The access and the use of advanced traveler information systems (ATISs) by drivers during normal commuting have been extensively assessed and analyzed. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. Results indicate that although commercial radio reports and variable message signs continue to be the sources of traffic information cited the most frequently, other information sources …

Asphalt emulsion has been used for base material stabilization in a few TxDOT districts. Results from these practices were quite different. The initial performance of two projects on US287 constructed around 2000 in the Amarillo District has been found to be satisfactory. However, the Yoakum District has reported problems with asphalt emulsion for base work in a project on FM 237. The preliminary conclusion from these trials has been that asphalt emulsion may not perform well in the high humidity/high rainfall areas like east Texas. Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. A major challenge in the application of MTS for large urban networks is the specification of the O-D matrices. Urban growth leads to new land-uses abutting arterials requiring driveways for their accessibility. Uncontrolled number and locations of such access points causes safety, mobility and accessibility problems. The solution to these problems is access management (AM) which controls the number and location of the access points. AM techniques are normally documented in the form of guidelines for engineers and planners to follow when implementing the techniques. Crashes are the result of complex interactions between several factors representing driver, roadway, vehicle, and environmental characteristics. Understanding to what degree each factor contributes to the severity of a crash is not a simple task. The outcomes of crashes in the US have been an average of 42,000 deaths and 3 million injuries per year. To better understand the role of significant contributors to crashes, three sets of models using multinomial logit and one using ordered probit were calibrated. Successful evacuations of metropolitan areas require overcoming unexpected congestion that reduces traffic flows. Congestion may result from accidents, incidents, or other events that reduce road capacity. Traffic professionals and emergency managers may promote deviations from planned routes to bypass an area of congestion and speed mass exit. However, some route changes may actually reduce traffic flow rates, and in these cases decision makers may want to discourage use of alternate routes. Presents a solution to the user equilibrium dynamic traffic routing (DTR) problem for a point diversion case using feedback control methodology. The sliding mode control technique which is a robust control methodology applicable to nonlinear systems in canonical form is employed to solve the user equilibrium DTR problem. The canonical form for this problem is obtained by using a feedback linearization technique, and the uncertainties of the system are countered by using the sliding mode principle. Simulation results show promising results.
