Microcantilevers with polymer coatings hold great promise as resonant chemical sensors. It is known that the sensitivity of the coated cantilever increases with coating thickness; however, increasing this thickness also results in an increase of the frequency noise due to a decrease of the quality factor. By taking into account only the losses associated with the silicon beam and the surrounding medium, the decrease of the quality factor cannot be explained. In this paper, an analytical expression is obtained for the quality factor, which accounts for viscoelastic losses in the coating. This expression explains the observed decrease of the quality …

This report provides: (1) an overview of the IFTA and IRP processes for allocating fuel tax revenues across jurisdictions; and (2) an assessment of these systems in regard to their effectiveness at allocating the tax and fee burden among commercial carriers in an efficient and accurate manner. Three aspects of the system were assessed by answering the following questions: (1) Is the system effectively fostering cooperation among the 58 jurisdictions governed by the IFTA and IRP agreements? (2) Is it effectively promoting the allocation of tax burdens and payments among the jurisdictions? and (3) Is it effectively collecting tax payments …

Arid regions are characterized by scarce rainfall with long dry periods in-between the storms. These regions of the world are under severe and increasing pressure because the water shortage is almost the main obstacle facing their development plans. Assessment of the natural renewable water resources is urgently needed these days. This study appraises the effective groundwater recharge from ephemeral streams in arid regions. The assessment of the effective recharge is through the development of a numerical model coupling the surface model (SWMM) and the subsurface model (HYDRUS-ID).

The frequency stability, sensitivity, and limit of detection of a coated-cantilever chemical sensor operating in a dynamic mode are mainly determined by its mechanical quality factor. While a coated-cantilever operating in the gas phase exhibits a large reduction in quality factor, immersion in liquids results in an even greater reduction in the Q-factor due to displaced fluid mass and losses in the surrounding liquid. In this paper, two different bending vibration modes are studied in order to minimize both the losses induced by the surrounding medium and the displaced fluid mass, thus increasing the quality factor and sensitivity and improving …

This memorandum discusses model calibration and enhancements made to the Lake Whatcom water quality model. Model development and initial calibration were documented in the report “Lake Whatcom Water Quality Model” (Berger and Wells, 2005). The Lake Whatcom water quality model has been converted from CE-QUAL-W2 version 3.2 to version 3.5 (Cole and Wells, 2006).

Bridge engineers and managers in coastal areas and cold regions frequently specify the application of surface treatments on concrete bridge decks as barriers against chloride ingress. In consideration of concrete cover thickness and the presence of stay-in-place metal forms (SIPMFs), the objective of this research was to determine the latest timing of initial surface treatment applications on concrete bridge decks subjected to external chloride loading before chlorides accumulate in sufficient quantities to initiate corrosion during the service life of the deck. The on-line monitoring for illicit radioactive material with a minimum number of false detections is a critical need for homeland security. The primary objectives of this work were to apply both Bayesian and classical statistical process control chart techniques to the on-line monitoring of radiological data and to then compare the Type I and Type II error incidence rates. Two versions of the cumulative sum (CUSUM) and Shiryayev-Roberts (S-R) procedures known as total reset and alarm reset methods were developed. In 2005, Wetland Studies and Solutions, Inc. (WSSI) installed an extensive Low Impact Development (LID) stormwater management system on their new office site in Gainesville, Virginia. The 4-acre site is serviced by a network of LID components: permeable pavements (two proprietary and one gravel type), bioretention cell / rain garden, green roof, vegetated swale, rainwater harvesting and drip irrigation, and slow-release underground detention. The site consists of heavy clay soils, and the LID components are mostly integrated by a series of underdrain pipes. Recently, the Minnesota Department of Transportation (MnDOT) funded a research project through the Midwest States Regional Pooled Fund to evaluate an existing steel post alternative for the thrie beam bullnose barrier system previously developed at the Midwest Roadside Safety Facility (MwRSF). MnDOT had an interest in the replacement of the wooden breakaway posts used in the current bullnose system with proprietary breakaway steel posts. This report evaluates the effects of subsurface drainage features on pavement performance through a program of inspection and testing of the subsurface drainage features present in the Long-Term Pavement Performance (LTPP) SPS-1 and SPS-2 field sections. The report will be of particular interest to engineers in the public and private sectors with responsibility for the design, construction, and rehabilitation of highway pavements.

Fundamental analysis and kinetics of treatment reactors are major topics in environmental engineering literature. These fundamental topics in reactor processes are well known for the ideal batch reactor, the continuous stirred tank reactor, and the plug flow reactor. The sequencing batch reactors (SBRs) are relatively new in the field, but are widely used. This study is based on real-time models of risk assessment for rear-end and lane-change-related crashes on freeways. These models were developed in recent studies on the basis of historical crash data and corresponding traffic data collected through underground loop detectors on Interstate-4 in Orlando, Florida. In this study the potential of these models was explored for identification of crashes that were not part of the database used to develop the models. The reliability of the structural performance of any given structure is affected by both in-service loading and material deterioration due to environmental attack. They must be evaluated at any given time in order to compute lifetime probability of failure. This paper presents an innovative methodology to derive the structure lifetime load effect due to existing traffic using a statistical tool known as Predictive Likelihood. Loss of resistance due to corrosion originated by chloride ingression is also taken into account. Finally the lifetime probability of failure is evaluated via the application of a time-discretization strategy.

Sewer pipelines are prevalent, important, valuable, unnoticed, and often in a state of disrepair. Pipeline inspection is essential for effective management of wastewater systems and is now mandated for many municipalities complying with the Governmental Accounting Standards Board Statement 34 and EPA regulations. Pipe inspection robots are routinely used to inspect underground pipelines for cracks, deformations, leaks, blockages and other anomalies to prevent catastrophic failure and to ensure cost effective maintenance and renewal. Researchers at the University of Central Florida (UCF) have been working during the past few years on different strategies to improve freeway safety in real-time. An ongoing research at UCF has investigated crash patterns that occurred on a stretch of Interstate-4 located in Orlando, FL and created statistical models to predict in real-time the likelihood of a crash in terms of time and space. The models were then tested using PARAMICS micro-simulation and different strategies that would reduce the risk of crashes were suggested. Origin-destination (O-D) trip table is necessary information for transportation planning and traffic impact study. However, current O-D estimations rely on estimated directional traffic counts at intersections, which obviously diminish reliability in the table. A video-based vehicle tracking system that utilizes wide view-angle lenses has been studied [26] to provide accurate direction traffic counts. The system expands the area covered by a single camera and uses a particle filtering method to handle environmental changes as well as geometric distortion caused by those lenses. NYSEARCH/NGA and DOT/PHMSA have an existing R & D contract, DTRS56-05-T-0002, in place to enhance and validate the TWI/FBS Teletest™ Long Range Guided Wave Ultrasonic Testing System. During 2006, the second year of this contract, several controlled tests were performed at the NYSEARCH/NGA test bed and several are also being done on live jobs at NYSEARCH member companies. Through this process, NYSEARCH has amassed the experience and facilities to test and evaluate various guided wave systems.
