Disinfection by-products (DBPs) form as an unintended result of drinking water disinfection, from chemical reactions between disinfectants (e.g., free chlorine) and naturally occurring dissolved organic matter (DOM). At present, 11 DBPs are regulated in treated drinking waters due to potential adverse health effects, including four trihalomethanes (THMs). Despite nearly 40 years of DBP research, compliance with DBP regulations remains a challenge for many drinking water treatment plants (DWTPs), including the four DWTPs located on the Beaver Lake Reservoir in Northwest Arkansas. Clemson, a small college town in South Carolina, deals with a massive over-saturation of its transportation system during special events, especially during home football games, resulting in total system failure. This research has developed a methodology to optimize parking, using a Geographic Information System (GIS)-based transshipment algorithm, and it has produced great time savings compared with the individual, “manual” efforts of thousands of drivers attempting to find spaces where available. As such, this research constitutes an effective implementation of the Hitchcock Transportation Algorithm for solving a transshipment problem applied to parking lot distribution. An investigation was made into the relative costs of excavation retention by two systems: conventional soldier pile-wale-tieback support, and support by soil nailing. The investigation included design of excavation supports by the two aforementioned systems for fifteen actual excavations, the majority of which were accomplished in the Louisville, Kentucky area. The design was optimized to arrive at minimum cost solutions. In all cases, the soil nailing system was much less costly than the conventional system. Halogenated methanes, including carbon tetrachloride (CT) and chloroform (CF), are significant groundwater contaminants. Options for bioremediation of high concentrations are limited. Previous studies have shown that an enrichment culture (designated DHM-1) that grows on corn syrup has the potential for use in bioaugmentation. DHM-1 cometabolically biotransforms high concentrations of CT and CF to nontoxic end products (mainly CO, CO2, and organic acids) in the presence of vitamin B12 (approximately 3% of chlorinated methanes on a molar basis). This thesis looks into the use of 3D Finite Element Modeling to determine the transverse design forces for short-span bridges built using the Northeast Extreme Tee with integral deck (NEXT-D) beam. Models were built using either solid elements or shell elements to represent the bridge deck, and the results were compared. The stiffness of the shear keys were taken into account during the modeling process. Results were compared to the AASHTO strip width method for design bridge decks, and the results showed that the strip width method would not be adequate for the design of NEXT-D bridges, so specific live …

Highway pavement markings constitute a vital component of roadway transportation systems and provide crucial visual cues for the basic driver task of following the road. In 2008, the South Carolina Department of Transportation (SCDOT) initiated a multi-year study to evaluate pavement markings on non-interstate primary and secondary roads in South Carolina. This thesis discusses development of a methodology for estimating and comparing the lifecycles of high-build and conventional waterborne pavement markings based on retroreflectivity levels. After losing sovereign immunity in 1985, SCDOT employees now focus a significant amount of time in processing tort claims and lawsuits filed against the agency. This is an important issue for transportation agencies considering the fact that money spent defending tort claims and lawsuits, is no longer available for safety and mobility improvements on the state highway system.
The South Carolina Department of Transportation (SCDOT) processes approximately one thousand claims per year and is engaged in nearly one hundred lawsuits per year. SCDOT has paid just over a half million ($523,607) to settle on 1007 claims - approximately 1/3 of …

The objective of the investigation was to evaluate the useful life of pavement markings. The Manual on Uniform Traffic Control Devices (MUTCD) provides general guidelines for the application and installation of pavement markings. However, performance requirements for various types of pavement markings are not included. Retroreflectivity data were collected throughout Kentucky on various longitudinal pavement markings using mobile and manual techniques. Data were collected on one-year, two-year and three-year-old lines. The retroreflectivity levels were analyzed and the several recommendations were made. Minimum levels of retroreflectivity should be set for determining what roads to restripe annually. These values should be lower …

The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. Water quality monitoring was conducted in two urban watersheds (Colonial Hills and Taylor Park) located in southeast Lincoln, NE over a three year period spanning from October 2008 through September 2011. In-line probes continuously measured for turbidity, conductivity, dissolved oxygen, and water temperature while other water quality constituents were analyzed for discrete water samples collected using grab and automatic sampling techniques. The water quality data was used to calculate event mean concentrations (EMCs) for sixteen storm events sampled over the duration of the project period. The purpose of this research project was to assess the water quality of an urban stream for total maximum daily load assessment in Omaha, Nebraska. This was accomplished by sampling the water quality at four different sites. These sites included sampling upstream, within, and downstream of the city. These samples were conducted throughout 2010 and 2011.
The results showed that concentrations of Escherichia coli (E. coli) are routinely above established criteria for the state of Nebraska. Concentrations of E. coli that exist in the Papillion Creek Watershed upstream of the City of Omaha have also been shown to be above …

Seismic considerations greatly influence the lateral and vertical design of a structure, often necessitating larger elements than would otherwise be required. Seismic isolation greatly reduces the demands on a structure due to earthquake loading, allowing the use of smaller, more efficient members and foundations. This case study illustrates the theory and procedure of evaluating the response of a recently built multi-span highway bridge using the most recent (2009) AASHTO code. Based on this response, an equivalent structure was designed to incorporate a seismic isolation system, and the substructure of the isolated bridge redesigned to meet the reduced demands more economically. …

This study was conducted to determine the effect of warm mix (WMA) modifiers on asphalt mixes containing high percentages of reclaimed asphalt pavement (RAP). Mixes were created using three aggregate sources, four RAP percentages (0%, 20%, 35%, and 50%), and three warm mix modifiers (HMA, zeolite, and Sasobit®). Base binders from the same source (PG 64 -22, 58 -28, 52 -28) and one rejuvenator were used for each mix to ensure the final blended binder grade was at least PG 64 -10.

In recent years transportation professionals have shown increasing interest in evacuation planning. With the advances in computing technologies it is possible to simulate urban transportation networks with great detail. These details from the traffic simulation model can be used for devising strategies for evacuation and emergency response in case of a disaster.
This thesis describes the modeling, calibration, and validation of the VISSIM traffic simulation model coded for downtown San Jose. The network is then used to test various evacuation scenarios to assess evacuation strategies that would be effective in case of a human-caused disaster.

Northwest Arkansas contains two Section 319 Priority Watersheds that the Arkansas Natural Resources Commission (ANRC) has identified as being impacted by point and nonpoint sources of pollution (i.e., phosphorus, nitrogen, and sediment), and the Arkansas Water Resources Center (AWRC) has monitored the water quality at several sites within these watersheds. Roadside cross-drainage culverts have been found to affect vehicle accident injury levels. As a result, highway designers have commonly used three safety treatments to protect errant motorists from striking culvert openings. These safety treatments have included: culvert extension, guardrail installation, and the application of safety grating. However, the identification of the most appropriate safety treatment for roadside culverts may be challenging; accident costs may dramatically change under different road and traffic characteristics. A variational data assimilation method is described for bottom topography mapping in rivers and estuaries using remotely sensed observations of water surface currents. The velocity field and bottom topography are related by the vertically integrated momentum and continuity equations, leading to a nonlinear inverse problem for bottom topography, which is solved using a Picard iteration strategy combined with a nonlinear line search. An illustration of the method is shown for Haverstraw Bay, in the Hudson River, where the known bottom topography is well reconstructed. The recently released "Highway Safety Manual" (HSM) published by AASHTO provides a comprehensive set of tools for evaluating and identifying opportunities to improve safety for highway facilities. Included in the HSM is a quantitative method for predicting crashes on the basis of recently developed scientific approaches. These predictive methods currently exist for three facility types: rural two-lane roads; rural multilane highways; and urban and suburban arterial highways. To enhance precision, each HSM predictive method should be calibrated for location conditions. This paper demonstrates the HSM calibration procedure for total crashes in Oregon.
