As part of the new I-69 design in Morgan County, INDOT retained WSP USA to provide streambank stabilization design services for the White River. This presentation will discuss how 1D and 2D hydraulic modeling helped refine the design and include visuals to demonstrate how 1D and 2D models can help establish flow di-rection velocities at riverbanks and around pro-posed structures. NDOT has used full-depth reclamation to re-habilitate low-volume roads on the state-maintained system. FDR improves the life and structural strength of the pavement at reasonable life-cycle cost. This presentation looks at the strength improvement by comparing before-and-after falling weight deflectometer (FWD) testing of pavement sections. In addition, it compares the life-cycle cost of an FDR to a traditional pavement treatment, such as recon-struction or replacement.

This project involved full-depth reconstruction of 22nd Street, from P Street to Main Street, for an approximate distance of 1 mile and entailed a two-lane roadway with curb and gutter, new sidewalks, a storm system, and water and sanitary line relocations. In addition to federal funds, due to Red Gold’s investment commit-ments in the area and subsequent potential economic development, the project was awarded up to $1.4M in an Indiana Economic Development Corporation (IEDC) grant. The current rating systems for unpaved roads lack stability and reliability and, therefore, provide little benefit as project- or network-level metrics. Since many of these systems are derived from paved-road assessment systems, they focus heavily on surface distresses rather than road width, drainage, and other features. This session presents the Inventory-Based Rating System as a stable and implementable method of condition assessment for unpaved roads, without the focus on surface distresses.

In 2016, INDOT began the implementation of an electronic consultant invoicing application with nine pilot firms. In March of 2018, the application was rolled out for use with most new consultant contracts. Approximately 2,500 invoices were processed through eInvoice in FY 2019, and INDOT is working on an enhancement retrofit for implementation on earlier contracts. In this session INDOT representatives will review the purpose and features of the application as well as planned future enhancements.

Geosynthetic pavement interlayers for asphalt pavement have been used for over 50 years. They have been improved to resolve millability, recyclability, and pavement performance concerns when millings with interlayer pieces are used in a new mix design. This presentation will summarize third-party testing for new geosynthetic interlayers and their performance improvements during milling and recycling of asphalt pavements. It will also highlight pavement performance when millings of the interlayer are used in a new mix design.

In-House Project Design, Special Provision Specification, and Initial Test Results—Highfriction surface treatment (HFST) has been proactively utilized as a cost-effective solution to reducing vehicle crashes at curves across the country. INDOT came out with specifications for a very early strength concrete to use on bridge deck overlays. This concrete is fast setting, which allows overlays to be performed over a weekend and benefits the traveling public with a short duration of traffic interference. Cure time to reach the strength requirement is 3 hours. E&B Paving performed the first application with the new spec on August 26, 2018. Many changes were also made to the INDOT Specification Section 722.

Use Of Penetrating Asphalt Emulsions To Address High-Void Pavement Areas, Andrew Eicher, Curt Higginbotham

Longitudinal joints are high in air voids due to compaction limitations. Lowering the void content of these areas improves the durability of the pavement. Project data indicate that rapid penetrating emulsion (RPE) fills the voids beneath the surface of the pavement, reducing air and water intrusion while maintaining surface texture, whereas traditional emulsions seal the surface only. Lab tests have been developed to quantify the penetrating ability of an emulsion and resistance to water exposure. Join us for a discussion.
