Determination of fluence rate in ultraviolet (UV) disinfection systems is a crucial part in evaluating disinfection efficiency of the systems. A robust Monte Carlo Ray Trace (MCRT) method has been developed to determine fluence rates in three-dimensional space of the systems. This is a statistical sampling method in which millions of random light energy bundles are simulated from the axis of each UV lamp and traced through the system until their energies reduce to a minimum threshold level. Enforcement is a key component of any comprehensive traffic safety program, and through a unique effort the Portland Office of Transportation (PDOT) partners with schools, the court system, community groups and the Police Bureau to develop a coordinated citywide program to improve traffic safety. However, like many government agencies, the Police Bureau faces constraints that limit the resources it can devote to traffic safety. In response, PDOT and the Police Bureau’s Traffic Division have instituted a program of Strategic and Focused Enforcement (SAFE) to better allocate limited traffic safety personnel and resources. The Ems estuary has constantly changed over the past centuries both from man-made and natural influences. On the time scale of thousands of years, sea level rise has created the estuary and dynamically changed its boundaries. More recently, storm surges created the Dollard sub-basin in the 14th -15th centuries. Beginning in the 16th century, diking and reclamation of land has greatly altered the surface area of the Ems estuary, particularly in the Dollard. This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Decisions that may be based on misleading forecasts may lead to a misallocation of funds and to under-performing projects during construction and operation. Poor projections of demographic and socioeconomic data are usually cited as the major source of poor traffic assignment projections and hence, unfavorably conceived planning and construction of street and highway infrastructure facilities.

In the present SBEACH model, the effective grain size can range from 0.13 to 1.0 mm. The grain size greatly influences three main processes of the model: fall velocity, sediment transport direction, and sediment transport rate. First, the theory of the fall velocity, which is called Hallermeier's formula in the SPM (1984), is replaced by the new theory in the CEM (2002). Second, the sediment transport direction is changed by two criteria. One was developed by Sunamura and Horikawa (1974). This theory includes the beach slope. This paper assesses the suitability of Rapid Assessment (RA) methodology as a tool for making an environmental pollution inventory in data poor situation. The RA method was applied to estimate Biological Oxygen Demand (BOD), nitrogen and phosphorous loading into the Msimbazi River in Dar es salaam, Tanzania. The Direct Measurement (DM) was done to validate the results obtained from RA. The methodology is based on estimating waste loads from function variables such as production rate, population, etc. and pollution intensities from domestic, industry and agricultural sources. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Biochemical processes by chemoautotrophs such as nitrifiers and sulfide and iron oxidizers are used extensively in wastewater treatment. The research described in this dissertation involved the study of two selected biological processes utilized in wastewater treatment mediated by chemoautotrophic bacteria: nitrification (biological removal of ammonia and nitrogen) and hydrogen sulfide (H2S) removal from odorous air using biofiltration.
A municipal wastewater treatment plant (WWTP) receiving industrial dyeing discharge containing the azo dye, acid black 1 (AB1) failed to meet discharge limits, especially during the winter. Dyeing discharge mixed with domestic sewage was fed to sequencing batch reactors at 22oC and 7oC. …

Water levels on the coastline of Tanzania vary under the influence of meteorological conditions (winds and barometric pressure) and the East African Coastal Current, whose strength varies with the monsoon winds. Available tidal information is not enough to warrant statistical analysis for evaluating extreme water levels. The highest mean water springs occur at Bagamoyo and Pangani (3.93 m) and the lowest are found at Lindi (2.96 m). The highest astronomical tide is 3.7 m for Dar es Salaam and 4.6 m for Zanzibar, both of which occur during March/April and November. Measured highest water levels approach 4.80 m for Dar …

Sediment deprivation from dam installments contributes to beach erosion yet the underlying physical and economic factors linking them together have traditionally been isolated during regional planning. In order to gain a better understanding of the behavior of a managed beach system, a dynamic simulation model was developed incorporating physical and monetary factors influencing the amount of available beach sand. This paper presents shear wave velocity profiles for 15 sites liquefied by the 1999 Kocaeli, Turkey earthquake. These profiles are used in order to evaluate each liquefaction site by the simplified shear wave velocity procedure. This procedure allowed for the identification of a potentially liquefiable region within the subsurface at each site. Locating this region at each site allowed for the separation of soils that were too stiff to liquefy from soils that were soft enough to liquefy. A study on soil conservation measures was conducted in two villages, Tukuzi and Mahenge, in Mbinga District, Ruvuma Region, Tanzania. The results showed that the ngoro farming system was effective in controlling soil erosion by water on both steep and gentle slopes. Sediments collected from ngoro had high concentrations of plant nutrients such as available phosphorus (P), total nitrogen (N), organic carbon (OC) and exchangeable bases. This was probably due to nutrients released from decomposed grass bundles buried in the soil. In preventing soil erosion, ngoro and bench terraces were equally effective, while contour ditches were as effective as ridges …

This study presents information upon which the state of Louisiana can base its ozone State Implementation Plans (SIPs) designed to achieve planned emissions reduction that are required by the Clean Air Act (CAAA) of 1990. The research investigation included an assessment survey on a number of Transportation Control Measures (TCMs) and their degree of acceptability by the residents of Lake Charles area of Louisiana, the research target area. A numerical model named Old Dominion Watershed Simulation Model (ODWSM) is developed for simulating the rainfall/runoff process that occurs over watersheds. ODWSM's computational modules include the capability to simulate two-dimensional overland flow, spatially varied infiltration and depression storage, interception and channel flow for irregular and looped networks.
Overland flow computation is performed by writing the two-dimensional kinematic wave equations in an implicit finite difference form. Computational speed is gained by using an upwind differencing scheme and solving the equations in the direction of flow. The idea that the long-term historic shoreline change at a given site is mainly caused by spatial gradients in the net longshore sediment transport is generally accepted. The position changes of the coastline can therefore be modeled by calculating the coastal erosion or accretion from the longshore sediment transport. This study used the GENESIS software program, one-line model, to simulate and calibrate the long-term shoreline change of the southeast coast of Virginia from 1925 to 1980. The study reach covers 45- km from Cape Henry to the Virginia-North Carolina border.

Water quality and hydrological data were collected during seventeen rain events and additional data was obtained from laboratory experiments to characterize the quality of stormwater runoff from a drydock located on the Elizabeth River in Norfolk, Virginia.
The results indicated that the concentrations of dissolved constituents in drydock runoff increased with decreasing flow rate, while solids concentrations exhibited positive correlation to flow rate, suggesting that the mobilization of particulate matter is velocity driven. Great debate has arisen in recent years over the effects seawalls may or may not have on the erosion rate of a historically receding shoreline. A primary obstacle to the formation of definite conclusions about this subject is the lack of long-term physical data, which must be collected prior to and following seawall construction. A methodology for modeling the water quality mixing zone of dissolved metal bearing storm water runoff is presented with specific application to floating drydocks in a tidal estuary. The method relies upon a solution of the mass balance equation as contained in the computer program, Water Quality Analysis Simulation Program (WASPS), an Environmental Protection Agency (EPA) model. Separate applications are presented for dissolved metal and solid settling to optimize the WASPS program capabilities.

It has been argued that seawalls have a detrimental effect on the adjacent beaches. These effects may only be noticeable over a period of years or may be short-term effects associated with storms or with seasonal transitions of the beach. Numerous processes occur in landfills which lend themselves to modeling. Many of the processes are mutually interdependent. An unsteady numerical model is developed combining the major processes. The three-dimensional moisture transport equations and boundary conditions are solved using an implicit finite difference scheme. The boundaries are determined through a two-dimensional runoff model for the landfill surface and a one-dimensional leachate liner flow model at the bottom of the landfill. The runoff model accounts for evapotranspiration, runoff, infiltration, and leachate recirculation. The interaction of seawalls {bulkheads) and beaches is a highly controversial subject today. In many locations all over the United States, seawalls have been both praised and ridiculed. It is well documented that Sandbridge, Virginia is, and has been, experiencing shoreline recession. Many believe however, that the recent construction of the seawalls has worsened this existing situation.
Fortunately, historical maps, and beach profiles are available to help determine if this is truly the case. The following defines several visible beach parameters, and describes how these parameters were calculated from two different data sources. Several methods and statistical techniques are then …
