The literature estimating the economic value for water quality changes has grown considerably over the last 30 years, resulting in an expanded pool of information potentially available to support national and regional policy analysis. Using 131 willingness to pay estimates from 18 studies that use a similar definition of water quality, we performed a meta-regression analysis and found mixed results. We find that WTP varies in systematic and expected ways with respect to factors such as the size of the water quality changes, average household income, and use/nonuse characteristics of respondents. Dynamic impact testing of W152x13.4 (W6x9) steel posts at various embedment depths has been detailed, and the results stated. A total of 17 bogie tests have been performed on a 2:1 slope, with post lengths varying from 1,829 mm (6 ft) through 2,743 mm (9 ft). A total of four bogie tests were performed on level terrain using 1,829-mm (6-ft) long steel posts at two different impact speeds. For each bogie test, raw acceleration data, obtained from accelerometers, was filtered and then force-displacement and energy-displacement graphs were plotted. Cured-in-place pipe (CIPP), is a widely used trenchless technology. Based on the current liner design method, American Society for Testing and Materials (ASTM) F2207-02, several aspects are studied for the effect on estimating the long-term performance of the liners.
While estimating the liner burst pressure, the effect from host pipe material properties, liner material properties, defect geometry, liner creep properties and loading condition should be considered. The burst pressure calculated based on the existing method is overestimated and this allows an increased risk of structural failure before the expected design life is reached.

Eastern North America receives elevated atmospheric mercury deposition from a combination of local, regional, and global sources. Anthropogenic emissions originate largely from electric utilities, incinerators, and industrial processes. The mercury species in these emissions have variable atmospheric residence times, which influence their atmospheric transport and deposition patterns. Forested regions with a prevalence of wetlands and of unproductive surface waters promote high concentrations of mercury in freshwater biota and thus are particularly sensitive to mercury deposition. Through fish consumption, humans and wildlife are exposed to methylmercury, which markedly bioaccumulates up the freshwater food chain. Average mercury concentrations in yellow perch fillets …

A model for the prediction of color release from a pilot distribution system was created in 2003 by Imran. This model allows prediction of the release of color from aged cast iron and galvanized steel pipes as a function of water quality and hydraulic residence time. Color was used as a surrogate measurement for iron, which exhibited a strong linear correlation. An anomaly of this model was an absence of a term to account for pH, due to the influent water being well stabilized. The objective of this study was to evaluate the practical limits of EPA's NONROAD 2005 to accurately simulate Central Florida conditions, especially with regard to lawn and garden equipment. In particular we investigated a NONROAD emission inventory using default inputs and then created a locally specific emission inventory. These emission inventories were prepared for Orange, Osceola, and Seminole county and focused only on the VOC and NOx emissions caused by lawn and garden equipment. Discrepancies between the predicted responses of a finite element analysis (FEA) and reference data from test results arise for many reasons. Some are due to measurement errors, such as inaccurate sensors, noise in the acquisition system or environmental effects. Research recently conducted at the University of Central Florida involving crashes on Interstate-4 in Orlando, Florida has led to the creation of new statistical and neural networks models that are capable of determining the crash risk on the freeway (Abdel-Aty et al., 2004; 2005, Pande and Abdel-Aty, 2006). The purpose of this thesis was to evaluate the impact of dynamic message signs (DMS) on the Orlando-Orange County Expressway Authority (OOCEA) toll road network using the Pre-Deployment DMS Survey (henceforth referred to as "pre-deployment survey"). DMS are electronic traffic signs used on roadways to give travelers information about travel times, traffic congestion, accidents, disabled vehicles, AMBER alerts, and special events. A new methodology for the determination of target element sizes for the construction of finite element meshes applicable to the simulation of tidal flow in coastal and oceanic domains is developed and tested. The methodology is consistent with the discrete physics of tidal flow, and includes the effects of bottom stress. The method enables the estimation of the localized truncation error of the nonconservative momentum equations throughout a triangulated data set of water surface elevation and flow velocity. In this study, the bacterial growth dynamics of 14 pilot drinking water distribution systems were studied in order to observe water quality changes due to corrosion inhibitor addition. Empirical models were developed to quantity the effect of inhibitor type and dose on bacterial growth (biofilm and bulk water). Water and pipe coupon samples were taken and examined during the experiments. The coupons were exposed to drinking water at approximately 20°C for at least 5 weeks to allow the formation of a measurable quasi- steady-state biofilm. Bulk water samples were taken every week. Peltier devices are a method of converting differences in temperature into electrical energy. Using data from a supplier of these devices, calculations were made to determine the efficiency of these devices in conjunction with a residential solar hybrid electric system. The initial calculations show efficiencies less than 2% with the temperature differences experienced during the springtime. While this efficiency doesn't sound stellar, taking into account the current efficiency of residential solar cells, this would be an appreciable addition to the power output of a residential solar system.

John Rawl’s A Theory of Justice, and Justice as Fairness were originally intended to promote a political structure of liberal democracy. Taken together with Habermas’ idea of ’discourse ethics’, this work has constituted a fundamental aspect of the communicative approach in the planning discipline over the past 20 years. While their work is quite theoretical, it need not be detached from the reality of day- to-day practice. We agree with O’Neill that the work toward greater justice and fairness is eminently practical, and so should derive from their work. Enormous quantities of public money are spent on transportation infrastructure (TI). According to the Bureau of Transportation Statistics this infrastructure spend in the U.S. amounted to almost $90 billion in 2001. In most political spheres, when public money is spent, the public demands a measure of accountability. The dimensions of this accountability depend on the character of the political system that funds TI. In most participatory democracies, ultimate accountability is exercised through a balloting system that ensures elected officials represent, to some degree, stakeholder views and preferences. Vehicle delay and queue length are quantitative measures of intersection performance. The technological advancement in the field of vehicle sensors and traffic controllers has reached a point where it has enabled efficient measurement of these performance measures. Two techniques are presented for real-time measurement of vehicle delay and queue length at a signalized Intersection, and these automated delay and queue estimates are compared with manually ground-truthed measurement. These techniques were evaluated at an instrumented intersection in Noblesville, Indiana. This dissertation consists of four papers concerning impacts of zinc orthophosphate (ZOP) inhibitor on iron, copper and lead release in a changing water quality environment. The mechanism of zinc orthophosphate corrosion inhibition in drinking water municipal and home distribution systems and the role of zinc were investigated. Fourteen pilot distribution systems (PDSs) which were identical and consisted of increments of PVC, lined cast iron, unlined cast iron and galvanized steel pipes were used in this study. In the proposed method, the variation of displacement in each time step is assumed to be a fourth order polynomial in time and its five unknown coefficients are calculated based on: two initial conditions from the previous time step; satisfying the equation of motion at both ends of the time step; and the zero weighted residual within the time step. This method is non-dissipative and its dispersion is considerably less than in other popular methods. Improved conductivity has been achieved by controllable substitution of an ultraviolet electronic conductor. The transparent conducting oxide system, H-doped Ca12Al(14−x)SixO(33+x/2) with x=0−4, exhibits a conductivity strongly dependent on the substitution level. Four-point direct current conductivity increases with x from 0.15 to 0.61 S/cm at room temperature. The observed conductivity behavior is consistent with the predictions of our first principles density functional calculations for the Si-substituted system with x=0, 2, and 4. Furthermore, the Seebeck coefficient is composition dependent suggesting the existence of an activated mobility associated with small polaron conduction. ©2007 American Institute of Physics

The Hydro-NEXRAD radar-rainfall estimation algorithms involve three main components: 1) preprocessing, 2) rain rate, and 3) rainfall accumulation. The preprocessing algorithm performs the quality control of reflectivity volume data and generates a hybrid scan. That is, reflectivity values for each azimuth and range bin are assigned from the several lowest elevation angles. It optionally estimates an azimuth-dependent vertical reflectivity profile and performs a correction for range effects. The rain rate algorithm converts the corrected reflectivity to rainfall intensity. The user can specify any power-law type empirical relationship between reflectivity and rainfall intensity.
