This presentation discusses the pros and cons of using various Automated Flagger Assistance Devices (AFADs). It reviews both AFADs using STOP/SLOW signs which are currently allowed in Indiana, and Red/Yellow signal faced AFADs that are not allowed in Indiana.

The presentation points out that the principle reason for developing AFADs was to enhance worker safety by enabling flagger/operators to position themselves out of harm's way while controlling work zone traffic. However, the dominant reason for buying them seems to be to save money by only using one flagger/operator.

Historically, work zone maintenance of traffic (MOT) plans have been deployed without a scalable and systematic means to assess congestion and make comparisons between modeled and actual queue lengths observed during construction. This session will discuss how commercial probe data can be used to estimate queue lengths and fuse that information with crash data.

On November 18, 2009 the Federal Highway Administration (FHWA) approved the innovative contracting process of the Indiana Department of Transportation (INDOT) for alternate pavement bidding on multiple projects. This process involves only one set of plans with the choice to bid either Portland Cement Concrete Pavement (PCCP), or Hot Mix Asphalt (HMA) Pavement, or both typical pavement sections. A Present Worth (PW) cost was calculated for future maintenance costs of both pavement types using an established Life Cycle Cost Analysis (LCCA) Strategy. Recently, the development of hand-held testing units has generated interest in taking these tests to the field. The resistivity, or conductivity, testing is rapid and can provide instant information on concrete quality. To further complicate this, management and interpretation of the data, once collected, is an effort itself. This presentation will provide an example of how data was collected by DLZ Indiana, LLC for the City of Mishawaka.
