Recent monitoring studies have indicated that many ground water (GW) sources would benefit from the development of effective technologies for removing viruses. Although reverse osmosis can achieve high log removal it is not economical. The main objective of this study is to test and validate a novel adsorption filtration (AF) technology for removing viruses from GW sources for drinking water production in New Jersey.

The convective diffusion of viruses to adsorbent particle surfaces in flow packed beds (FPB) enhances their removal efficiency if the adsorbent particle size can be decreased to about 100 microns. The development of effective virus removal …

Prediction of landfill gas generation and settlements are of concerns in design and maintenance of biocell landfills. Accurate settlement prediction is essential for design of piping systems used for the delivery of re-circulated leachate and recovery of landfill gas. Landfill settlement is the result of change in overburden stresses and biodegradation of waste. Biodegradation-induced settlement results from the re-arrangement of waste skeleton in response to the decomposition of waste mass.

This dissertation presents the use of virtual transshipments and revenue-sharing contracts for inventory control in a small scale supply chain. The main objective is to maximize the total profit in a centralized supply chain or maximize the supply chain's profit while keeping the individual components' incentives in a decentralized supply chain.

First, a centralized supply chain with two capacitated manufacturing plants situated in two distinct geographical regions is considered. Three important optical properties used for monitoring coastal water quality are the concentrations of chlorophyll (CHL), color dissolved organic matter (CDOM) and total suspended materials (TSM). Ocean color remote sensing, a technique to collect color data by detection of upward radiance from a distance (Bukata et al.,1995), provides a synoptic view for determining these concentrations from upwelling radiances. In the open ocean (Case-I), it is not difficult to derive empirical algorithms relating the received radiances to surface concentrations of water quality parameters. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

Image analysis was used to determine surface topography and thickness of textured geomembranes. Images of cross sections (specimen length × thickness) of geomembranes were obtained at 50× magnification using a digital optical microscope. Thickness was determined as the distance between the top and bottom surfaces along an entire cross section. For surface analysis, profiles of top and bottom surfaces were extracted from the cross section images. Amplitude, spatial, hybrid, and functional texture parameters were determined. Tests were conducted on eleven samples of HDPE and LLDPE geomembranes manufactured by co-extrusion and embossing at varying thicknesses. The geomembranes were classified into three …

In the early morning hours of May 16, 1968, the occupant of apartment 90 on the 18th floor of the 22-story Ronan Point apartment tower, in London, lit a match to brew her morning cup of tea. The resulting gas explosion initiated a partial collapse of the structure that killed four people and injured 17 (one of whom subsequently died). On investigation, the apartment tower was found to be deeply flawed in both design and construction. The existing building codes were found to be inadequate for ensuring the safety and integrity of high-rise precast concrete apartment buildings. The Larsen–Nielson building …

This paper focuses on a canal in the Gunnison Valley, located in central Utah, which diverts water from the sediment-laden Green River. Grain size analyses were performed on sediment samples taken from the canal. These grain size analyses were used to determine the grain size distribution of the fine sediment, classify the fine sediment, and compare the fine sediment to a sediment deposit in the Green River. The critical incipient velocity for the D50 and D100 and the critical grain entrainment velocity corresponding to the D95 were determined through flume experimentation. During a concrete placement on the second story of a building under construction, the supporting cold-formed steel beams collapsed. Four workers were injured. The collapse occurred while concrete was being placed onto steel decking on the second floor of the structure. Cold-formed steel beams, without shoring, supported the steel decking. Analysis of the steel beams under the weight of concrete and workers using the applicable American Concrete Institute and American Iron and Steel Institute documents indicated that the beams were overstressed for construction loads. The Auto Incident Recording System (AIRS) is a sound-actuated video recording system. It automatically records potential incidents when activated by sound (horns, clashing metal, squealing tires, etc.). The purpose is to detect patterns of crashes at intersections for use in implementing relevant improvements. Videos of incidents and near-incidents were obtained after AIRS was placed in service at an intersection in Louisville, Kentucky on July 22, 2001. Average speed is an essential input to the air quality analysis model MOBILE6 for emission factor calculation. Traditionally, speed is obtained from travel demand models. However, such models are not usually calibrated to speeds. Furthermore, for rural areas where such models are not available, there has not been a reliable method for estimating speed.

The action strategies are arranged by priority and recommended time frame for implementation. When implemented, the action strategies will help Kentucky achieve its primary goals for incident management: 1) improved safety of responders, highway workers, and motorists; 2) reduced traffic delay; 3) improved motorist awareness; and 4) improved responder and highway worker preparedness.

Distributed watershed models should pass through a careful calibration procedure before they are utilized as a decision making aid in the planning and management of water resources. Although manual approaches are still frequently used for calibration, they are tedious, time consuming, and require experienced personnel. This paper describes an automatic approach for calibrating daily streamflow and daily sediment concentration values estimated by the US Department of Agriculture’s distributed watershed simulation model, Soil and Water Assessment Tool (SWAT). Two elementary issues in contemporary Earth system science and engineering are (1) the specification of model parameter values which characterize a system and (2) the estimation of state variables which express the system dynamic. This paper explores a novel sequential hydrologic data assimilation approach for estimating model parameters and state variables using particle filters (PFs). PFs have their origin in Bayesian estimation. Methods for batch calibration, despite major recent advances, appear to lack the flexibility required to treat uncertainties in the current system as new information is received. Most of the available shear models for reinforced concrete rely on empirical formulations. In this study, a rational shear stress function is used to define the shear stress–strain envelope for reinforced concrete. Cyclic rules are proposed to define the loading, unloading and reloading relationships for reinforced concrete under shear stress reversals. A normal stress function describing the cyclic relationship of concrete under axial stress is also introduced. The proposed functions are verified using experimental data of reinforced concrete panels tested under monotonic and cyclic loading. Catastrophic events such as dam failures or severe floods are considered to be of low probability, although their consequences can be extremely high and might include loss of life. Earlier studies have linked circumstances surrounding historical darn failure events to actual loss of life and produced formulations using statistical analysis of these events. Shortcomings of these methods include the inability to adjust life-loss estimates based on the type of dam failure, global averaging of population at risk, and ignoring the dynamics of the evacuation process.

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Maine construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099-Miscellaneous Income forms."

The purpose of this research was to identify the types of surface treatments available for use on concrete bridge decks and to determine which materials are most capable of providing long-term protection from contamination by chloride ions. The products addressed in this report primarily include urethanes, silicon-based sealers, and epoxies.
