The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

This project develops a simple linear programming model of the Upper Midwest regions rail transportation network to test whether a closure of the Chicago River to freight traffic would impact the capacity constraint of the rail system. The result suggest that the rail network in the Upper Midwest regions are nowhere near approaching capacity and that a closure would have little impact on the rail network. Two noteworthy sets of commodities may be adversely affected, cereal grains and other agricultural product and gravel and crushed stone.

This investment generates an extensive portfolio of “grey literature” that is not yet uniformly cataloged or accessible, despite the best efforts of the National Technical Information Service, the Transportation Research Board, and the National Transportation Library. The purpose of transportation systems go beyond the movement of people and goods. These systems shape the natural and built environment which subsequently affects social and economic interactions. However, conventional metrics typically only address the mobility aspect of transportation via measures such as level of service and congestion. Metrics are needed to evaluate the broader impacts of transportation.

The road infrastructure of North America is aging, and many governments are faced with a critical decision:  do we repair or remove freeways from our urban centers?  Freeway repair is exceptionally expensive, but removing a freeway is widely seen as a risky venture which may result in negative traffic effects.  Therefore, it is necessary to gain a clearer understanding of how removing road capacity effects traffic distribution.  Three freeway segments were ultimately selected for case study analysis: two in San Francisco and one in Milwaukee.  This analysis consisted of identifying changes in the traffic volumes and volume-capacity (V/C) ratios in …

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Work zones present a risk to drivers and to personnel constructing the roadway. In 2005 work zones accounted for 2.5% of fatalities nationwide, 3.5% for the state of Utah. The goal of this research is to make work zones safer by quantifying the risk that they present to drivers. The approach of this research has been to review part 6 of the Manual of Uniform Traffic Control Devices (MUTCD) and compare the differences from the 2003 and 2009 editions, conduct field studies of Utah work zones, and develop a tool for measuring risk in work zones. In recent years, the SCDOT has experienced a significant variation in estimated costs for the relocation of utilities on many projects. This has led to cost overruns and caused concerns for the district engineers responsible for the projects. Through meetings with SCDOT personnel and utility company representatives it was determined that a standardized cost estimate form combined with improved change order management and cost management strategies was needed. Recently submitted estimates were analyzed and rated by a panel on multiple criteria to generate a list of 'poor', 'good', and 'excellent' estimates. The following tables provide a detailed look at the role that culvert material and culvert diameter play in the overall cost of a culvert replacement project. Table 1 displays the cost per foot purchase price arranged by diameter size for the various culvert materials that are currently available. Table 2 displays the average additional culvert pipe material cost (increased cost to upsize minus original in-kind replacement cost) that would be incurred when upsizing a given diameter of culvert with a 50 foot length by factors of: 200%, 250% and 300%.

National and statewide (California) collision numbers are currently on the

decline; however, the U.S. is declining at a much slower rate than most other

developed countries, and in some aspects is actually regressing in terms of traffic

safety. Although state highway safety is improving, local roadway safety may

actually be regressing. Approximately three-quarters of all U.S. public roadways,

and approximately 80% of all injury accidents fall under the jurisdiction of cities.

However, cities may not be allocating the proper level of resources, or operating

under the proper administrative methodologies to adequately address these

safety issues.

Recent research has shown that traditional safety evaluation methods have been inadequate in accurately determining the effectiveness of roadway safety measures. In recent years, advanced statistical methods have been utilized in traffic safety studies to more accurately determine the effectiveness of roadway safety measures. These methods, particularly hierarchical Bayesian statistical techniques, have the capabilities to account for the shortcomings of traditional methods. Hierarchical Bayesian modeling is a powerful tool for expressing rich statistical models that more fully reflect a given problem than a simpler model could. Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Like the rest of the US, the ethanol industry in Indiana has rapidly expanded, growing from one plant in 2006 to a projected 13 by 2010. One result of this expansion is that truck and rail traffic flows in Indiana are shifting, as more corn and beans are processed in state. Most of the change in transportation requirements will likely be concentrated in regions of Indiana where the ethanol plants are constructed.

This report presents the results of a study whose objective was to use the condition of local transportation infrastructure to identify the funding level required to maintain the infrastructure and then compare this with existing funding to determine the adequacy of the current funding. The South Carolina Department of Transportation (SCDOT) dedicates a large portion of its budget and other resources to the maintenance of the State's transportation infrastructure. In order to maximize the efficiency and productivity of the State's highway maintenance workforce, the SCDOT partnered with Clemson University to research the performance of these maintenance crews. The goal of this research is to identify optimal crew compositions, if possible, and to suggest potential crew productivity enhancement methods.

While not accounting for a significant proportion of overall crashes, median crossover crashes in the state of Utah do account for a significant proportion of interstate fatalities. Due to the seriousness of median crossover crashes in the state of Utah, the need exists to evaluate the impact of median crossover crashes in the state, to identify locations where median crossover crashes may be occurring at particularly high rates, and to identify methods to help mitigate these crashes. Fatigue and drowsy driving in the state of Utah has been a causal factor in thousands of crashes over the years and poses a serious threat to public safety. Consequently, the purpose of this research was to evaluate the impact of drowsy driving in the state, to identify locations where fatigue and drowsy driving may be contributing factors to current crashes, and to identify methods to help mitigate these crashes. Appropriate access management techniques can improve the safety and efficiency of arterial roads. In order to determine which roads can most benefit by the implementation of access management techniques, a prioritization process was developed to recommend various access management treatments such as limiting access points, installing raised medians, and ensuring adequate signal spacing along corridors. Enormous quantities of public money are spent on transportation infrastructure (TI). According to the Bureau of Transportation Statistics this infrastructure spend in the U.S. amounted to almost $90 billion in 2001. In most political spheres, when public money is spent, the public demands a measure of accountability. The dimensions of this accountability depend on the character of the political system that funds TI.
