In the arid west, water is among the most valuable of resources. One of the most critical aspects of water resource management is that of flow measurement. Accurate flow measurement data is needed to effectively manage any water distribution system, whether for culinary or irrigation use. In order to successfully and accurately measure water flow in pipes, it is recommended that a straight section of pipe be installed immediately upstream from the flow meter to avoid distorted flow patterns at the metering location. In many existing piping scenarios, however, such flow conditions are impossible to achieve.

This study is coordinated with a study for the Las Vegas wastewater treatment system that discharges into Lake Mead. Slip lining culverts represent a low-cost technique that can restore life to decaying culverts. However, slip liners are smoother than typical host culverts; therefore, they generate higher flow velocities and lower flow depths within the culvert, which are fish passage barriers. One way to mitigate these barriers is by installing baffles. Unfortunately baffles can jeopardize the flow capacity of the culvert.

Most dams have a low-level outlet that consists of a closed conduit through the dam with a slide gate or valve to regulate flow. These outlets are used mainly for irrigational purposes but also for flushing the reservoir and controlling the reservoir elevation. When discharging through the low-level outlet works, negative pressures can develop on the downstream side of the gate creating a potential for cavitation damage and vibration. Effects from an Urban Heat Island (UHI) can be detrimental to the world as a whole. This study examines a collection of permeable and conventional pavements in South Carolina to determine how they relate to near surface air temperatures, which is an indicator of the UHI impact of an area. Three locations were used, each with a different selection of pavement type. Permeable and conventional forms of both asphalt and concrete were tested, as were some open graded friction course samples. Laboratory and field hydraulic conductivity tests have been conducted on soil samples to develop and verify the zone of acceptance for liner placement. Compaction testing and flexible wall hydraulic conductivity tests were performed on fifteen (15) samples to determine the dry unit weight, molding water content, and laboratory permeability. Five of the fifteen samples were compacted at Standard proctor energy, five were compacted at 75 percent of Standard proctor energy, and five were compacted at 50 percent of Standard proctor energy. This thesis has determined that using fly ash as a mineral filler in asphalt pavements can help strengthen and reduce asphalt moisture damage. Also, dynamic shear rheometer tests show that these additives have a stiffening effect on asphalt binder. Moisture related damage is considered one of the main causes of asphalt pavement failure. As water infiltrates a layer of asphalt, it slowly strips away asphalt binder, weakening the aggregate/binder bond. This process, combined with the cyclic loading of traffic, can lead to several different types of asphalt failure including rutting, raveling, bleeding, and cracking. An investigation was conducted related to the dimensional stability of geosynthetic clay liners (GCLs) in landfill applications. Multiple occurrences of panel separation of overlap seams in GCLs have been documented; however, explanation for the relative contribution of various mechanisms causing shrinkage has been limited. A systematic test program was conducted to determine the effects of a variety of conditions on GCL dimensional stability.

Population growth in rural areas has led to new interest in rail transportation. Planning a passenger rail system involves numerous difficult decisions, most representing a trade-off between customer service and cost. In this work, we attempt to integrate many of these planning decisions. We consider strategic decisions such as station location and vehicle procurement, as well as tactical issues that include vehicle scheduling. Our integrated model exploits the linear network structure that best suits many rural American communities, including Northwest Arkansas. This thesis investigated climate variability and their associated hydrologic responses in the western United States. The western United States faces the problem of water scarcity, where the management and mitigation of available water supplies are further complicated by climate variability. Climate variability associated with the phases of oceanic-atmospheric oscillations has been shown to influence streamflow and precipitation, where predictive relationships have led to the possibility of producing long-range forecasts. A guide for the design of epoxy anchors for the use in concrete traffic barriers was developed in this study. A series of dynamic bogie tests and static tests was conducted on single and double anchors. The dynamic increase factor for the noted anchors was determined to be 1.06. Protective epoxy coatings for the anchors was observed to contribute to a 9 percent decrease in anchorage strength. The effects of anchors located in close proximity to each other was also investigated. Calibration factors were developed to apply recommended changes to the ACI code for use in bridge rail anchorages.

Death and injury from falls are a long-standing and continuing problem in construction, responsible for at least a third of the construction deaths in the U.S. from 2004 to 2007. Each of those years, Nevada has exceeded the national percentage. Although 29 CFR 1926.503 sets forth Occupational Safety and Health Administration (OSHA)'s requirements that construction employers train employees exposed to fall hazards and document such training, the incidence of deaths and injuries from falls are an indicator that this training was not provided or else was not effective.

Synthetic studies and analyses of an experimental dataset were conducted to address the use of Rayleigh-type surface waves for estimation of shear wave velocity (VS) profiles of shallow bedrock sites. The shallow bedrock presents a high impedance contrast boundary which causes surface wave energy to be partitioned to higher modes. Idealized studies of hypothetical datasets and root-mean-squared calculations of error surfaces showed that if reliable dispersion data are available over a broad frequency spectrum, the VS profile can be recovered using the fundamental mode alone. In semi-arid regions, like southwest Idaho, snowmelt is a significant source of water. Anthropogenic activities continue to increase demand for this vital natural resource. Water resource managers must be able to quantify both the timing and quality of snowmelt. Atmospheric contaminants can deposit on the snow, altering its physical properties. For example, deposition of atmospheric particulate matter (PM) can cause snow to darken, thereby increasing radiative forcing on the snowpack, potentially causing a change in snowmelt timing.

Two design methodologies have been widely accepted in the practicing engineering realm to manage the variability associated with operational structures: Allowable Stress Design (ASD) and Load and Resistance Factor Design (LRFD). This research presents a probabilistic debris trajectory model adapted from current 6-degree-of-freedom (6-DoF) deterministic models, in which the aleatoric (inherent) uncertainty is explicitly considered in the proposed probabilistic model. While the inherent randomness in the debris flight trajectory is irreducible due to the wind turbulence, variation in wind direction, gustiness of the wind event and so forth, the proposed probabilistic model seeks to address these uncertainties through Monte Carlo simulations with the appropriate statistical distributions applied to the governing equations of motion of the debris. The present study was aimed at measuring the scour hole profile at bridge piers under clear water scour. Scour tests were performed under both steady state flow and under stepped hydrographs. Multiple smaller flood events were run to determine how flood history affects scour hole development. Various equilibrium scour depth equations and proposed temporal scour models were compared. The similarity of the scour hole profiles with time and flow history were evaluated.

The purpose of these experiments and the data collected was to provide the input conditions for an ember flight model in order to compare and validate the model predictions. An analysis was performed which determined the sensitivity of model predictions of downwind mass distribution to uncertainties in the model input parameters.
