An empirical model called the Traffic Air Quality Model (TAQ) was developed from meteorological and PM2.5 measurements adjacent to the Borman Expressway in Northwest Indiana to estimate PM2.5 road emissions. It concluded that on average a 74% improvement in air quality is expected (based on reduction of mass emitted per mile [g/mi]) when the average Borman speed range is improved from < 30 mph to >50 mph. An additional 39% (on average) improvement in the PM_2.5 emissions on the Borman Expressway was found when traffic flow speeds increased from 55 mi/h to 75 mi/h. The ever increasing number of registered vehicles has resulted in, up until the present time, a parallel increase in the number of road accidents. One of the reasons for this is that the quality of the road surface has not adequately kept pace with the increased volume of traffic. The Italgrip System increases skid resistance, reduces hydroplaning risk, reduces noise, and reduces salt consumption and can be applied to asphalt, concrete, or steel surfaces. It has been applied to several roadways in Europe, particularly road sections exhibiting problem areas.

The abstracts of the 79 SPR reports completed by KTC researches for 2000-2005 were compiled. Seven projects were selected for value review to demonstrate the various types of benefits that accrue from SPR project research. This review compared objectives with results and described the nature of the benefits (some quantifiable). All of the projects were analyzed to determine: 1) the Kentucky Transportation Cabinet (and FHWA) goals supported and 2) the types of benefits that would reasonably be expected to accrue from implemented results of the research. Conflicts between wildlife and human interests have increased in recent decades due to growing human populations and the resulting expansion of anthropogenic pressures into wildlife habitat. Our overall objectives were to evaluate the the potential impacts of wildlife on transportation in Indiana and vice-versa. The results presented in this final report summarize two aspects of our research: the impact of automotive traffic on wildlife (“road kill”; Part I), and the wildlife hazards present at general aviation airports around the state (“airstrike”; Part II). An initial survey assessing overall supply chain issues was reviewed with twenty Indiana wood products companies. A longer follow up survey accompanied by in-person interviews, assessed more specific supply chain issues, and was reviewed with ten Dubois County wood products companies. From this, a supply chain map of major suppliers and customers located both inside and outside of Indiana was developed. The research also attempted to capture the industry trends and characteristics in a formal model, to explore the impact of INDOT projects on the competitiveness of the industry.

This report provides a model for estimating the impact of highway projects on the environment and cultural amenities. The model was developed by the University of Kentucky Center for Business and Economic Research and was supported by funding from the Academy for Community & Transportation Innovation, a venture between the University of Kentucky, The University of Louisville, and the Kentucky Transportation Cabinet. This model provides a tool that transportation officials can use to examine any project’s impact on historic or environmental amenities.

The goal of this study was to conduct a survey to evaluate usage and satisfaction with the KYTC’s new program allowing motor carriers to credential vehicles and pay taxes via the Internet. This study is a continuation and the final phase of the SPR-2338 project that involves monitoring the ambient air quality levels adjacent to the Borman Expressway. The purpose of this phase was to classify the traffic conditions along the Borman Expressway in terms of ambient air quality levels. The duration of the phase was from April 1, 2002 to April 30, 2004. The study has shown that, in a close proximity to the Borman Expressway, air quality levels mirror the dynamic nature of traffic along the Borman, despite being surrounded by major industrial stationary sources. Urban travel demand modeling in the United States has a rich history in both practice and academic research. The same cannot be said, however, of freight demand modeling despite the intermodel planning requirements of IS TEA and TEA21. In most instances, agencies responsible for state transportation planning (e.g. Kentucky Transportation Cabinet) have applied, in a limited way, the methodology developed for urban travel demand modeling (i.e., Urban Transportation Modeling System or UTMS 1) to the freight arena (see, for example, Black 1997). Accident prediction modeling is a powerful tool for determining the frequency of accidents under certain circumstances. Nationwide, direct damages from highway hazardous material spills for the year 2000 were tallied at over $31billion. This thesis determines the probability of an accident involving hazardous materials on the roads of New Jersey. The methodology is based on a British predictive equation used by their Highways Agency to determine the probability of a hazardous spill over a section of a roadway. Particulate Matter less than 2.5 μm in diameter (PM2.5), carbon monoxide (CO), and meteorological parameters were monitored at 10 second averaging intervals adjacent the Borman Expressway in Northwestern Indiana before and during the implementation of an Intelligent Transportation System. Traffic data was collected from sensors on the expressway. The high-resolution data permitted the expressway contribution to local air quality to be separated from background components of local air quality and significant correlations were made between pollutant flux and traffic flow and pollutant flux and highway occupancy. The objective of this study was to investigate the needs of and resources available to local public agencies to construct and maintain their transportation infrastructure. This report documents findings of the investigation of five different brands of panel edge drains installed in a test section along Interstate 81 in Roanoke, Virginia, from Milepost 154.148 to Milepost 156.11. Findings from this study indicated that closed core edge drains (Multi-Flow, Advanedge) are less likely to become damaged or distressed than the more open core drains (Contech, Akwadrain, Hydraway). Typical distress found in the more open cores was rolling over of the top row of support columns, fabric intrusion between support columns, and rolling up of the bottom row of support columns.

Kentucky Transportation Center Research Report
The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.
