway projects. Therefore, an exploratory study was conducted to compare the performance of 55 DB and 34 CM/GC highway projects from various States Departments of Transportation (DOTs) in terms of cost, change orders, and construction intensity. The results showed that contract award cost growth was significantly lower in DB projects than in CM/GC projects. In contrast to this, the total cost growth of DB projects was higher …

This study proposes a methodology to calibrate microscopic traffic flow simulation models. The proposed methodology has the capability to calibrate simultaneously all the calibration parameters as well as demand patterns for any network topology. These parameters include global and local parameters as well as driver behavior and vehicle performance parameters; all based on multiple performance measures, such as link counts and speeds. Demand patterns are included in the calibration framework in terms of turning volumes.

Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Identifying factors that affect crash injury severity and understanding how these factors affect injury severity is critical in planning and implementing highway safety improvement programs. In 2010, 51,664 crashes occurred in Nevada. Only about 9% of those crashes occurred in rural areas of the state. However, if only fatal crashes are considered, 41% of those fatal crashes occurred in rural areas. Generally, speed zones are provided in towns along rural highways to reduce speed-related crashes. However, a guideline is necessary for a consistent procedure to setup speed zones throughout the state. The main objectives of this study are to determine factors associated with crashes and to identify the best practices for setting up speed zones in towns along rural highways.

Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The main focus of this research will be to expand the use of the PDV data to further understand the safety risks associated with the type of pavement and each individual PDV by analyzing the likelihood of having a rear-end and/or injurious crash, given that a crash occurs.

This study represents a first attempt to answer a few of the questions that have arisen concerning multimodal transportation investments and the impacts of mode shifts on the business community. This research aims to merge the long history of scholarly work that examines the impacts of the built environment on non-work travel with the relatively new interest in consumer spending by mode of travel. The study described in this paper evaluated and tested a new strategy to enable emergency response vehicles (EVs) to navigate through congestion at signalized intersections more efficiently. The proposed strategy involves the use of vehicle-to-vehicle communication to send messages to alert vehicles to the approach of the EV and to provide specific instructions on maneuvering to allow the EV to proceed through congested signalized intersections as quickly as possible. In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. The synthesis of current practice reviewed the literature, current engineering design and operational guidance documents, and surveyed the jurisdictions about their current deployments of bicyclespecific signals. This report summarizes research of cyclist behavior at signalized intersections in Portland, Eugene, Corvallis, Beaverton and Clackamas County, OR. The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Although gravity models have been used extensively in transportation studies, little work has been done to address the special characteristics of freight transportation, such as the definition of friction factors and the differences between long-haul and short-haul trips. Intelligent Transportation Systems (ITS) are implemented for increase of efficiency and safety in transportation. This thesis focuses on the area of traffic signal timing operations which is one of ITS components. The first objective is to compare the Czech and the U.S. methods for isolated fixed time traffic signal control, using an intersection in El Paso, Texas, as the test site. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This planning may be for naught if obstructions block key roadways. An advanced traveler information system (ATIS) may be used to guide evacuees to alternate routes, but how effective will that guidance be? Should the use of alternate routes be encouraged? Many rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicle. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces.
