Fixed Base Operators (FBOs) are major service providers for the general aviation (GA) sector, which closely connect the public with the aviation industry. However, over the past decade, the U.S. GA industry has experienced a decline in the numbers of registered aircraft, pilots, and airports. Due to the fact that FBOs significantly contribute to the aviation industry, further research studies regarding the FBO-sector at a national level are needed. The purpose of this dissertation was to identify and prioritize the critical success factors (CSFs) that promote the success of FBO operations in the United States.

Visual assessment is a process to understand the state of a structure based on evaluations originating from visual information. Recent advances in computer vision to explore new sensors, sensing platforms and high-performance computing have shed light on the potential for vision-based visual assessment in civil engineering structures. The use of low-cost, high-resolution visual sensors in conjunction with mobile and aerial platforms can overcome spatial and temporal limitations typically associated with other forms of sensing in civil structures. This study aimed at improving the methodology for developing statewide non-motorized safety performance functions (SPFs). Due to lack of pedestrian and bicyclist counts, the methodology proposed a procedure for developing statewide surrogate non-motorized exposure measures using data that are available at statewide level. Eleven years non-motorized crashes at signalized urban intersections joining Arterial and Collector roads in Michigan were used to test the procedure.
The study also explored the use of Bayesian approach for modeling non-motorized crashes as an alternative to traditional classical count data models. Classical count data models that were considered as potential fit to the data include; …

Departments of transportation (DOTs) currently use the conventional three-coat system as the predominant choice for the corrosion protection of steel bridge structures. Eliminating one step in the coating process could potentially save time and cost associated with lane closures and traffic control costs. This research paper evaluates several two-coat systems based on the zinc-rich primer and polysiloxane topcoat technology. All samples were conditioned and coated in a state-of-the-art, climate-controlled paint booth, simulating common field ENvironmental CONditions (ENCON) (ENCON 1: 25 °C/50% RH, ENCON 2: 10 °C/40%RH, and ENCON 3: 32°C/80% RH). Silphid beetles in the genus Nicrophorus bury themselves during periods of inactivity, however, the influence of soil characteristics on burial behavior remains unclear. We examined soil preferences of the federally endangered Nicrophorus americanus, as well as of N. carolinus, N. marginatus, N. obscurus, and N. orbicollis, in a series of experiments. Differences in burial depth by sex were found for N. carolinus, N. marginatus, and N. obscurus, which are diurnal species. Both sexes of N. americanus bury to a mean depth of 18 cm. Dowel Bar Inserters (DBI) are automated mechanical equipment that position dowel bars in Portland Cement Concrete (PCC) after concrete is placed. Compared to the alternative approach, which is using dowel baskets, DBIs offer advantages in cost and speed of construction. However, as dowel bars are not anchored to the subgrade similar to dowel baskets, there is a concern about the quality of dowel placement using this equipment. The Food and Drug Administration (FDA) recently released a final rule to ban triclosan and 18 other antimicrobial chemicals from soaps. We applaud this rule specifically because of the associated risks that triclosan poses to the spread of antibiotic resistance throughout the environment. This persistent chemical constantly stresses bacteria to adapt, and behavior that promotes antibiotic resistance needs to be stopped immediately when the benefits are null.

The finite-element method was used to quantify the effect of temperature and speed on contact area, deflection, and three-dimensional contact stresses of a free-rolling wide-base tire. The tire model comprised material properties identified in the laboratory and/or provided by the tire manufacturer (hyperviscoelastic rubber and linear elastic reinforcement) and accurate geometry. The model was validated using measured deflection and contact area. The analysis matrix consisted of 81 cases resulting from a combination of three loads, tire-inflation pressures, speeds, and temperatures. Four criteria were used to compare contact stresses: range, average, root-mean-square error, and coefficient of determination. Speed and temperature influence …

Earthen structures have a long architectural and cultural heritage in New Mexico. Similar structures are evident around the world. With the current depletion of natural resources and high cost of materials, compressed earth block construction offers a sustainable building material alternative. Stabilized compressed earth blocks (SCEB) are compressed earth blocks with additives such as, hydrated lime or Portland cement to protect the earth block from absorbing water. Liquefaction-induced settlement can cause significant damage to structures and infrastructure in the wake of a seismic event. Predicting settlement is an essential component of a comprehensive seismic design. The inherent uncertainty associated with seismic events makes the accurate prediction of settlement difficult. While several methods of assessing seismic hazards exist, perhaps the most promising is performance-based earthquake engineering, a framework presented by the Pacific Earthquake Engineering Research (PEER) Center. The PEER framework incorporates probability theory to generate a comprehensive seismic hazard analysis. Low-head dams are capable of creating dangerous counter-currents just downstream from the structure. These dangerous counter-currents are known as submerged hydraulic jumps and are responsible for hundreds of fatalities at numerous low-head dams across the United States. The counter-current creates high upstream-directed surface velocities across the width of the channel, making it nearly impossible for an individual to escape. This submerged jump can occur during a range of upstream and downstream conditions. Effective, safe and low-cost remediation options must be explored in order to prevent further fatalities at these structures. The Photovoltaic Installation in Ecuador and The Amazon is part of a collaborative effort between two major construction clubs at Cal Poly: NECA and MCAA. Four students, two from each club, traveled with two faculty to install photovoltaics for two different communities. The first project was a solar installation to provide fresh water for the community of Santa Rosa. Project number two, was a sixteen-panel installation in Shell, Ecuador for the non-profit Reach Beyond. The main goals of each project were to provide fresh water, and achieve net zero electrical consumption.

The feasibility of using recyclable household plastics, specifically those made of polyethylene, commonly used in water and soda bottles, as a replacement for concrete coarse aggregate, was assessed. A method was developed for cutting polyethylene materials into fibrous strips. These strips were then used as a replacement for the rock coarse aggregate in batches of concrete. Standard 6” x 12” test cylinders were made using the concrete mixture and subject to destructive compressive testing in order to yield the compressive strength of the concrete mix 7, 14, 21, and 28 days after pouring. Technology is trending in Construction, but it is unclear if smaller contractors have kept up with these trends like larger national companies have. This survey of San Luis Obispo County specialty and general contractors queried technology adoption, specific software use, estimator age, and opinions of various estimating attributes. It found that the majority of contractors use traditional estimating and quantity takeoff methods, the majority of contractors are 31 years old or older, and that local estimators value experience and knowledge as opposed to computer expertise. In response to an appilcation requirement for the Community Matching Grant Fund Program, 354 asset management plans for roads and bridges were submitted in 2016 which contain the current conditions of local agency roads and bridges. This report describes these conditions and suggests the funding levels necessary to improve and maintain these assets at defined condition levels over a ten-year period. A ten-year horizon was used so as to correspond to previous LTAP studies performed in 2003 and 2009. The ten-year time period is also comparable to other Indiana studies.

Streambanks can be a significant source of sediment and phosphorus to aquatic ecosystems. Although the streambank-erosion routine in the Soil and Water Assessment Tool (SWAT) has improved in recent versions, the recently developed routine in SWAT 2012 has undergone limited testing, and the lack of site or watershed specific streambank data increases the uncertainty in the streambank-erosion predictions. Over the last decade, the Oregon DOT and other agencies have systematically implemented many pedestrian crossing enhancements (PCEs) across the state. This study explored the safety performance of these enhanced crossing in Oregon. Detailed data were collected on 191 crossings. Supplemental data items included crossing location information, route characteristics, surrounding land use and crossing enhancement descriptions. Pedestrian volume at the crossing locations was a highly desirable but unavailable data element.
