A low Impact Development (LID) practices were used to design an Integrated Management Practices (IMP) system for a residential lot .The design was adapted to the Desert Southwest region based on twenty years of climate data including precipitation and temperature for three representative cities: El Paso, TX, Albuquerque, NM, and Phoenix, AZ. In order to capture stormwater runoff close to its source and to provide as much stored water as possible for plants, LID practices including bioretention cells and vegetated swales were applied throughout the lawn. This dissertation addresses the need for more robust and materially efficient structures, specifically structures that absorb higher levels of energy, can self-erect and which have variable reaction capabilities. These structures can take much higher levels of strain and loading compared to current technologies in reinforced concrete and carbon fiber composites. These structures are made using a novel method of joining segmental elements. A great advantage with this segmental structural system is it's survivability under overloaded conditions. Asphalt stabilized bases in Texas are usually designed and constructed as per Item 292, "Asphalt Treatment (Plant Mixed)," of the 2004 Standard Specification book. This specification is a hybrid of base and hot mix asphalt concrete procedures and requirements, which are sometimes incompatible. In addition, this Item uses a specific Texas Gyratory compactor that is not readily available to all districts. Some districts have started using test method Tex-204-F, Part III, `Mix Design for Large Stone Mixtures Using the Superpave Gyratory Compactor." Rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment tend to experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicles. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces. In most cases, pavements constructed with the same materials and cross-sections adjacent to the intersection perform adequately.

The effects of chronic exposure to ambient air pollution remain a difficult challenge due to its substantial small-scale spatial variation. Recent approaches to assess intra-urban exposure have employed the use of proximity-based assessment, interpolation methods, emission-meteorological models, dispersions models, and land-use regression (LUR) models.

In the long run, nuclear waste packages will fail gradually due to localized and general corrosion and radionuclides will be transported to the accessible environment by ground water.
Two main failure scenarios are expected for the waste packages: Flow-through model and bathtub model; in the flow-through model water flows through the waste container, while in the bathtub model water pools inside the waste package. Sodium-chloride brine underlies the shallow subsurface and discharges in springs and streams at numerous locations in Kent and Stonewall Counties in Central Texas. These discharges eventually flow into the Salt Fork of the Brazos River, lowering the quality of this important surface water resource. One potentially cost effective solution for the problem of excess salt loading to the Brazos River by brine spring discharge is to intercept brine groundwater discharges and either treat or evaporate the water. The AMRC10 watershed was modeled in HEC-HMS and in Green Values. Theoretical storm water conveyance and capture models were tested in these programs along with several Low environmental Impact Development features to determine their applicability and performance at this site. As with any empirical model, the prediction capabilities are limited to the conditions for which it was developed. The objective of this thesis was to assess the repeatability of four-point bending method for estimating fatigue cracking of hot mix asphalt. This experimental research examined the influence of mix proportions, specifically asphalt and air void contents, on fatigue behavior of asphalt beam specimens in the laboratory tested with four-point bending method of loading. Following the relevant specifications, the strain-controlled mode of loading was selected. Fatigue failure is expected to occur at the cycle which the flexural stiffness of asphalt specimen reduced to 50% of initial amount. Up to a 1,000,000 cycles of loading were applied to each specimen.

The response of a pavement system under wheel loading has been a subject of research for many decades. Several models have been developed to predict pavement performance based on layer deformation and fatigue cracking. Among them stand out computer programs based on linear elasto-static layered systems and viscoelastic-plastic models; however, newer or more advanced constitutive models cannot be rigorously incorporated into them. Clayey soils from six different locations in Texas were analyzed and evaluated with respect to their expansion and shrinkage and change in stiffness associated with moisture content variation. These soils consist of five high plasticity-index (PI) clays (PI greater than 25) and one low-PI clay (PI = 17). The behavior of the clays changes dramatically with moisture content fluctuation, thus causing stiffness and volume changes throughout the year. Total or differential volume movements caused by swell or shrinkage strains of expansive soils and reduction in modulus can exert enough pressure to damage the pavements and cause maintenance problems.

The city of El Paso has the largest inland brackish desalination plant in the world. The Kay Bailey Hutchison (KBH) Desalting plant produces 15 million of permeate water every day. Due to the excellent quality of the water, the permeate water is blended with brackish water producing a final volume of 27.5 million gallons of water every day. With an average recovery rate of 80%, the KBH plant produces an average of 3 million gallons of concentrated brackish water that is disposed of via injection wells 23 miles from the plant.
